Background

The Ministry of Finance and Planning (MoFP) is strengthening its technical capacity in response to its expanding responsibilities in national planning, monitoring and evaluation, development prioritization, Gaza-related planning and recovery, and the integration of planning and budgeting. The merger of the finance and planning functions has also created additional requirements for stronger coordination between national priorities, sector planning and resource allocation.

As part of this effort, the Ministry intends to strengthen its sector-planning capacity through the engagement of three Strategic Planning Officers covering the Social, Economic, and Infrastructure sectors.

The three Strategic Planning Officers will constitute a coordinated Sector Planning Team within the Ministry of Finance and Planning. While each Officer will have primary responsibility for his/her assigned sector portfolio, the Officer will apply common planning methodologies and work jointly on issues that cut across sector boundaries.

The team will jointly support:
preparation and implementation of national planning processes;
review and improvement of the national planning guide and methodology;
preparation of the National Development Plans;
annual prioritization of development projects and interventions;
integration of planning and budgeting;
preparation and review of results frameworks;
monitoring of sector strategies;
Gaza planning and recovery;
consolidated national development analysis; and
preparation of senior-management decision-support materials.
These functions reflect the Ministry's identified requirements for support to national planning, prioritization, monitoring, Gaza-related planning and analytical work.

Within this framework, the Ministry seeks to engage a Strategic Planning Officer – Social Sector to support planning, analysis, prioritization and monitoring across the social sectors.

Objective
To strengthen MoFP's capacity to coordinate and analyze social-sector priorities and ensure their effective integration into national planning, development prioritization, monitoring and resource-allocation processes.

Reporting and Coordination
The Officer will work under the overall supervision of the designated MoFP senior official and the technical guidance of the General Directorate of Planning and Policies, in close coordination with the General Directorate of Monitoring and Evaluation, the Gaza Unit, relevant finance and budget functions, and the other Sector Planning Officers.

The Officer will also coordinate with relevant line ministries, government institutions and development partners, as required.Main Responsibilities

The Officer will:
Coordinate and provide technical inputs on social-sector priorities to national planning processes and development frameworks.
Review social-sector strategies and plans and assess their alignment with national priorities and planning methodologies.
Support preparation of the social-sector component of the National Development Plans
Analyze major social-development needs, vulnerabilities, disparities and service-delivery challenges.
Support annual identification and prioritization of social-sector development projects and interventions.
Support integration between social-sector planning and budgeting, including analysis of indicative financing requirements and financing gaps.
Support monitoring of social-sector strategies, programs, results frameworks and indicators, including inputs to sector-strategy monitoring reports.
Provide technical inputs to Gaza-related planning and recovery in areas such as health, education, social protection, culture and other essential social services.
Coordinate with relevant ministries, government institutions and development partners on social-sector planning matters.
Prepare analytical notes, policy briefs, presentations, matrices and other decision-support materials for MoFP management.
Undertake other related planning and analytical tasks assigned by the Ministry.
The portfolio may include health, education, social protection, labor-related social policies, youth, gender equality, vulnerable groups and other social-development areas included in the national planning framework.

متطلبات الوظيفة:
Qualifications and Experience

Education: Bachelor degree in development planning, public policy, economics, social sciences, development studies, public administration or a related field.

Experience: Minimum 2 years of relevant professional experience in development planning, policy analysis, program planning, monitoring and evaluation, or social-sector development. Experience with government planning processes and the Palestinian development context is desirable.

Skills: Strong analytical, drafting, coordination and results-based planning skills; ability to work with quantitative and qualitative information; excellent Arabic and strong working proficiency in English.

Contractual Arrangements

The position will be contracted in accordance with World Bank Procurement Regulations for IPF Borrowers (Individual Consultant selection method). The initial contract duration is one year, renewable based on performance and project needs.
