Vacancy Announcement – Medical Technical Manager

Médecins du Monde-France (MdM-F) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek, at all times, to encourage close working relationships with populations in its care.

Médecins du Monde (MdM) operates across the Occupied Palestinian Territory, delivering essential medical and mental health services to conflict and occupation-affected populations despite severe access restrictions and an increasingly volatile security environment.

The magnitude and severity of death, destruction and extreme deprivation resulting from the conflict and occupation have generated profound human suffering and humanitarian needs, including demolitions, military operations, settler violence and movement restrictions that continue to trigger displacement. The erosion of community resilience mechanisms has further intensified needs across all sectors.

Amid these constraints, Médecins du Monde (MdM) maintains a flexible medical and mental health response. Despite growing access restrictions, evacuation orders, and a shrinking humanitarian space forcing suspension and permanent closure, MdM continued its direct service provision in 7 Primary Healthcare Centres over the past year.

The evolving political and security context is expected to continue driving humanitarian needs, leading MdM to intensify its medical and mental health direct response while continuing to support the Palestinian health system despite severe and rampant access restrictions.

The MdM international network has 17 organizations (known as chapters). In Palestine, MdM Spain and MdM Switzerland also implement programs. MdM France works very closely with MdM Spain and MdM Switzerland.

MdM is currently looking for a qualified candidate to fill the position of Medical Technical Manager based in Nablus.

Hierarchical supervision: Deputy Field Coordinator for Programs ( DFCP)
Functional supervision:Medical Coordinator in Gaza and in West Bank
Team members Under indirect supervision: N/A
Close collaboration at mission level: Projects Manager(s), MHPSS Technical Manager, MEAL, Logistics, Admin/Finance, HR, Field Coordination, and relevant Ministry of Health (MoH) counterparts.

Main objectives
The Medical Technical Manager supports the implementation of technical quality and ethical standards, patient safety, and the appropriateness of health and clinical activities, including Primary Health Care (PHC), Emergency Preparedness and Response (EPREP), Sexual and Reproductive Health and Rights (SRHR), referrals, health awareness and other technical interventions.

The role provides technical guidance and coaching to health teams, ensuring adherence to  MdM standards, MoH guidance, Standard Operating Procedures (SOPs), clinical protocols, referral pathways, and Quality Assurance requirements.

Under the direct management of the Deputy Field Coordinator for Program, the Medical Technical Manager works closely with Projects Managers to provide technical medical support for projects.

Under the functional and technical guidance of the Medical Coordinator, the position supports the development of medical tools, SOPs, supervision tools, and capacity-building materials, while identifying technical gaps, patient safety concerns, and training and community needs.

Tasks and Responsibilities

Main responsibilities and activities of MdM Medical Technical Manager. The responsibilities may be modified according to the context, the organization of the work, and the composition of the team.

Technical & Quality Standards
Contribute to mapping and update existing medical programs and service providers (including potential partners such as MoH, MoE, INGOs, NGOs, local CBOs)
Contribute to medical needs assessments and analyse the findings from a medical technical perspective.
Provide technical medical inputs to donor proposals and reports, including technical content and indicators, when requested.
Ensure medical protocols and tools are aligned with MdM standards, MoH guidelines and international best practices.
Under the technical guidance of the medical coordinator, provide technical recommendations for adapting medical activities and the medical framework based on identified field needs.)
Represent MdM in relevant technical health coordination forums when delegated.
Contribute to coordination and follow-up with partners from a technical perspective
Technical Supervision & Capacity Building
Under the technical guidance of the Medical Coordinator, provide medical technical guidance, clinical coaching, mentoring and continuous professional development to medical staff, including doctors, medical supervisors, nurses, midwives and pharmacy staff.
Conduct regular technical and supervisory field visits to medical activities, monitor the quality of medical implementation, and prepare follow-up reports outlining findings, technical gaps, recommendations and required actions.
Identify technical training needs and design/deliver training on emergency care, PHC, IPC, SRHR, triage, MdM guidelines and MoH protocols.
Promote a culture of learning, accountability and continuous improvement within the medical team.
3- Technical Quality Monitoring, Analysis & Reporting

Review medical activities from a technical quality perspective and provide technical recommendations to the relevant project and field management functions.
Provide technical validation and interpretation of medical data and indicators in coordination with MEAL, while project reporting ownership remains with the relevant project management function.
Produce regular technical dashboards, supervision reports, quality findings, and recommendations for the coordination team.
Immediately report emergency health needs, disease outbreaks, unusual events or public health alerts to the relevant coordination.
Emergency Preparedness & Response
Contribute to the medical component of MdM's emergency preparedness and response.
Support the assessment of emergency health needs and the development of response recommendations.
Define and review the technical specifications and medical rationale for emergency medicines and supplies, in coordination with relevant project, pharmacy and logistics teams.
Coordination & Representation
Internal Coordination: Communicate identified medical quality gaps and technical requirements to the relevant Project Manager and Medical Coordinator. Provide technical clarification to support departments when requested and assess whether corrective measures address the identified clinical concerns.
External Coordination: Coordinate with MoH, NGOs and relevant cluster and technical working groups on medical technical matters, when delegated.
Safeguarding, PSEA & Accountability
Promote and uphold compliance with MdM's Code of Conduct, Safeguarding Policy, Prevention of Sexual Exploitation and Abuse (PSEA) standards, confidentiality, informed consent, and Do No Harm principles in all activities and interactions.
Contribute to creating and maintaining a safe, respectful, and inclusive environment for beneficiaries, colleagues, and partners, with particular attention to women, children, and other vulnerable groups.
Identify, report, and immediately escalate any safeguarding, PSEA, misconduct, or protection concerns involving beneficiaries, staff, volunteers, contractors, or partners through the established organizational reporting channels, including Field Coordination and HR.

The JD may be modified anytime with mutual agreement to fit programmatic requirements.

Requested Competence/Skills/Profile

Education
Mandatory: Bachelor's degree in medicine (Medical doctor) with an active license.
Desirable: Postgraduate master’s/in public health, health management, board speciality, or diploma.
Experience

Desirable: minimum 3 years of PHC/family medicine, emergency care, or similar (or equivalent experience).
Mandatory: At least 5 years of cumulative relevant proven experience in clinical medicine, public health or humanitarian health programming.
Mandatory: At least 2 years of proven experience in a similar technical medical management, medical coordination or senior medical quality-assurance position.
Desirable: minimum 3 years’ experience with an INGO/NGO.
Mandatory: Demonstrated experience in providing technical and functional guidance, clinical quality oversight, mentoring and capacity building to multidisciplinary medical teams.
Mandatory: Strong knowledge of the Palestinian PHC system, clinical protocols and referral pathways and MoH procedures.
Desirable: Experience in PHC, emergency preparedness and disaster management; certificates such as BLS, ACLS, ATLS or PTC.
Skills

Medical Technical Skills:

Strong technical coordination, planning, quality assurance, and reporting skills.
Ability to design and deliver medical training and capacity-building activities.
Strong data analysis skills and ability to validate medical indicators.
Experience with digital data collection and reporting tools (e.g., Kobo).
Sound knowledge of public health, PHC, emergency care, and MoH protocols.

Mandatory Qualifications and Experience

Medical Doctor degree with a valid, active medical licence.
At least 5 years of relevant professional experience in clinical medicine, primary health care, public health, emergency health or humanitarian health.
At least 2 years of experience in a senior medical technical, medical coordination, clinical supervision or medical quality-assurance role.
Demonstrated experience in both clinical quality assurance and technical supervision, including reviewing clinical protocols or SOPs and promoting patient safety.
Technical experience in at least one of the following areas: primary health care (PHC), emergency care, sexual and reproductive health and rights (SRHR), infection prevention and control (IPC), referrals, triage or public health.
Experience providing medical or public health technical inputs to at least one of the following: intervention design, funding proposals, donor reports, technical reports or fact sheets.
Relevant medical or public health experience with a local NGO, an INGO or a humanitarian health program.
Professional working proficiency in Arabic and English, both spoken and written.
