الوصف الوظيفي:Main Purpose
Performing the day-to-day medical purchasing activities related to quality insurance in a particular supply office (coordination or project level) according to MSF protocols and standards in order to ensure an optimal running of the mission/ project
Assist and support the Pharmacy Coordinators and Jerusalem Supply team in the management of the medical supply process and procurement of medical supplies in Israel and Palestine, collaborating with the Medco and Pharma counterparts from different Operational Centers (OC).
Accountabilities
Follow up of all Gaza and West Bank Project Medical Requests (IR) from different OCs (OCA/OCB/OCBA/OCP) and Supply Order (SO) for medical /paramedical items together with Supply Manager and STL in Jerusalem (delays, pending, problematic items and unavailability and potential complain).
Focus on medical order management according to MSF local medical purchase procedure / Follow the SOP for Medical order validation for Local Procurement in "Jerusalem for Gaza Emergency Response"
Ensure medical orders are processed in a timely manner and their status is well monitored claims/ complaint addressed and solved in the most effective way; Participate in order monitoring report
Act as first contact for reviewing medical quotations, item availability, item follow-up, pending items; this includes assisting preparing RFOQ, consolidating quotations before seeking validation from the Pharmacy Coordinator/HQ,
Regularly assess the market for new suppliers to fulfill the recurrent needs for drugs, disposables, lab items in cooperation with the Pharmacy Coordinator, or potential evaluation.
Update the supplier list, prices, items and availability for medical items
Supporting the STL defining the mission medical procurement strategy. Propose consolidation of OCS orders and chronograms when possible.
Perform the technical reception of medical items at Jerusalem level of locally procured (and internationally in case allowed) and send the report to Supply Manager and STL Jerusalem.
Implement Good Storage and Transportation Practices at Jerusalem WH and monitor transportation conditions of medical items including Cold Chain items.
Participate actively in meetings and trainings.
ls aware of activities of other departments and respects specific rules and procedures.
Translate documents and/or conversations when necessary.
ls aware of MSF objectives and activities in general and in the working context.
Has a general understanding of the association, its functioning, structure and values (charter). Available to work outside regular hours in case of emergency
Performing any other tasks within the scope of his role, as directed by supervision and according to the needs of the mission
متطلبات الوظيفة:Education: Mandatory degree and specialization in Pharmacology
Experience Mandatory:
Essential in pharmacology (minimum 2 years) and in organization of supply administration and procedures
Desirable proven understanding of MSF Field Activities (general knowledge of MSF equipment and kits)
Languages Mandatory: Mission language essential (English). Arabic is essential and Hebrew is an added value.
Knowledge: Essential computer literacy (word, excel, internet)
