US Government provided fund through the US Consulate to establish a Project Implementation Unit (PIU) hosted by the Directorate General of International Relations and Projects Department at the Ministry of Finance & Planning (MoFP) to supervise and manage US Government funded projects (The Framework Agreement). PIU is currently managing projects all over West Bank areas in cooperation with Ministry of Public Works and Housing and other Palestinian Authority bodies. PIU is seeking a highly qualified applicant as a Project Manager- Middle Area with the following qualifications: 

Qualification 

-Bachelor's degree or higher in Civil Engineering.
-At least 10 Years Proven working Experience in Construction Project Management.
-Advanced knowledge of construction management processes, means and methods 
-Expert knowledge of building products, construction details and relevant rules, regulations and quality standards 
-Understanding of all facets of the construction process 
-Familiarity with construction management software packages: MS Project, Primavera, etc.
-Ability to plan and see the "big picture"
-Competent in conflict and crisis management leadership and human resources management skills 
-Excellent time and project management skills 
-Capable of planning construction projects and overseeing their progress along the way in a timely and cost-effective manner.
-Experience in large scale multi projects organizations.
-Experience with FIDIC conditions of contract.
-Work experience with Donors – especially US funded projects.
-Strong written and oral communication skills in both Arabic and English.
-Must have ability to set and manage priorities.
-Proficient computer skills including word processing. Spread sheet, AutoCAD and scheduling program.
-Able to work as a team member, contributing to the overall program development by participating in- group discussions in areas of expertise.
-Self- starter, able to work with minimal direction or supervision.
-Possession of a valid driving license.

Main Duties: 

-Coordinate and direct construction through monitoring the MoPWH site engineer, the supervision team, and the contractor onsite and offsite.
-Represent PIU head in all site meetings, and in all communications between the project stakeholders.
-Review Pre Bid tender documents and submit recommendations and findings to PIU Technical Engineer.
-Monitor projects on a daily basis and raise concerns to PIU head.
-Participate in the initial and final handing over committees responsible for all procurement for FF&E.
-Monitor and track the expiration date for defects liability period guarantees related to construction and FF&E projects and provide advice to PIU Head a head of time in order to take the needed actions whenever necessary.
-Plan ahead to prevent problems and resolve any emerging ones.
-Ensure Health and Safety regulations are implemented on site.
-Monitor compliance of building and safety regulations and issue/track Notice of Unsafe Conditions reports as necessary.
-Ensure quality standards are implemented on site.
-Track, review and approve Contractors time schedules in cooperation with PIU Project Control Engineer, and Review the work progress and time schedule on daily basis.
-Report the project delays to PIU head and the Project Control Engineer.
-Prepare weekly, monthly and quarterly progress reports.
-Track, review and approve Contractors and Consultants interim and final payments in cooperation with Financial    Manager.
-Review and track the project schedule deliverables and estimated costs 
-Track, review and approve modified BOQ and provide PIU head and PIU Control Engineer with justifications.
-Track, review and approve variation and change orders and provide PIU head and PIU Control Engineer with justifications.
-Track procurement process for major construction material and furniture. 
-These position descriptions are not intended to be all-inclusive, and the incumbent will perform other reasonable business- related duties as assigned by immediate manager when necessary. Ministry of Finance& Planning reserves the right to amend duties and responsibilities as needed to ensure effective and efficient project implementation.
