Job Profile:

MSF Spain is looking for a Project Medical Referent (PMR) Support with delegated tasks and responsibilities, including administrative tasks, related to defining, planning and monitoring of medical activities and programs in the project, in order to ensure the quality of medical care and good relationships with local/national (health) authorities, in accordance with MSF policies, standards and protocols.

Accountabilities:
In collaboration with the Project Medical Referent, monitors, supervises and evaluates the implementation of (para)medical activities in the project. Supports medical managers and supervisors in the implementation of MSF protocols, (para) medical standards, the rules of hygiene and universal precautions
Participates in the discussions on the evolution of MSF project program, contributing with his/her experience to the improvement of the overall performance, adapting to changing reality and context
Represents the PMR in different internal meetings as well as, in support of the PMR, represents MSF with different external stakeholders (MOH and local medical actors)
Supports the PMR with the medical data collection, analysis and reporting to the Medical Coordination in the capital in order to ensure a proper monitoring of the program
Supports the implementation of the project's staff health policy, appropriate patient referral, evaluation of hospital structures that can serve as reference structures for national staff and development and documentation of protocols related to referral. Participates in the medical monitoring of MSF personnel, providing preventive necessary measures, structures and emergency plans
Supports in medical follow up of national staff patients (treatment, referrals, improvement, medical expenses, reimbursements), organizes the administrative aspects, the discharge of patients and return to their homes, in collaboration with the line manager.
Participates in defining the human resources and training needs, materials and techniques.
Performs other appropriate duties as requested by the PMR.
Supports projects' development by participating in briefings and debriefings of medical staff and if necessarily replacing temporarily a member of the field team, to keep a smooth functioning of the
Assists PMR in the stakeholder mapping (organigram of MoH, )
Reviews and validate staff health invoices according to health policy.
Gives regular feedback to the line manager and report directly any issue.
متطلبات الوظيفة:
Education

Medical doctor diploma essential. Desirable specialization or training in Public Health.

Experience

Essential 2 year working experience related to the degree/diploma or in similar position.
Desirable: Having worked in MSF or other NGO’s in developing countries.
Languages

Arabic: oral and written essential.
English: oral and written essential.
Hebrew:  oral and written desirable.
Knowledge:

Essential computer literacy (word, excel and internet)
Essential: knowledge of the functioning of the health system and public health institutions
