Secours Islamique France (SIF) is a non-governmental organization of international solidarity founded in 1991, dedicated to providing emergency relief, protection, rehabilitation and development assistance to vulnerable populations affected by crises.
The SIF Palestine Mission has been active since 2008, implementing multisectoral humanitarian and development programs in both the West Bank and Gaza Strip, and operating in a complex and highly regulated environment.
Within the Palestine Mission, the West Bank constitutes a key operational area, where support to vulnerable rural communities and smallholder farmers is essential to strengthen livelihoods, resilience and adaptation to climate-related challenges.
Based in the West Bank, the Agricultural Engineer is responsible for ensuring the effective, coherent and quality technical implementation of agricultural activities under the Climate Resilience Project. The position plays a central role in the planning, follow-up and implementation of climate-smart agriculture interventions, in line with project objectives, technical standards and SIF procedures.
The Agricultural Engineer contributes to strengthening the quality, relevance and sustainability of SIF’s agricultural interventions, ensuring that project activities are implemented in a consistent and technically sound manner, in coordination with project teams, local stakeholders and relevant authorities.

This position involves:
Access to beneficiary data, including personal data related to children, families and vulnerable households;
Potential direct interaction with children during field visits, beneficiary verification, community activities or support to project implementation, if required;
Responsibility to ensure that agricultural activities are implemented in a safe, respectful and ethical manner for all beneficiaries, including children.
The post holder is required to strictly comply with SIF’s Child Safeguarding Policy (CSP) and related procedures at all times.
MAIN RESPONSIBILITIES
The Agricultural Engineer is responsible for ensuring the effective planning, implementation, monitoring and technical quality of agricultural activities under the Climate Resilience Project.
He/She ensures that all interventions are implemented in line with project objectives, donor requirements, technical standards and SIF internal procedures.
Technical Implementation and Quality Assurance
The Agricultural Engineer is responsible for the technical implementation of climate-smart agriculture activities. This includes:
Leading and supervising the establishment of climate-resilient greenhouses in targeted communities;
Ensuring that all greenhouse installations comply with Ministry of Agriculture (MoA) technical and environmental standards;
Providing technical oversight for the installation and use of irrigation systems, fertigation systems and climate-resilient agricultural techniques;
Supporting the adoption of climate-smart agricultural practices, including water-saving techniques, soil management and Good Agricultural Practices (GAP);
Ensuring the proper application of agricultural inputs, techniques and technologies promoted under the project.
Capacity Building and Agricultural Extension
The Agricultural Engineer contributes to strengthening the capacities of farmers and beneficiaries. This includes:
Designing and delivering training sessions on Good Agricultural Practices (GAP), Integrated Pest Management (IPM) and food safety;
Conducting regular extension visits (minimum four visits per farmer) to provide on-site coaching and technical guidance;
Supporting farmers in optimizing fertilizer use, reducing the use of chemical inputs and improving productivity under climate stress conditions;
Promoting the adoption of sustainable and climate-adaptive agricultural practices;
Coordinating with the Ministry of Agriculture (MoA) to support the sustainability and continuity of advisory services.
Monitoring, Evaluation and Learning (MEAL)
The Agricultural Engineer contributes to the monitoring and evaluation of project activities. This includes:
Supporting the development and improvement of data collection tools related to agricultural performance and climate resilience indicators;
Monitoring progress against key indicators, including adoption of climate-smart practices and reduction in input use;
Conducting baseline assessments and contributing to evaluation processes;
Collecting, analyzing and reporting field data to support evidence-based decision-making;
Providing technical recommendations to support adaptive project management.
Community Engagement and Targeting
The Agricultural Engineer contributes to effective engagement with beneficiaries and communities. This includes:
Supporting the development and implementation of transparent and effective beneficiary selection mechanisms;
Conducting regular field visits and maintaining strong relationships with farmers and local communities;
Ensuring the inclusion of women and youth in project activities and capacity-building initiatives.
Coordination and Reporting
The Agricultural Engineer ensures proper coordination and reporting of project activities. This includes:
Coordinating closely with project teams, partners and relevant stakeholders;
Providing regular updates on implementation progress, challenges and risks;
Preparing technical reports, progress updates and project documentation;
Contributing to the development of success stories and knowledge products.
Program Quality and Sustainability
The Agricultural Engineer contributes to ensuring the sustainability and quality of project interventions. This includes:
Ensuring that all activities align with project objectives related to climate resilience, environmental sustainability and food safety;
Promoting long-term sustainability through strengthening farmer–MoA linkages;
Encouraging farmer ownership, including through in-kind contributions where relevant;
Supporting the adoption of modern and sustainable agricultural technologies;
Contributing to the capitalization of good practices and lessons learned.
Safeguarding and Data Protection
The Agricultural Engineer contributes to ensuring compliance with safeguarding and data protection standards. This includes:
Ensuring confidentiality and proper handling of beneficiary data;
Applying SIF safeguarding policies and procedures in all project activities;
Identifying and reporting any safeguarding concerns in line with internal procedures.
The task list is neither exhaustive nor restrictive and is evolving according to the needs of the organization. The employee may be required to carry out other assignments related to his or her qualification. Being an association with limited resources, versatility and flexibility are necessary in order to overcome any difficulty temporary and exceptional.
The management may thus ask any employee to perform tasks outside this job description and corresponding to your qualification or to be available during campaign periods, outside the working hours and/or days of the employment contract, in compliance with the legislation in force.

Bachelor’s degree in Agriculture, Agronomy or a related field.
Master’s degree in a relevant field is an asset.
Minimum 3 years of experience in:Climate-smart agriculture
Irrigation systems
Agricultural development projects
Strong knowledge of:Palestinian agricultural context
Greenhouse production systems
Good Agricultural Practices (GAP) and Integrated Pest Management (IPM)
Experience in delivering technical training and supporting farmers or rural communities.
Experience in coordination with local authorities, including the Ministry of Agriculture (MoA), is an asset
Languages
Arabic: Required (fluent)
English: Required (fluent written and spoken)
French: Strongly appreciated
Hard Skills
Strong knowledge of climate-smart agriculture and sustainable agricultural practices.
Experience in greenhouse systems, irrigation and fertigation techniques.
Good capacity to monitor agricultural performance and analyze technical data.
Familiarity with monitoring and evaluation tools and data collection processes.
Good drafting, reporting and documentation skills.
Proficiency in MS Office tools.
