PROJECT BACKGROUND:
USAID/West Bank and Gaza (WBG) Accountable Local Governance Activity is a four-years project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.
ROLE PURPOSE:
The MEL and Communications Manager will oversee the program’s execution of its communications strategy, its contractually required branding and marking obligations, and lead all contractually required reporting/deliverable efforts. In addition, he/she will oversee the MEL team and MEL reporting/deliverables. The Lead will be responsible for developing USAID deliverables. He will provide hands on training and capacity building to the ALG communications team. He/she will support the writing or editing of any additional deliverables as assigned by the Chief of Party.
متطلبات الوظيفة:KEY DUTIES AND RESPONSIBILITIES:
Manages the development and delivery of all aspects of the ALG communications strategy in close coordination with the Chief of Party, DCOP and other members of the senior management team on the program to ensure that the strategy and activities are directly linked to the objectives of the overall program.
Facilitates and leads contractual deliverable development, such as the annual workplan, quarterly report, including weekly reports, quarterly report, project briefers, press releases, success stories, annual workplans, special studies/reports, annual reports, and any other requests from the COP or USAID and ensure all ALG deliverables are compliant with USAID branding and marking
Leads planning and implementation of public and stakeholder program events and communication forums.
Attends all project launch events and help develop specific communications messaging for ALG.
Travel to municipalities as requested to capture field-based stories.
Leads or supports management and coordination of the development of project-wide information campaigns.
Provide overall support to project activities, specifically in developing all communication mechanisms and forums in close collaboration with the project’s senior management team.
Manages development of tools (presentation material, talking points, fact sheets, success stories, etc.) for staff to ensure consistency and proper targeting of project message(s).
Provides training and capacity building to ALG communications team.
Responsible for ensuring further development and implementation of all web-based and social media communication mechanisms and forums.
Works with senior management and Communications Specialist to conceptualize ideas for project success stories and other similar content, project reports, and other project materials as necessary.

Manages the MEL Specialist, Communications Specialist and Data Analyst
Leads the project’s efforts to develop interesting and compelling visuals (such as photos, info-graphics, etc.) that effectively convey project messages.
Manages communications staff to ensure all project materials and reports conform to project branding plan.
Drafts responses and organizes project’s efforts in response to ad-hoc USAID informational requests
Coordinates with USAID on responses for requests from the local press.
Provides USAID with any relevant social media inputs.
Helps to develop any specific communications strategies or plans for municipalities or ALG in general.
QUALIFICATIONS:
Bachelor’s degree in Monitoring and Evaluation, Statistics, Research Methods, Development studies, Economics, Communications, Public Relations, or a relevant field; Advanced degree preferred.
A least 10 years of professional work experience, including at least 5 years of relevant professional experience in communications and managing, monitoring, and evaluating for complex USAID-funded development activities.
Excellent writing skills, including the ability to quickly absorb technical information and then using it, create compelling content.
Experience in development and implementation of communication plans and Branding Implementation and Marking Plans, required.
Understanding of U.S. Government priorities and sensitivities and experience framing messaging appropriately.
Skilled in communication strategic thinking and planning.
Experience mentoring mid-level staff.
Excellent interpersonal and client-management skills.
Demonstrated experience in coordinating monitoring, learning and evaluation processes across multiple activities, stakeholders, and geographic regions.
Demonstrated experience with monitoring and evaluation tools, approaches, and practices, including data analysis and report writing, emphasizing system- or market-wide results and impacts.
Experience working with international donor agencies; experience in USAID M&E functions with responsibility for data collection and reporting. Experience in designing M&E systems for gender-based violence is a plus.
Demonstrated expertise and an in-depth understanding of qualitative and quantitative research design, data collection, and data analysis.
Substantial experience with survey design, supervision and analysis.
Experience training local partners and staff in M&E and data collection, data management, research ethics and research methodologies preferred.
Experience conducting qualitative and quantitative research.
Experience with databases and database management.
Demonstrated ability to work collaboratively with institutional, private-sector, and civil society partners and stakeholders.
Professional proficiency in English and Arabic, required.
REPORTING:
The MEL and Communications Manager will report to the Chief of Party.
