الوصف الوظيفي:The Ministry of Health (MoH) is seeking to hire a full-time Biomedical Engineer to provide specialized technical support for the procurement, installation, and commissioning of medical equipment under World Bank–financed projects. The Biomedical Engineer will report directly to the Head of the Biomedical Engineering Unit and work closely with the PMU, the World Bank project team, and relevant MoH departments. The position will be based at the Biomedical Engineering Unit in Beitonia, Ramallah, with travel to hospitals and health facilities across the West Bank as required.
Main Tasks and Responsibilities
Under the supervision of the Head of the Biomedical Engineering Unit, the Biomedical Engineer will perform the following tasks:
Technical Specifications & Documentation:
Develop, review, and update technical specifications and bills of quantities (BoQs) for medical equipment to be procured by the MoH.
Ensure that specifications are performance-based, non-restrictive, and aligned with World Bank procurement policies and MoH technical standards.
Assist in preparing complete tender documents, including compliance and evaluation checklists.
Support During Tendering:
Provide technical input during pre-bid meetings, site visits, and bidder clarifications.
Draft and review responses to technical questions raised by bidders.
Technical Evaluation
Participate as a technical member of bid evaluation committees.
Conduct detailed technical analysis of submitted offers to confirm compliance with the required specifications.
Prepare comprehensive technical evaluation reports in line with World Bank and MoH procedures.
Implementation & Quality Assurance
Oversee installation, testing, commissioning, and final acceptance of equipment at MoH facilities.
Verify that supplied equipment meets contractual and technical requirements.
Coordination & Capacity Building
Engage with end-users (hospital departments, clinical teams) to confirm and validate technical needs.
Support training of MoH staff on operation and preventive maintenance of new equipment.
Liaise with suppliers, contractors, the World Bank project team, and other relevant stakeholders.
Reporting
Prepare and submit periodic technical reports, progress updates, and documentation to the Head of the Biomedical Engineering Unit.
Contract Duration
The contract will be for one year on a full-time basis, renewable based on the availability of funds and satisfactory performance, and will include a three-month probationary period.
متطلبات الوظيفة:Required Qualifications and Skills
Bachelor’s degree in Biomedical Engineering, Clinical Engineering, or a closely related field.
Minimum 5 years of experience in planning, procurement, installation, and commissioning of medical equipment.
Prior experience in donor-funded projects (UN agencies, or similar) is an asset.
Knowledge of international standards and best practices in medical equipment planning and procurement.
Proficiency in Arabic and English (written and spoken).
Good computer skills (MS Office; CAD or other design tools are an advantage).
Strong communication, coordination, and reporting skills.
