The Project: Trade Facilitation and Customs Support (Tasdeer)
The Trade Facilitation and Customs Support programme (Tasdeer) is a programme funded by the UK Government and implemented by a consortium led by Cowater International. Our objective is to improve the Palestinian private sector’s competitiveness and the Palestinian Government’s capacity in trade, customs and import policy regulation and administration. We aim to increase sustainable private sector-led economic growth and job creation in the Occupied Palestinian Territories, supporting the Palestinian Authority’s fiscal sustainability while promoting equitable access to the benefits of increased trade and improved institutional capacity.
Background
Tasdeer is initiating its first collaboration with the General Directorate for Networks – Gender and Private Sector of the Ministry of Women’s Affairs (MoWA) to strengthen the Directorate’s role in promoting gender-responsive private sector development. The Directorate holds a critical mandate to advocate for women’s economic empowerment by influencing trade-related policies and fostering a more inclusive business environment for women entrepreneurs. It also works to mainstream gender across government institutions, NGOs, and the private sector by mobilizing networks, supporting women’s CBOs and non-profit organizations, and engaging gender units within the civil and security forces as well as private sector stakeholders.
This initial intervention will focus on building a strong evidence base and institutional framework to guide the directorate’s future engagement with private sector actors. To support this, a consultant will be engaged to assess the current landscape, review legal and institutional frameworks, and draft the directorate action and policy framework that positions the directorate as a driver of inclusive economic policy.
This foundational work will inform potential follow-on activities such as capacity building, the development of gender-sensitive tools, and policy advocacy initiatives. It also contributes to Tasdeer’s broader commitment to mainstreaming gender and social inclusion (GESI) within economic governance and private sector engagement, ensuring that women entrepreneurs can participate in trade on more equitable and empowering terms.
Objective of the Assignment
The primary objective of the Consultant is to support the Network Directorate of the Ministry of Women’s Affairs in developing a strategic and evidence-based framework that enhances the directorate’s ability to promote gender-responsive private sector development. This will include conducting a comprehensive assessment of the legal, policy, and institutional landscape affecting women’s economic participation; identifying key barriers and opportunities; and formulating an actionable plan that strengthens the directorate’s influence on inclusive trade and investment policy and that is aligned with the MoWA’s strategies.

Enhancing Women’s Economic Participation in the State of Palestine: Towards an Inclusive Palestinian Economy 2025–2030.
The overarching objective of the strategy is to expand and strengthen women’s participation in the Palestinian economy, reducing their high unemployment rates and ensuring access to decent and equitable working conditions. It aims to enable a structural transformation in the economy by supporting women’s transition from the informal to the formal sector, while also fostering an enabling environment for women’s leadership in entrepreneurship across diverse sectors such as technology, industry, and the creative economy.
The National Strategy for Enhancing Women’s Economic Participation in Palestine (2025–2030)
This strategy is embedded within broader cross-sectoral strategies on poverty reduction, decent work, and social inclusion. It acknowledges the compounded economic and social challenges Palestinian women face as a result of occupation, unemployment, and structural inequalities. its goals include increasing women’s participation in the labor force, reducing unemployment, and securing fair working conditions, while promoting entrepreneurship in emerging and traditional sectors. It emphasizes supporting women’s transition from the informal to the formal economy, addressing the disproportionate burden of unpaid care work, and strengthening financial inclusion and legal protections to secure equal wages, ownership, and decision-making power.
The National Strategy to Combat Violence Against Women 2023 - 2030
This strategy outlines a unified framework to prevent and respond to gender-based violence in Palestine. It seeks to protect women and girls from all forms of violence by strengthening legal and institutional mechanisms, expanding access to justice, and ensuring the provision of health, psychosocial, and legal services for survivors.
The Consultant will also ensure that all outputs are aligned with international gender equality standards and responsive to the specific needs of Palestinian women entrepreneurs.
Scope of Work
Assessment of the Current Landscape
Conduct a desk review and stakeholder consultations to map the legal, policy, and institutional environment affecting women’s participation in the private sector and trade.
Identify key barriers and gaps that limit the directorate ability to influence gender-responsive economic policy.
Identify opportunities for enhancing PSU’s ability to influence gender-responsive economic policy.
Review of Existing Strategic Frameworks
Review all relevant MoWA strategies, action plans, and frameworks related to economic empowerment and private sector engagement.
Assess alignment, gaps, and opportunities for strengthening directorate positioning on gender-responsive private sector development.
Stakeholder Engagement
Engage with representatives from the private sector, chambers of commerce, businesswomen’s associations, and relevant government bodies to gather insights on gender-related challenges and opportunities.
Facilitate consultative meetings to ensure that the strategy reflects diverse perspectives and practical needs.
Actionable Actions
Develop an actionable plan that positions the directorate as a leading actor in promoting gender-responsive private sector development.
Provide clear recommendations on policy reforms, institutional mechanisms, and partnerships needed to support implementation.
Pilot Gender Assessment
Design a gender assessment tool.
Conduct a pilot for one selected private sector company, using the gender assessment tool to evaluate workplace gender responsiveness.
Document findings and recommendations that can inform broader rollout and tool adaptation.
Capacity Building and Training
Deliver a targeted training session for the Ministry relevant directorate staff focused on gender-responsive economic policy, private sector engagement, and the practical application of assessment tools.
Facilitate one inter-ministerial training session for Gender Units (GUs) from relevant ministries to strengthen cross-sectoral collaboration on gender and private sector development.
Institutional Strengthening
Advise the directorate on how to operationalize the actions within its current structure and mandate.
Through technical assistance, identify capacity gaps and propose institutional strengthening measures to support the directorate’s future engagement with the private sector.
Integration of GESI Principles
Ensure that all outputs are informed by gender equality and social inclusion (GESI) principles and aligned with international best practices.
Identify entry points for future GESI mainstreaming within private sector development interventions.
Deliverables
Inception Report
A brief report outlining the methodology, work plan, timeline, and key stakeholders to be consulted.
Assessment Report
A comprehensive report summarizing findings from the legal, policy, institutional, and stakeholder assessments, including:
Review of relevant MoWA strategies and frameworks.
Identification of barriers and gaps affecting women’s participation in the private sector.
Explicit actionable recommendations to guide the Private Sector Unit’s strategy, framework, and future interventions.
Pilot Gender Assessment Report
A report detailing the results of the gender assessment conducted for one selected company, including:
Practical recommendations for improving workplace gender responsiveness.
Lessons learned to inform broader application and adaptation of the assessment tool.
The assessment tool.
Directorate Actionable Plan
A well-structured actionable plan positioning the directorate as a driver of gender-responsive private sector development, including strategic objectives, proposed actions, stakeholder roles, and implementation guidance.
Training Materials and Delivery
Training content development (presentations, handouts, tools) and delivery of:
One capacity-building session for ministry relevant staff
One training session for Gender Units from relevant ministries
Duration and Location
The consultancy is expected to be for 2 months, starting in October 2025.
Reporting Line
The expert will report directly to the WS2 Lead at Tasdeer and MoWA Gender Networks Unit.

Advanced degree in Gender Studies, Economics, Public Policy, Development Studies, or a related field.
Proven experience (minimum 7 years) in gender equality, women’s economic empowerment, or inclusive private sector development, preferably involving public institutions or policy units.
Strong expertise in conducting gender assessments, developing national strategies or policy frameworks, and advising on institutional reform in line with international gender equality standards.
Demonstrated ability to design and deliver participatory training sessions for adult learners, including government staff and inter-ministerial stakeholders.
Solid understanding of gender mainstreaming principles, economic governance, and private sector development, ideally within the context of trade and investment.
Excellent communication skills in Arabic and English, with the ability to produce high-quality reports, policy documents, and training materials in both languages.
