الوصف الوظيفي:
Jenin Company for Developing, Operating and Managing the Industrial Zone is seeking a qualified and experienced Site Supervision Engineer to support the implementation of large-scale infrastructure works for the Jenin Industrial Free Zone (JIFZ), located north of Jenin City, near the Al-Jalameh Border Crossing in the northern West Bank. Spanning approximately 933 dunums, the JIFZ represents a flagship development project aimed at establishing a modern, fully serviced industrial hub in northern Palestine. The project encompasses the construction and supervision of comprehensive infrastructure systems, including more than 8 kilometers of internal roads, potable water supply networks, wastewater and stormwater drainage systems, a complete electrical distribution network, and advanced telecommunications and utility corridors. These works will lay the foundation for a sustainable, high-capacity industrial environment designed to attract investment, create jobs, and enhance regional economic growth.

The ideal candidate will have a proven track record in similar infrastructure projects and bring a strong mix of technical, management, and on-site coordination expertise.

This position (7+ years of experience) is suitable for a proactive and responsible candidate who is ready to take on a variety of tasks without hesitation. The role combines both office-based work and field activities, requiring strong organizational skills, responsiveness, and the ability to interact effectively with clients.

Duties and Responsibilities:

Supervise on-site construction works, ensuring full compliance with design specifications, safety standards, quality requirements, and project timelines
Support the PM in overseeing the execution of civil infrastructure components: roads, water and wastewater networks, stormwater drainage, and electrical systems
Support the PM in managing contractor activities and ensure coordination among all site stakeholders
Conduct regular site inspections and ensure timely testing and commissioning of completed works
Review and support the PM in managing variation orders, ensuring proper documentation, justification, and approvals
Verify and track Bills of Quantities (BOQs) in line with actual site conditions
Implement and oversee Quality Assurance and Quality Control (QA/QC) procedures
Participate in and provide input during technical design reviews and coordination meetings
Ensure timely submission of progress reports, site documentation, and issue logs
Maintain strict adherence to project specifications, contractual obligations, and budget constraints
متطلبات الوظيفة:
Bachelor’s degree in civil engineering or a related discipline
Minimum 7 years of relevant experience in infrastructure projects supervision
Essential: Direct experience in supervising projects of similar nature and scale (roads, water/wastewater, stormwater, electrical infrastructure)
Essential: Strong project management background, including experience in planning, coordination, reporting, and contractor oversight
Proven experience in:
Managing variation orders and construction claims
Reviewing and verifying BOQs
Conducting testing and commissioning of infrastructure systems
Ensuring quality assurance and control
Participating in technical design reviews
Familiarity with Palestinian engineering codes, local regulations, and international standards (e.g., AASHTO, ASTM, ISO)
Experience in contract administration, progress tracking, and understanding of FIDIC conditions of contract is highly desirable
Knowledge of and adherence to Health, Safety, and Environmental (HSE) requirements on construction sites
Awareness of Environmental and Social Management Plans (ESMPs) and safeguard practices is a plus
Software & Technical Skills:

Proficiency in engineering and project management tools, including but not limited to:
AutoCAD & Civil 3D
Primavera P6 or MS Project
Microsoft Office Suite (especially Excel and Word for reporting and data tracking 
Other Requirements:

Excellent communication and coordination skills with stakeholders, contractors, and multidisciplinary teams
Strong problem-solving, organizational, and leadership abilities
High level of professional integrity, accountability, and attention to detail
Language Requirements: Fluency in Arabic and English (spoken and written) is required
Valid Driver’s license.
Preference given to candidates from the Jenin area
