الوصف الوظيفي:
The Ministry of Finance and Planning (MoFP) is seeking to recruit qualified IT Data Base Expert under the Social Recovery & Job Creation Project (SRJC), financed by the World Bank for the benefit of The Ministry of Labor.

The selected IT Data Base Expert will be assigned to work at the Ministry of Labor —and will be responsible for the overall implementation and development of the Ministry of Labor Data Base systems under the supervision of the IT General Director at MOL.

Duties and Responsibilities

Under the supervision of the IT General Director at Ministry of Labor and in close coordination with the SRJC Project Management Unit (PMU), the IT Data Base Expert will:

Perform database restructuring and full migration of legacy systems into a centralized SQL Server Enterprise environment.
Design normalized schemas for scalability, performance, and integrity.
Write stored procedures, triggers, and data validation rules.
Implement database-level security, backups, disaster recovery, and high availability strategies.
Integrate MoL systems with external databases from ministries such as MoI, MoF, MoLG, etc.
Fully functioning digital employment verification portal.
Develop Full New Labor Markert Information System LMIS and all related services.
Develop Middle wares for all outgoing and incoming Services for Ministry of Labor.
Data exchange modules with 6+ government entities.
Migration of legacy databases into a centralized system.
Weekly progress reports and technical documentation.
متطلبات الوظيفة:
Qualifications and Experience

Bachelor’s degree in computer science, Software Engineering, Computer engineering or related field.
Minimum of 5 years of experience in relevant technologies.
Demonstrated experience in working on government or donor-funded projects.
Strong knowledge of software development lifecycle (SDLC), agile methodologies, and DevOps practices.
Specific Technical Skills:
Full Stack Developer: .NET Core 10+, C#, Web API, Entity Framework Core, REST, Azure/AWS.
Database Expert: MS SQL Server Enterprise, MYSQL , T-SQL, data migration, performance tuning, database security.
Flutter Developer: Dart, Flutter SDK, Firebase, cross-platform UI/UX, integration with REST APIs.
Full Proven Experience in data replication, optimization, security, privacy.
API Integration & Backend Communication.
Strong experience consuming REST APIs and handling:
Authentication flows.
JWT tokens.
Error handling & secure communication.
Excellent proficiency in English (reading, writing, speaking)
Knowledge of World Bank Procedures is an asset.
Knowledge of the Palestinian Authority’s administrative and financial procedures is an asset.
Contractual Arrangements

The position will be contracted in accordance with World Bank Procurement Regulations for IPF Borrowers (Individual Consultant selection method). The initial contract duration is one year, renewable based on performance and project needs
