Service Contract - Community Liaison Coordinator

Summary of the service Contract:
MAG, in partnership with a local implementing partner (IP), will deliver Explosive Ordnance Risk Education (EORE) and Conflict Preparedness and Protection (CPP) activities in refugee camps in the North of the West Bank.

The Community Liaison Coordinator (CLC) will provide technical, coordination, training, and quality assurance support to the IP to ensure EORE activities are delivered in line with MAG standards, sector priorities, and the West Bank Mine Action Area of Responsibility (MA AoR). The CLC will work under the direct supervision of the Emergency Response Manager and in coordination with other delegated MAG staff.

Duration and Work Arrangements:

The consultancy requires a full-time commitment, with the consultant responsible for managing their own logistical arrangements, including transportation. Given the security situation in the West Bank, the consultant is expected to be based in the northern region and spend the majority of their time in the field working closely with IP teams.

Job Description:
Project Planning and Coordination:

Support the IP in developing EORE activity work plans aligned with MAG priorities and Mine Action sector guidance in the West Bank.
Develop monitoring and evaluation (M&E) plans in coordination with the IP project coordinator.
Draft procurement plans for EORE printed materials and identify suitable local printing vendors.
Maintain awareness of the evolving context, EORE needs, and priorities in the West Bank.
Project Implementation  

Coordinate and guide EORE activities and geographical coverage in line with MAG direction and coordination with other mine action actors.
Develop and adapt EORE training packages and awareness materials in coordination with MAG and the IP.
Coordinate and supervise EORE assessments and data collection activities as required.
Organise and support Training of Trainers (ToT) activities, including communication and logistical arrangements with the IP.
Maintain regular reporting and communication with MAG on project implementation progress.
Identify emerging needs and innovative EORE approaches from the field and share recommendations with MAG.
Follow up on the procurement and production of EORE materials to ensure quality and compliance with MAG standards.
Conduct community consultations, including focus group discussions and material testing.
Training 

Develop and tailor EORE training presentations and materials in coordination with MAG.
Deliver EORE awareness sessions to IP staff, UN agencies, INGOs, or other target groups as requested.
Conduct Training of Trainers (ToT) for IP EORE teams prior to field deployment.
Support the identification of training needs and contribute to training plans.
Quality Control/Quality Assurance 

Develop and implement quality assurance (QA) plans and methodologies for EORE activities.
Monitor and assess the quality of EORE activities delivered by IP teams to ensure compliance with MAG standards.
Monitor team performance and communicate quality concerns to MAG to support corrective actions.
Document and analyse findings from QA visits, observations, and surveys, and report to MAG.
Coordinate with the IP M&E focal point to gather data required for QA and performance reports.
Monitor the evolving situation and identify emerging needs relevant to EORE programming.
Information Management 

Support data entry, validation, analysis, and reporting as required by MAG.
Upload and validate EORE data entered into MAG’s information management systems by the IP.
Ensure timely data sharing related to session delivery, participation, and pre/post-test results.
Reporting:

Submit weekly or bi-weekly activity plans as agreed with the ERM.
Prepare and submit regular progress reports (weekly and monthly).
Prepare M&E reports according to agreed schedules.
Ensure timely submission of ad hoc reports as requested by MAG.
Other Tasks:

Support MAG in preparations related to IP sub-contracting where required.
Provide CL-related translation and interpretation support as needed.
Liaise with relevant organisations, coordination bodies, and authorities as directed by MAG.
Attend EORE Technical Working Group meetings and other coordination forums under the Mine Action AoR.
Support MAG field missions in the West Bank, including logistical arrangements.

Fluent Arabic and strong written and spoken English.

Strong organizational and coordination skills to manage teams and field activities.
Knowledge of quality assurance, monitoring and evaluation, and information management systems.
Ability to work independently and responsibly in the field, including managing logistics and ensuring safety.
Strong interpersonal, communication, and facilitation skills for working with diverse groups, partners, and community members.
Desirable:

Previous experience in conflict-affected settings, conflict sensitivity, or broader humanitarian response.
Experience in delivering EORE and Conflict Preparedness and Protection (CPP) activities, including working with and understanding the needs of traumatized communities.
Familiarity with local networks, stakeholders, and implementing partners in Palestine.
Experience in procurement and managing the production of training or awareness-raising materials.
Innovative and creative approach to engaging diverse community groups through multiple channels and methods.
Qualifications:

Qualifications in project management, social studies, community-centred approaches, development research or an information management related discipline.
