The Federal Foreign Office (AA) has a Flexible Implementation Mechanism for Middle Eastern Countries, which is implemented by GIZ. This mechanism enables the rapid initiation, preparation, implementation and implementation of measures in the context of the Middle East conflict and ensures a high degree of flexibility and responsiveness in fragile contexts. This opens up opportunities for initiatives in the event of dynamically changing framework conditions or short-term need for action.

The measure "Support for the Rule of Law in the Palestinian Territories" will 1) establish and implement a rule of law facility to promote the rule of law, and 2) support the Palestinian Civil Police in their approach to citizen-oriented policing and its organizational development. The establishment of the facility is co-financed by the EU. The Facility operates on a demand-driven approach that ensures a flexible, coordinated and accountable delivery of tailored support in the areas of procurement, capacity building and infrastructure rehabilitation.

Position Overview: The Junior Advisor will primarily support effective planning, coordination, implementation, monitoring, and compliance of the Rule of Law Facility, ensuring alignment with GIZ procedures and donor requirements. Facilitate stakeholder engagement, partner coordination, knowledge management, and project representation to advance justice sector objectives and strengthen collaboration among implementing partners and key stakeholders.

To support the implementation of the project, GIZ is seeking a full time (100%) Band 3 position within the Flexible Implementation Mechanism for Middle East (FIM).

“Junior Advisor – Rule of Law”

Tasks and responsibilities include but are not limited to:

Responsibilities

Support the establishment and implementation of the Rule of Law Facility and assist partner organizations in project activities.
Support project planning, coordination, implementation, and monitoring, including work plans, budgets, procurement processes, contractor management, and partner coordination.
Facilitate coordination and communication among GIZ, implementing partners, donors, and justice-sector stakeholders.
Support project monitoring, evaluation, reporting, knowledge management, and documentation through effective data collection and analysis.
Support project risk management and ensure compliance with GIZ procedures and commissioning parties requirements.
Support stakeholder engagement, partnership development, and project visibility.
Represent the project and GIZ, when delegated, in relevant meetings and coordination forums.
متطلبات الوظيفة:
Required qualifications, competences, and experiences are considered an asset:

University degree (BA or equivalent) in Law, Political Science, Public Administration, International Relations, Development Studies, Peace and Conflict Studies, or another relevant field.
At least Three years of relevant professional experience in project management, governance, rule of law, justice, security sector reform, or international development.
Experience supporting the implementation of donor-funded projects, preferably with GIZ, the EU, the UN, or other international development organizations.
Experience in project planning, coordination, monitoring, reporting, and stakeholder engagement.
Experience working with government institutions, civil society organizations, and/or international partners is an asset.
Knowledge of rule of law, governance, justice, and/or security sector reform approaches; experience in fragile or conflict-affected contexts is desirable.
Strong analytical, organizational, communication, and report-writing skills.
Familiarity with project cycle management, monitoring and evaluation, donor compliance, and risk management.
Excellent command of English and Arabic; knowledge of German is an advantage.
Strong interpersonal skills and ability to work effectively in multicultural and multidisciplinary teams.
