ER BASE AND FACILITIES OFFICER

Location: Hebron

JOB PROFILE

MSF Spain is looking for a skilled Base and Facilites Officer in Hebron to help us in carrying out all activities involving carrying out or supervising all maintenance logistics activities in the base (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure and vehicles in optimal running conditions.

Accountabilities:

Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures
Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.).
Checking the maintenance of the various open spaces (gardens, courtyards...) and ensuring that domestic waste is correctly discarded
Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings etc. and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.
Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in particular:
Inventories and the reallocation of equipment.
Renewing the authorization to use radio material with local authorities.
Checking the quality of the work carried out on generators and electrical installations.
Preparing orders for his sector activity, do the follow-up, and checking their proper reception and state.
Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.
Participating in trainings at the request of the line manager

Outreach Logistic position with mainly activities focus on the Emergency Response Intervention in PHCs, MCs and Hospitals supported by MSF.
Supporting the Log Manager planning and preparing the Chronogram with all the activities of rehabilitation in PHCs, MCs and Hospitals and doing a proper follow up.
Supporting the Head of Drivers in a daily base, preparing and checking the list of all Logistic Materials required for the teams in Hospitals, PHCs and MCs supported by MSF.
Supporting the Log Manager performing logistic assessments in the PHCs, MCs and Hospitals supported by MSF preparing a written report and list of needs.
Preparing the list the materials and equipment with an Internal Request to Supply for all the materials and furniture’s needed to support the Medical activities in Hospital, PHC and MC with all the specifications.
Following up the necessary rehabilitation/ maintenance works in construction, electricity in PHC and Mobile Clinic premises supported by MSF, following the MSF/MOH  procedures and specifications.
Identify contractors and preparing the Quotations request, CBA and all the contracts’ necessaries with the contractors and/or suppliers to performs the rehabilitation works.
Supporting MSF teams with all the necessary logistic assessments and rehabilitation jobs in Hospital supported by MSF.
Supporting the Log Manager and Head of Drivers , planning and preparing all the movements plan for the week for the Emergency team.
Ensure that the MC, PHCs has all the logistic requirements to be functional.
Support the Medical team with the follow up of the medical referrals system for MC and PHC supported by MSF
Reporting in writing to the Log Manager the update of all the rehabilitation work done in each facility.
Support Supply and Medical team with the planification and execution of NFIs kits and Food parcels distribution.
Support Watsan Department in Watsan activities related to Logistic.

Languages

English and Arabic are must, Hebrew is an asset
