الوصف الوظيفي:Position Purpose
The Projects Officer at the Association of Palestinian Local Authorities (APLA) will support the effective planning, coordination, implementation, monitoring, and reporting of APLA’s projects and programs. The role aims to ensure the timely and efficient delivery of project activities and results in accordance with approved work plans, budgets, donor requirements, and APLA’s strategic objectives, while maximizing the benefits of APLA’s interventions for Local Government Units (LGUs) and local communities.
A key aspect of this role is to contribute to the development of new projects and funding opportunities, strengthen coordination with project partners and stakeholders, and support monitoring, learning, and documentation of project results. The Projects Officer will also contribute, where relevant, to integrating cross-cutting priorities, including the localization of the Sustainable Development Goals (SDGs), within APLA’s projects and programs.
APLA Background
Established in 1997, The Association of Palestinian Local Authorities – APLA is an independent institution that brings together all Local Government Units – LGUs across Palestine. APLA’s core mission is to represent the collective interests of LGUs, enhance their capacities through strategic advocacy and lobbying, and promote the exchange of information and best practices. APLA further serves as a channel of dialogue between the central government and LGUs, advocates for the rights of LGUs, and represents them at national, regional, and international levels, with a view to enabling them to improve the quality of services provided to Palestinian citizens.
Key Responsibilities
Coordinate the day-to-day implementation of APLA’s projects and ensure that activities are implemented in accordance with approved project documents, work plans, timelines, budgets, and contractual requirements.
Develop and regularly update project work plans, activity schedules, implementation plans, logframes, and other project management tools in coordination with the relevant APLA units and project partners.
Monitor the progress of project activities, deliverables, outputs, and indicators, identify implementation challenges or delays, and propose appropriate follow-up actions.
Coordinate the organization and implementation of project activities, including workshops, trainings, meetings, consultations, study visits, capacity-building activities, and other project events.
Prepare periodic project progress reports, activity reports, technical reports, presentations, briefing notes, and other documentation required by APLA management, partners, and donors.
Contribute to the preparation and development of project proposals, concept notes, grant applications, and other resource-mobilization documents, including conducting relevant background research and collecting required information.
Maintain regular coordination and communication with project partners, donors, consultants, service providers, participating LGUs, and other relevant stakeholders to facilitate effective project implementation.
Follow up on consultants and service providers contracted under APLA projects, including coordinating assignments, monitoring deliverables and timelines, and supporting the review of outputs in coordination with relevant APLA staff.
Support project monitoring, evaluation, learning, and reporting processes, including collecting and organizing project data, documenting results, monitoring indicators, and contributing to the assessment of project outcomes.
Coordinate with APLA’s Finance and Administration Department on project financial follow-up, including activity budgets, expenditure forecasts, financial planning, procurement requirements, and monitoring expenditure against approved budgets.
Ensure that project implementation complies with APLA’s internal policies and procedures as well as applicable donor requirements, agreements, visibility requirements, and reporting obligations.
Support the preparation of project-related communication and visibility materials and provide relevant project information and results to APLA’s Communication and Advocacy Unit.
Contribute to research, assessments, consultations, publications, and policy-related activities undertaken within APLA projects, including the preparation of background materials, briefs, presentations, and technical inputs.
Support the integration and localization of the Sustainable Development Goals (SDGs) within relevant APLA projects and activities, particularly those related to local development and capacity building of LGUs.
Contribute to SDG-related activities and initiatives implemented by APLA, including awareness raising, capacity building, data collection, and maintaining relevant content and information on APLA’s SDGs platform.
Reporting requirements
The Projects Officer will work in APLA’s office in Ramallah. She/he will report on a day-to-day basis to the Policy and Planning Manager.
Contract Period
One year, with possibility of extension.
متطلبات الوظيفة:Qualifications and Experience
Bachelor’s degree in Public Administration, Business Administration, Development Studies, Local Governance, Project Management, or another related field.
At least 7 years of relevant professional experience in project coordination, project management, development programs, or a similar field, preferably within local government, civil society, or development organizations.
Demonstrated experience in the planning, implementation, monitoring, and reporting of donor-funded projects.
Good knowledge of project cycle management, including work plans, logframes, indicators, activity planning, budgeting, monitoring, and reporting.
Experience in contributing to the development of project proposals, concept notes, grant applications, and donor reports.
Good understanding of the Palestinian local government sector and the institutional and development challenges facing Local Government Units (LGUs).
Knowledge of the working environment and requirements of development partners, donors, NGOs, CBOs, and other development actors.
Good knowledge of the Sustainable Development Goals (SDGs) and their relevance to local development.
Skills & Competencies:
Fluency in both Arabic and English, with strong written and verbal communication skills.
Strong planning, organizational, coordination, and follow-up skills.
Good project management and results-based management skills.
Strong report writing, documentation, and presentation skills.
Ability to manage multiple activities, meet deadlines, and effectively prioritize competing tasks.
