الوصف الوظيفي:Terre des hommes (Tdh) is a leading organization worldwide on child protection, which accumulates over 40 years of experience in the Palestinian context. Tdh aims at contributing to develop and improve child protection systems and juvenile and gender justice. Tdh’s strategic plan creates a comprehensive framework for action that combines axes on operations, advocacy, research and quality and accountability, with a view to creating lasting and meaningful change in the lives of children. As part of the Project Implementation Team, and under the supervision of the Head of Office, and the functional support of the Logistics and Security Coordinator, the Logistics Officer will be in charge of all logistic, admin and security tasks for Jerusalem and West Bank operations.
Supply Chain
Coordinate supply chain processes in close collaboration with the Logistics Manager and in accordance with Tdh procedures.
Coordinate procurement documentation and payment follow-up with the Finance-Admin Coordinator, ensuring compliance with Tdh purchasing and payment procedures.
Ensure timely ordering and delivery of goods and services, following up with suppliers on quality, quantities, and delivery schedules.
Collect quotations, lead bid analysis, and document supplier selection for review and approval.
Prepare purchase requests, purchase orders, and draft supplier contracts for review and approval.
Support supplier due diligence, ensuring all required documents are collected before engagement.
Verify deliveries against purchase orders and ensure delivery notes and goods received records are completed.
Maintain complete and accurate procurement files in both soft copy and hard copies and update procurement tracking tools
Logistical transaction
Supervise the timely execution of all curative and preventive maintenance and repairs of all Tdh equipment and facilities to ensure its good condition and usability.
Work with West Bank Office team to ensure that the Terre des hommes logistics systems and procedures are followed.
Oversee the logistical filing system, ensuring the proper documentation and organization of equipment manuals, maintenance schedules, and log records (e.g., vehicle log sheets, waybills, maintenance reports).
Ensure accurate tracking and processing of purchase requests, contracts, and fuel consumption records, maintaining up-to-date.
Support IT equipment setup, allocation, and maintenance, and coordinate technical support with the relevant IT focal point or service provider.
Prepare regular logistics reports and promptly flag operational issues to the Logistics Manager.
Fleet Management
Organize transportation and coordinate vehicle scheduling with the line Manager and field teams to meet operational needs.
Monitor fuel consumption in accordance with Tdh standards, ensure timely refueling, and maintain an adequate emergency fuel reserve in line with safety procedures.
Coordinate regular vehicle inspections, preventive maintenance, and repairs to ensure safe and reliable staff movements.
Ensure vehicle logbooks are accurately completed for all movements and maintain up-to-date fuel and maintenance records.
Ensure vehicle registration, insurance, and other required documents remain valid and available in each vehicle.
Ensure vehicles carry functional safety equipment, including first-aid kits, fire extinguishers, and emergency supplies.
Coordinate with drivers and transport providers to ensure compliance with Tdh movement procedures and road safety requirements.
Promptly report vehicle faults, accidents, and other fleet-related issues to the line manager.
Travel support
Support visitors with visa applications
Support visitors with internal travel arrangements
Support staff with work related external travel arrangements (visa application, ticket booking, taxi pick ups)
Expat Staff Support
Arrange for the short term and long-term accommodation of Expat staff
Provide logistical support as needed
Asset Management
Maintain an up-to-date inventory of all existing and newly purchased assets in the Tdh asset management system, ensuring registration includes asset identification, location, condition, and assigned user.
Ensure assets are properly tagged and all allocation, handover, return, transfer, and disposal records are completed in accordance with Tdh procedures.
Conduct regular physical inventory checks, reconcile discrepancies, and report missing or damaged assets to the line manager.
Ensure stored assets are secure, properly organized, and supported by accurate stock records.
Monitor equipment needs and notify the line manager of required purchases, repairs, or replacements.
Coordinate asset disposal following Tdh procedures and required approvals
Facility Management
Ensure office facilities are safe, functional, and fit for use, and promptly report any issues to the line manager.
Coordinate routine maintenance and necessary repairs to ensure continuity of operations.
Monitor facility costs, including rent, utilities, and maintenance, and prepare supporting documents for timely payment.
Oversee cleaning services and ensure offices maintain appropriate hygiene standards.
Monitor office supplies and arrange timely replenishment.
Support office setup, relocation, and closure, as required.
General
Collaborate with the line manager in terms of raising issues as needed and working together to promote a strong team;
Ensure clear positive communication with all members of the office and the delegation.
Maintain an organized style of work, making suggestions to the line manager concerning improvements that could be made to the logistics systems that are the Officer’s responsibility;
Keep accurate and up to date information concerning reporting requirements for fleet management, Tdh equipment, facilities and ICT and make this available to other staff on request.
Reporting & Communication
Produce and submit a monthly report and contribute to quarterly reports.
Document regularly logistics activities and monthly management of sources of verification.
Report any incident related to logistics to the line manager.
Security
Comply with Tdh Security Regulations.
Report any urgent issue and security related updates to the line manager
Coordinate movement requests and follow up on required clearances and approvals, under the line manager’s guidance.
Monitor staff movements during field visits and follow up on agreed check-in procedures.
Maintain updated emergency contact lists and ensure emergency communication equipment is functional.
Support the line Manager in delivering security briefings to visitors and security updates to staff
Support checks of vehicle and office safety equipment, including first-aid kits and fire extinguishers.
Tdh Policies
Commit to respect the Tdh Child Safeguarding Policy (CSP), Tdh Code of Conduct and Tdh Protection from Sexual Exploitation and Abuse (PSEA) Policy.
Be proactive with respect to the aforementioned policies and show leadership to all Tdh staff.
Report cases of abuse on children as identified.
Maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees.
Others
Undertake other duties as required by the line manager.

Qualifications:
Bachelor degree in Business Administration, Finance or any other related degrees;
At least 3 years of experience in a similar position preferably with an INGO.
Fluency in English, Arabic. The working language in the office is English.
Highly developed verbal and written communication skills
Strong organizational and planning skills.
Ability to be flexible, cooperative and to work autonomously
Proactive and able to take initiative
Committed and self-motivated
Able to manage stress and complexity
Proficiency with Microsoft Office applications (Word, Excel, PowerPoint);
