Terms of Reference Practicum Manual Consultant (Filed Training and Seminar)

 
Introduction
Palestine Technical University Khadoori –Al’Aroub Branch has received a grant from the Quality Improvement Fund (QIF) - Education to Work Transition Project - Ministry of Education and Higher Education and funded by the World Bank for the project entitled: Developing Media Technology Center of Competence at PTCA Depending on Local Market Needs and TVET Skills. This project aims to to improve media technology employability and fill the gap between media technology graduates’ skills and media industry and local market needs. Accordingly, (Palestine Technical University Khadoori –Al’Aroub Branch) seeks the selection and employment of (Practicum Manual Consultant) (Filed Training and Seminar).

Assignment Objective

Palestine Technical University Khadoori –Al’Aroub Branchis now considering the selection of a professional and qualified expert consultant to be part of the consultation team, who will:

Review and assess the current practicum courses at Media Technology Department, including course description,training and follow-up methods.
The Practicum Manual Consultant will be mainly required to develop the practicum curricula and deliver appropriate theoretical, practical, and fellow up materials (manual) for the practicum courses at Media Technology Department.

Main Tasks and Responsibilities

The Practicum Manual Consultant will be responsible for the following tasks:

Conduct a comprehensive review of the currently applied practicum courses and materialsused at Media Technology Department.
Prepare a work plan according to the reviewed practicum courses.
Review relevant/similar practicum courses and manualsin Palestine and other regions to identify best practices and benchmark in Media Technology practicum, and then compare it with the current situation and suggest concrete modifications.
Review and update the practicum curriculum, facilities, training methods and resources, in addition to the Syllabusfor all practicum courses.
Development of appropriate students' performance evaluation tools (including allworksheets and questionnairesat the end of each practicum) to ensure successful delivery of the required skills as determined by the labor market needs. 
Suggest areas of interventions and needed actions to improve the practicum content, procedure, tasks, assessment schemes, and course outcomes.
Redesign the selected practicum courses outlines with full description.
Writing regular professional reports to reflect the progress in practicum.  
Modify the developed courses after being tested based on students’ and faculty feedback.

Deliverables:
 
A detailed work plan including the main activities of the process of developing the required practicum, to be submitted within one week after signing the contract
Syllabus for the practicum course that includes, outcomes, evaluation method, training strategies, references, and required materials.
Four hours training targeting faculty members and partners from media industryon how to use the modified practicum manual.
An appropriate theoretical and practical manual both in English and Arabic that cover all practicum courses and the required materials to deliver the required courses.
Detailed conclusions and recommendations related to the necessary practicum curses and tools needed for the successful delivery of media technology practicum.
Final Comprehensive Report documenting the whole conducted activities, issues of the practicum development process, results, and recommendations.
 

Essential Required Qualifications:

At least doctoral degree inany social science fields (media studies, education, or any related fields).
Proven experience in conducting similar assignments in upgrading practicum courses (two assignments as minimum)
At least three years of experience in curriculum development or related fields (Experience in TEVT is preferable)
Proficient knowledge in competency based learning.
Fluency in English.
Excellent report writing and communication skills.   
Contract Type:Lump Sum Contract.

Time Frame: October, 15th 2018- December, 15th 2018
