Background

Medical Aid for Palestinians (MAP), in close collaboration with the Ministry of Health (MoH), is committed to strengthening the capacity of emergency and trauma care providers across the West Bank. Burn injuries represent a common and serious subset of trauma cases in both pre-hospital and hospital settings, frequently resulting from household, occupational, and electrical accidents.

Despite the prevalence of burn injuries, management practices across the West Bank remain inconsistent and fragmented. Many healthcare providers in emergency departments and peripheral clinics have limited exposure to standardized burn care protocols and few opportunities for hands-on, simulation-based learning. This results in significant variability in initial assessment, fluid resuscitation, and wound management approaches, leading to delayed stabilization, increased risk of infection, and preventable complications.

Furthermore, referral coordination between primary, secondary, and tertiary facilities remains weak, particularly in remote and Area C communities where movement restrictions, checkpoint delays, and limited ambulance coverage hinder the timely transfer of burn patients to specialized hospitals. Communication between emergency units, surgical departments, and referral centers is often informal, and no unified national guideline or referral pathway currently ensures the continuity of care from pre-hospital management to definitive treatment. Collectively, these gaps contribute to unequal access to quality burn care and poorer patient outcomes, underscoring the urgent need for structured, evidence-based training and strengthened inter-facility coordination.

To address these challenges, MAP is organizing a Burn Care Management Provider Course as part of a broader initiative to enhance trauma and emergency readiness in the West Bank. This training is directly aligned with the Health Cluster’s Trauma Preparedness and Response Pillar, which prioritizes standardized trauma management and referral coordination, and supports the MoH’s Emergency and Critical Care Capacity-Building Plan (2024–2026), which focuses on strengthening frontline stabilization and clinical competencies across hospitals and EMS systems.

By aligning with these frameworks, the course ensures strategic complementarity, institutional ownership, and sustainable integration of burn management competencies into the broader emergency care system.

Objective

The objective of the Burn Care Management Provider Course is to enhance the knowledge and clinical competencies of emergency health professionals in the early assessment, stabilization, and management of burn patients, using evidence-based and resource-appropriate methods applicable in West Bank healthcare settings.

The specific objectives are to:

Strengthen understanding of burn pathophysiology, classification, and triage principles.
Build practical skills in burn resuscitation, wound dressing, infection prevention, and pain control.
Promote resource-adapted approaches, such as using locally available materials for dressings and fluid management in low-resource settings.
Reinforce referral coordination and communication among emergency, surgical, and tertiary care providers, reflecting real-world mobility and access constraints.
Introduce psychosocial first aid principles and gender-sensitive approaches in burn care, addressing trauma in children and domestic burn incidents.
Encourage a cascade training model to support sustainability through MoH and partner institutions.
Scope of Work

The selected trainer(s) will be responsible for the following:

Training Preparation
Develop comprehensive, context-appropriate training materials, including presentations, manuals, and skill station guides.
Adapt materials to local realities, emphasizing low-cost solutions, cross-departmental coordination, and limited-resource settings.
Prepare simulation scenarios that replicate West Bank conditions, including checkpoint-related transfer delays, communication challenges, and rural facility limitations.
Training Agenda and Structure
Submit a detailed 2-day training agenda, balancing theory and practice: The two-day training will cover essential burn care topics, including pathophysiology, triage, airway management, wound and pain management, and infection prevention through lectures, case discussions, and skill-based demonstrations. Incorporate Referral System Simulation to practice patient transfer from peripheral clinics to district hospitals to tertiary centers.
Trainer is responsible for providing training materials for training sessions.
Training Delivery
Deliver interactive and participatory sessions, combining theoretical instruction with hands-on practice.
Include doctors, nurses, paramedics, and emergency residents from MoH, UNRWA, PRCS, and NGO health facilities.
Ensure gender-balanced participation and inclusion of at least one local co-facilitator for sustainability.
Evaluation and Reporting
Conduct pre- and post-training assessments to measure skills and knowledge improvements.
Analyze learning improvement quantitatively and qualitatively.
Submit a comprehensive training report summarizing:
Training content and methodologies
Participant feedback
Pre/post-test results
Key recommendations for follow-up and cascade training.
Propose a mentorship or peer-learning mechanism (e.g., WhatsApp discussion group) for post-training support.
متطلبات الوظيفة:
Qualifications
Health professional with certified training and proven experience in burn care and trauma management training. Preferably a specialist in trauma, plastic, or reconstructive surgery with active clinical experience in managing acute and complex burn injuries.
Minimum 3 years of experience in clinical education or capacity building in emergency, trauma, or surgical care.
Demonstrated expertise in adult learning facilitation, interactive teaching, and simulation-based training.
Prior experience in conducting burn management or trauma training courses is highly desirable.
Experience working in resource-limited or humanitarian contexts (preferably the occupied Palestinian territory or similar environments).
Fluency in Arabic, with good command of English for material preparation and reporting.
Strong facilitation, communication, and teamwork skills.

Ethical Considerations
The trainer(s) must:
Adhere to MAP’s Safeguarding Policy, Code of Conduct, and ethical standards.
Complete MAP’s online safeguarding training via kayaconnect.org before signing the contract.
Ensure data protection for participant information, test results, and feedback.
Integrate gender and protection-sensitive approaches, including attention to burns among women, children, and GBV survivors.
Ensure respectful communication, inclusion, and psychological safety throughout the training.

The impact and effectiveness of the training will be measured using clear indicators:
