Position Overview
The Senior MEAL Officer is responsible for designing, implementing, and overseeing MEAL systems across Intersect’s programs and grants. The role ensures high-quality data collection, compliance with donor requirements, accountability to stakeholders, and the use of evidence to inform decision-making and continuous improvement.

The position operates independently from program implementation while working closely with program, finance, and management teams to strengthen results measurement, reporting quality, and institutional learning. This is a cross-cutting role with organization-wide impact.

Key Responsibilities

MEAL Strategy and Systems
Lead the development, implementation, and refinement of Intersect’s MEAL framework across all programs.
Design theories of change, logframes, results frameworks, indicators, and data collection plans in line with organizational and donor requirements.
Ensure alignment between program indicators, organizational strategy, and donor reporting obligations.
Institutionalize MEAL tools, SOPs, and guidelines across programs.
Monitoring and Evaluation
Oversee the collection, validation, analysis, and storage of quantitative and qualitative data across programs.
Conduct or coordinate baseline studies, midline reviews, endline evaluations, and ad-hoc assessments as needed.
Carry out routine data quality checks to ensure accuracy, consistency, and reliability of reported results.
Support program teams in tracking progress against outputs, outcomes, and milestones.
Accountability
Strengthen accountability mechanisms to beneficiaries and partners, including feedback and response processes where applicable.
Ensure ethical data collection practices and compliance with data protection and confidentiality standards.
Maintain transparency and accountability in reporting to donors, partners, and governance bodies.
Learning and Knowledge Management
Facilitate learning sessions, reflection workshops, and after-action reviews to inform program adaptation and improvement.
Produce analytical reports, learning briefs, dashboards, and insights that translate data into actionable recommendations.
Document lessons learned, best practices, and cross-program insights to support institutional learning.
Reporting and Donor Compliance
Lead or contribute to donor narrative reports, results sections, and annexes, ensuring accuracy and consistency.
Coordinate closely with finance and program teams to ensure coherence between programmatic and financial reporting.
Systems, Tools, and Capacity Building
Oversee the effective use and continuous improvement of data management systems, dashboards, and CRM tools.
Provide technical guidance, training, and coaching to staff on MEAL tools, indicators, and data use.
Support proposal development, program design, and strategic planning from a MEAL perspective.
متطلبات الوظيفة:
Qualifications

Education and Experience
Bachelor’s degree in data analysis, social sciences, development studies, statistics, economics, or a related field.
Master’s degree is preferred.
5–7 years of progressive experience in MEAL roles, preferably within donor-funded programs.
Proven experience designing and managing MEAL systems for multi-donor and multi-program portfolios.
Experience with entrepreneurship, innovation, livelihoods, or private sector development programs is an asset.
Skills

Strong analytical and critical thinking skills with high attention to detail.
Ability to translate complex data into clear insights and practical recommendations.
Excellent writing and reporting skills in English; Arabic proficiency is required.
Strong organizational skills and ability to manage multiple priorities and deadlines.
Ability to work collaboratively across technical and non-technical teams.
