الوصف الوظيفي:
Medecins Sans Frontieres Belgium (MSF – Doctors Without Borders) is an international humanitarian aid organization that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of religion, creed or political affiliation.
Main Purpose

Participate in the planning, supervision, and coordination of mental health and psychosocial services across the Jenin and Tulkarem projects, ensuring alignment with MSF standards and adapting activities to the local context. The role requires strong familiarity with the socio-political environment and the ability to build and maintain relationships with local stakeholders.

Location: Shared position with 50% presence in Jenin and 50% in Tulkarem, with frequent movement between locations required.

Accountabilities

Collaborate with the Mental Health Activity Manager and medical team to plan and coordinate MH activities, ensuring efficient resource use and high-quality care..

Coordinates activities of counselling services with other relevant actors and liaises with the local counterparts (like MoH, WHO, ICRC and NGO) on mental health matters, including referral services.

Supervise the daily mental health activities and patient support according to MSF protocols and standards in order to provide the most appropriate support for clients with psycho social needs

Liaise with the other MSF team members of the project.

Supervise, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required

Oversee the administrative processes associated with psychosocial functioning.

When needed, give psychological support to patients according to MSF protocols to improve mental health conditions of patients and enhance their functionality.

Compile the data and statistic linked with MH activities and report to the MH activity manager

Offer clinical counselling supervision to mental health counsellors in collaboration with the Mental Health Activity Manager.

Ensure the patient’s related information is kept confidential
Maintain an updated understanding of the evolving mental health needs in both locations and contribute to context-specific adaptations of the mental health strategy.

Actively represent MSF in local MH coordination mechanisms and engage with community representatives, health authorities, and civil society to ensure acceptance and collaboration.

Contribute to team cohesion across the two locations, ensuring regular communication and harmonization of protocols, practices, and support mechanisms.

Demonstrate strong awareness of the socio-political dynamics and access constraints in the West Bank, particularly Jenin and Tulkarem.

Ensure the MH team adapts interventions to cultural sensitivities and current events impacting mental health and well-being.

Build and sustain partnerships with local institutions, NGOs, and mental health providers to strengthen referral pathways and community engagement
متطلبات الوظيفة:
Education

Master or Postgraduate Diploma in Clinical Psychology

Experience

Minimum 2 years of experience in mental health or psychosocial support, including supervisory / management responsibilities. Previous experience in humanitarian settings or working with vulnerable populations is an asset.

Language

Desirable English and Arabic fluent (written and spoken)
