الوصف الوظيفي:
Terre des Hommes (TDH) is dedicated to supporting the rights and well-being of children in vulnerable situations. In the Gaza Strip, our mission focuses on providing crucial humanitarian aid, with key activities in child protection and water trucking. These projects address the immediate needs of children and families, ensuring they receive essential services, including psychosocial support and access to clean water.

The Senior Human Resources Officer undertakes Human Resource planning, recruitment, placement, Performance Management, develops and implements human resource development systems, policies, and procedures to support the business needs of the foundation, provide legal and operational advice, guidance, support, and coaching to the staff; ensures the presence of effective human resource database system and documentation.

Specific Responsibilities  

RECRUITMENT

Conduct job analysis and provide advice on job description development.
 
Keep the delegation recruitment tracker up to date on a weekly basis.
Lead all aspects of recruitment process as per the HR practices and policies.
Draft staff work contracts for the Country Representative validation and signature.
Plan Oboarding orientation plan for new staff members.
Lead exit interviews for staff leaving Tdh.
PERSONNEL MANAGEMENT

Advice Country Representative on legal requirements related to day-to-day management of employees, reducing legal risks, and ensuring regulatory compliance. If necessary seek advice from the contracted lawyer.
Renew Contracts of Employment in coordination with relevant managers.
Assure all personnel files are in a complete state, including pre-employment documents, credentials, leaves, social and medical insurance.
Ensure that attendance record for all staff is up to date through Tdh systems: annual leaves, sick leaves, compassionate leaves, maternity leave, etc.
Respond to employees inquires in all personal related issues. Assist Country Reresentative in addressing the requests from staff representatives.
Ensure the accuracy of employee records and ensure all information are well archived (contract, Job description, internal regulations, code of conduct, leaves, timesheets…etc.) ready for internal & external audits, implement monthly controls on staff records
Participate in conducting investigations, when concerns are brought forth by employees, through the complaints mechanisms as delegated by the HRM
Manage the contact with the labor and insurance office in Palestine and Israel (as applicable) for employee reports and declarations.
Update the staff leaves regularly and ensure the balances are tracked in the system accurately. Communicate the employees leave balance on monthly basis to line managers..
Carry out the end of employment formalities as per the internal polices and country existing law, ensure the process coordinated with the other departments for staff clearances and final settlement.
Ensure HR policies (recuitement, disciplinary, training, staff regulation, performance appraisal, per diem, remuneration) are implented and effectively working in all bases.
Provide updates on tax legislations and social security from the relevant ministries.
COMPENSATION & BENEFITS MANAGEMENT

Update and maintain the Homere database, including the monthly payroll calculation report, and ensure its validation by Country Representative.
Ensure the payment of staff income tax and social insurance with finance and send declarations to the relevant authorities in compliance with the country's legal framework.
Prepare and ensure the accuracy of monthly payroll transactions in a timely and accurate manner.
Provide analytical reports on HR-related data, metrics, and trends to support decision-making, workforce planning, and development
Follow up with the finance and service provider on monthly pension payments.
STAFF PERFORMANCE & CAPACITY BUILDING

Ensure all staff performance reviews are carried out in the delegation by the line managers as per Tdh HR policies
Participate in the implementation and status update of the annual delegation employee training plan, including an in-house employee training system that fits the delegation's needs, new employee integration or orientation, management development, optimization of cross-training, and the measurement of training impact.
Carry out periodic organizational, job, and individual training and development needs analysis; conducts and organises training based on the training needs assessment and as needed.
Participate in the Capacity building events as per request
Ensures timley implementation for annual/ semi-annual, probationary and end of contract performance appraisals.
Ensure performance appraisals are kept in the HR archive for each employee,
WORK ENVIRONMENT

Be aware and able to assist in explaining the Human Resources SOPs, policies, practices for the delegation on any topic associated with employee relations and employee rights. Support the implementation and communication of HR policies and SOPs
Be actively involved with the Country Representative to establish a positive employer-employee relationship and assist to promote a high level of employee morale and motivation.
Formalize changes and amendments to the HR Handbook as needed to remain compliant with the law.
Monitor the culture to ensure staff actions reflect Tdh guiding principles, where dignity, diversity, community, and rights and responsibilities of all staff are valued. May serve as the CP focal point for Code of Conduct & Ethics and contribute to ensuring adherence and accountability to Safeguarding policies.
AUDIT, COMPLIANCE & INTERNAL CONTROL

Prepare the requirements of the annual, donor, governmental audits by ensuring all HR requirements are met and supporting documents available for verifications.
Respect and see to the enforcement of the delegation's regulations for HR & administrative processes
Know and comply with policies on security, child protection, and fraud prevention within the finance department.
Ensure all HR files are kept up-to-date according to Tdh policies.
Others:

Prepare several HR reports when requested.
Perform any other tasks as may be requested by the line manager.

Commits to reducing the risk of abuse and harm by developing a culture of open and informed leadership within the organization and in our work with children and the communities in which we intervene.
