The Federal Foreign Office (AA) has a Flexible Implementation Mechanism for Middle East (FIM), which is implemented by GIZ. This mechanism enables the rapid initiation, preparation, implementation and implementation of measures in the context of the Middle East conflict and ensures a high degree of flexibility and responsiveness in fragile contexts. This opens up opportunities for initiatives in the event of dynamically changing framework conditions or short-term need for action.
The measure "Strengthening Civil Protection in the West Bank" under the FIM will 1) enhance capacities of the Palestinian Civil Defense volunteer system and community-based resilience mechanisms in high-risk areas have been improved, 2) improve the operational capacities, quality of services and institutional resilience of the Palestinian Civil Defense, in addition to 3) support the enhancement of evidentiary standards through the justice chain. This support is co-financed by the EU.
Position Overview: The Junior Advisor will primarily support the planning, coordination, and implementation of technical assistance and institutional capacity development activities with government counterparts, ensuring effective stakeholder engagement and project delivery. Contributes to project monitoring, technical documentation, procurement processes, research, and knowledge management to support evidence-based implementation and operational excellence.
To support the implementation of the project, GIZ is seeking a full time (100%) Band 3 position within the Flexible Implementation Mechanism for Middle East (FIM).
“Junior Advisor – Civil Protection”
Tasks and responsibilities include but are not limited to:
Responsibilities
Supports the implementation of technical assistance and capacity development measures with the Palestinian Civil Defense (PCD) and the Ministry of Interior (MOI), contributing to institutional strengthening, volunteer management, and operational planning.
Conducts research, needs assessments, and data analysis to support project planning, implementation, and evidence-based decision-making.
Coordinates and follows up on project activities, technical working groups, workshops, and stakeholder consultations in close collaboration with government counterparts, development partners, and GIZ projects.
Monitors project implementation, contributes to operational planning, results monitoring, and prepares technical reports, documentation, and knowledge management products.
Drafts procurement requests, Terms of Reference (ToRs), technical specifications, financing agreements, and other project documentation in accordance with GIZ rules and regulations.
Participates in technical meetings and supports communication, coordination, and follow-up with partners, consultants, contractors, and implementing agencies.
Contributes to the preparation of presentations, briefing notes, and other communication materials, and performs other project-related tasks as requested.
متطلبات الوظيفة:Required qualifications, competences, and experiences are considered an asset:
University degree (Bachelor's or equivalent) in Public Administration, Political Science, Business Administration, International Development, Social Sciences, or another relevant field.
At least Three years of relevant professional experience in development cooperation, governance, public sector reform, organizational capacity development, project management, or a related field.
Experience supporting the implementation of donor-funded projects, preferably with GIZ, the EU, government institutions, or other international development organizations.
Experience in project planning, coordination, monitoring, reporting, stakeholder engagement, and the organization of meetings and workshops.
Experience preparing technical and project documentation, including reports, presentations, Terms of Reference (ToRs), and other project-related documents.
Experience working with government institutions, civil society organizations, development partners, and other relevant stakeholders.
Knowledge of governance, justice, or civil protection sector reform; experience in fragile or conflict-affected contexts is an asset.
Good understanding of project cycle management, organizational capacity development, monitoring and evaluation, and donor procedures.
Strong analytical, organizational, communication, coordination, and report-writing skills, with the ability to work independently and as part of a multicultural team.
Excellent command of written and spoken English and Arabic; knowledge of German is an advantage.
