The Finance Manager is responsible for overseeing the financial management, financial planning, accounting operations, regulatory compliance, budgeting, and financial reporting functions of Vitas Palestine. The role ensures the institution maintains strong financial health, sustainability, operational efficiency, compliance with investor and regulatory requirements, and sound financial controls aligned with microfinance industry best practices.
The Finance Manager plays a key role in supporting strategic decision-making by providing accurate financial analysis, portfolio performance insights, liquidity management, and financial risk assessments.
Key Responsibilities
Financial Leadership & Team Management
Lead and manage the finance department, ensuring the effective execution of all financial and accounting activities, efficient allocation of responsibilities, and optimal utilization of departmental resources.
Provide leadership, guidance, coaching, and continuous development to finance staff while promoting teamwork, accountability, continuous improvement, and high performance within the department.
Oversee staff performance management and identify training and development needs in coordination with the HR department, while building departmental capacity and succession plans to support future institutional growth.
Financial Planning, Budgeting & Strategy
Lead the preparation and coordination of annual work plans, financial budgets, and forecasting processes across departments and branches, ensuring alignment with the institution’s strategic objectives and operational plans.
Monitor budget implementation, analyze financial variances and scenarios, and recommend corrective actions and financial projections to support effective planning and decision-making.
Prepare financial forecasts, scenario analyses, and medium- and long-term financial projections (3–5 years) in coordination with relevant departments.
Support executive management in strategic planning and financial decision-making.
Accounting Operations & Financial Reporting
Oversee all accounting operations, and ensure all accounting activities are conducted in accordance with the company’s approved policies and procedures, IFRS and international accounting standards, and local regulatory requirements.
Ensure accurate and timely preparation of monthly, quarterly, and annual financial statements.
Ensure the accuracy and integrity of accounting records and financial data.
Supervise month-end and year-end closing processes.
Ensure proper accounting treatment of loan portfolio transactions, accrued interest, provisions, write-offs, and recoveries.
Treasury & Liquidity Management
Manage the company’s daily cash flow and liquidity position to ensure sufficient funding for operational expenses and lending activities, while monitoring cash balances across branches and accounts.
Optimize the utilization of cash resources, manage banking relationships and financing facilities, and monitor cash flow forecasts to recommend appropriate liquidity management measures while safeguarding company assets.
Portfolio Financial Oversight & Delinquency Management
Monitor and analyze financial performance indicators related to the loan portfolio, including portfolio quality, Portfolio at Risk (PAR), loan loss provisioning, write-offs, recoveries, and portfolio yield.
Coordinate with operations, credit, and legal departments regarding delinquent loans, collection trends, legal recovery cases, and the required financial adjustments for doubtful and uncollectible debts.
Prepare periodic reports and recommendations for executive management on portfolio financial risks and ensure proper reconciliation between the MIS system and accounting records.
Product Pricing & Profitability Analysis
Analyze the pricing, profitability, and cost effectiveness of financial products, services, branches, and operational activities to support sustainable financial performance.
Recommend pricing adjustments and provide financial analysis to support management in evaluating new business opportunities and product initiatives.
Financial Monitoring & Management Reporting
Develop and maintain financial reporting systems, management dashboards, KPIs, and analytical reports that support timely, accurate, and informed management decision-making.
Monitor and analyze the institution’s revenues, expenses, profitability, operational performance, and budget variances, and recommend corrective actions to address financial deviations and improve performance.
Internal Controls, Risk Management & Asset Protection
Establish and maintain effective internal financial controls and monitoring systems.
Ensure segregation of duties and compliance with approved financial policies and procedures.
Identify financial and operational risks and recommend mitigation measures.
Support fraud prevention and financial integrity initiatives.
Coordinate with HR and Administration departments to support implementation of measures aimed at safeguarding company assets and minimizing operational risks.
Participate in institutional risk management and compliance initiatives.
Ensure compliance with AML/CFT requirements and internal control standards.
Regulatory Compliance, Audit & Donor Reporting
Ensure compliance with regulatory requirements, including those of regulators, donors, funders, shareholders, and external stakeholders.
Coordinate with external auditors and ensure all audit requirements are met within agreed timelines.
Prepare audit schedules and supporting documentation.
Follow up with concerned departments to ensure timely provision of auditor requirements and information.
Review internal and external audit reports related to departmental activities.
Ensure timely implementation of corrective actions to address audit findings and prevent recurrence of observations.
Ensure timely submission of regulatory, donor, lender, shareholder, and management reports.
Ensure compliance with tax regulations, funding agreements, and financial covenants.
Systems Development & Process Improvement
Improve financial systems, reporting tools, and accounting processes.
Support automation and digital transformation initiatives related to finance operations.
Coordinate with IT and MIS departments to improve financial reporting capabilities and data accuracy.
Qualifications & Experience
Education
Bachelor’s degree in Finance, Accounting, Banking, or related field.
CPA, ACCA, CMA, or equivalent professional certification is preferred.
Master’s degree is an advantage.
Experience
Minimum 10 years of progressive experience in finance and accounting.
Minimum 5 years in a managerial or supervisory role.
Experience in: Microfinance institutions, banking, and/or financial services institutions
Strong understanding of microfinance operations, financial sustainability, and portfolio management.
Experience dealing with regulators, donors, auditors, banks, and development partners is preferred.
Technical Skills
Strong financial analysis and budgeting skills.
Advanced knowledge of IFRS and accounting standards.
Understanding of microfinance KPIs and portfolio analytics.
Experience with core banking or microfinance MIS systems.
Advanced Microsoft Excel and financial modeling skills.
Knowledge of ERP/accounting systems.
Strong understanding of taxation, regulatory compliance, and internal controls.
