1. Organisational Background
The Teacher Creativity Center (TCC) is a Palestinian non-profit, non-governmental organization committed to advancing socially responsible, rights-based quality education in Palestine and the MENA region. In line with SDG 4.7 and Article 26 of the Universal Declaration of Human Rights, TCC promotes education that supports human development, global citizenship, human rights, peace and social responsibility. Through its programmes and participation in national, regional and international education networks, TCC strengthens education coalitions, advocacy, social accountability, institutional capacity and resource mobilization.
2. Job Description
The MEAL Officer is responsible for the day-to-day operation and continued development of TCC's monitoring, evaluation, accountability and learning systems. The Officer will directly implement and follow up MEAL activities for West Bank projects, while coordinating with the MEAL Assistant in Gaza to apply consistent standards, tools, definitions and reporting processes across TCC's portfolio. The Officer will also support organisational performance monitoring, data quality, accountability to participants, evidence-based reporting and institutional learning.
3. Key Responsibilities
A. MEAL Planning and System Development
Develop and maintain project-level MEAL plans, performance measurement frameworks, indicator tracking tables, indicator reference sheets, data-flow maps and reporting calendars for active projects.
Translate approved theories of change, logical frameworks and donor requirements into practical indicators, tools, responsibilities, frequencies and means of verification.
Review the measurability of proposed indicators, targets and means of verification during proposal development, and advise the Director of Resource Development and project teams on required adjustments.
Assume direct operational responsibility for MEAL implementation in the West Bank, including field monitoring, administration of approved tools, beneficiary registration checks, data entry, cleaning, verification and filing.
Design or adapt questionnaires, pre- and post-tests, satisfaction surveys, interview and focus-group guides, observation checklists and other quantitative and qualitative tools.
Coordinate and, when required, directly conduct baselines, end lines, needs assessments, post-distribution monitoring, outcome assessments and other approved studies.
Ensure that monitoring findings are documented, communicated to responsible staff and followed through to agreed corrective actions.
B. Data Management, Quality and Protection
Establish and apply routine data-quality checks covering validity, reliability, integrity, precision, completeness and timeliness.
Ensure consistent disaggregation by sex, age, disability, location and other donor- or project-required categories.
Maintain secure, organised and accessible electronic and physical MEAL records, including tools, datasets, attendance records, consent forms, evidence and approved reports.
Apply TCC procedures on informed consent, confidentiality, data minimisation, access control, retention and safe sharing of personal and sensitive data.
Support data-protection assessments and safe data-sharing arrangements when required by donors or partners.
C. Reporting and Performance Analysis
Produce verified indicator updates, dashboards, data summaries, analyses and evidence packages according to project reporting schedules.
Provide quality-assured MEAL inputs to monthly, quarterly, annual and final reports and verify the consistency of reported figures across narrative reports, indicator tables and supporting evidence.
Track progress against targets, identify variances and emerging risks, and present concise findings and recommended actions to the Director of Resource Development and relevant programme teams.
Support semi-annual and annual monitoring of TCC's strategic plan and institutional performance.
D. Accountability, Safeguarding and Feedback
Support the establishment and operation of accessible, confidential and context-appropriate feedback and complaints channels for project participants and stakeholders.
Ensure that participants are informed of their rights, the purpose of data collection, confidentiality limitations and available feedback channels.
E. Evaluation, Learning and Adaptive Management
Plan and coordinate internal and external assessments and evaluations, including drafting technical scopes of work, supporting evaluator selection and facilitating access to data and stakeholders.
Review evaluation and research deliverables for methodological quality, evidence and consistency with the approved scope.
Facilitate learning and knowledge sharing within the project team and among stakeholders. Organize learning events, workshops, and sessions to discuss findings, lessons learned, and best practices.
F. Capacity Building and Coordination
Train and coach project coordinators, field staff, partners and data collectors on indicators, tools, data quality, informed consent, accountability and evidence requirements.
Undertake other MEAL-related responsibilities consistent with the purpose and level of the position, as assigned by the Director of Resource Development.

متطلبات الوظيفة:5. Qualifications and Experience
Bachelor's degree in statistics, social sciences, education, development studies, information management or another relevant field.
At least three years of experience in monitoring, evaluation, accountability, learning or programme in the NGO, development or humanitarian sector.
Demonstrated experience preparing MEAL plans, results frameworks, indicator trackers, data-collection tools and donor-reporting inputs.
Demonstrated hands-on experience in field monitoring, quantitative and qualitative data collection, data cleaning, analysis and visualisation.
Strong command of Microsoft Excel and Kobo Toolbox & experience with Power BI, SPSS or another analytical package is an advantage.
Knowledge of education, psychosocial support, child- or youth-focused programming, or work in complex Palestinian operating contexts is an advantage.
Excellent written and spoken Arabic and strong professional English, including the ability to analyse and present data clearly in both languages.
Ability and willingness to travel regularly to project sites across the West Bank, subject to access and security conditions.
