PARC operates through two headquarters in Ramallah and the Gaza Strip, 13 branch offices, and three training centers, reaching more than 180 localities each year. Backed by more than 200 professional staff and a strong volunteer network, the organization has built solid partnerships with local communities, universities, the private sector, and international donors.

Job purpose summary:
The MEAL Officer will be responsible for developing and maintaining effective monitoring, evaluation, accountability, and learning systems to ensure quality implementation of PARC’s projects. The role includes designing data collection tools, managing analysis and reporting, and supporting teams to meet donor and organizational standards.

Key Responsibilities
Design and implement MEAL systems, including tools, processes, and standards to optimize planning, management, and reporting.
Develop and apply data collection tools and ensure proper analysis, documentation, and reporting.
Work with program managers and other MEAL staff to prepare indicators, results frameworks, and performance monitoring plans.
Conduct regular reviews, lessons learned workshops, and progress assessments against project objectives.
Monitor and evaluate project outcomes, outputs, and activities, and prepare timely reports.
Support external assessments such as baseline studies, endline surveys, and third-party evaluations.
Ensure compliance with PARC’s accountability framework, including feedback and complaint mechanisms.
Conduct field visits, surveys, focus groups, and key informant interviews as needed.
Contribute to learning processes, impact studies, and evidence-based decision making.

Job Requirements:

Education & Professional Background

Bachelor’s degree in economics, Business Administration, Development Studies, or related fields (Master’s degree is an advantage).
Minimum of 4 years of relevant experience, including at least 2 years in a MEAL role.
Proven experience in designing and applying monitoring and evaluation tools.
Experience in database management, data collection, and statistical analysis.
Skills & Competencies

Strong analytical and research skills.
Strong logic and the ability to understand and design log frames.
Excellent computer skills, including MS Excel, PowerPoint, Access, and statistical software.
Strong reporting and writing skills.
Ability to manage multiple donor MEAL requirements.
Excellent communication and interpersonal skills.
Ability to work independently as well as part of a team under pressure.
Proficiency in Arabic and English (written and spoken).
Additional Requirements

Valid driving license and ability to travel to project sites across the West Bank as required.
