About Solidarités International 
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. About the position 

Job title: WASH Program Manager 

Post location: Ramallah 

Starting date: 01/08/2026 

Contract duration: 5 months 

Job Summary: 

Under the supervision of Ramallah Field Coordinator (FC), the WASH Program Manager (WPM) is responsible for implementing and achieving the objectives defined in the operation proposals. (S)he is responsible for overseeing operational teams assigned to the program. (S)he guarantees the good performance and the quality of the WASH activities implemented, and, where appropriate, proposes adjustments or developments to ensure relevance. 

(S)he ensures the accountability and efficiency in project deliverables to Affected Population as per SI strategy in Opt. (S)he will provide regular reports of activities to the Field Coordinator/Program Coordinator. 

Job Description:  

List of main activities:  

Diagnosis and project design: 

Participate in the preparation and implementation of diagnostics 
Participate in the design and the financial dimension of the human and logistical programs to implement  
Prepare the appendixes and technical chapters (of logical framework) of operation proposals  
Implement activities in compliance with the annual business strategy, Solidarity International technical requirements, and donor criteria  
Implementation and operational monitoring: 

Plan and oversee the implementation of WASH program that (s)he is responsible for, both on-time and within the set technical specifications  
Plan the WASH activity or activities with the support Departments (administrative, logistics), according to objectives  
Propose and develop indicators for monitoring program activities and context  
Use management, activity, results, and context monitoring tools  
Respect SI procedures  
Provide support and advice to the logistics base for the purchase of materials specific to the WASH activities. 
Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations  
Propose adjustments to programs if necessary  
Ensure the achievement of results of the programs (s)he is responsible for  
Supervise and support responsible business activity, monitor and evaluate implemented WASH activities 
Anticipate the difficulties associated with conducting WASH activities and help solve problems related to programs. 
Propose program changes in WASH activities according to the changing environment and indicators  
In collaboration with the administrative service, contribute to the development of program budgets and track spending and budget forecasts  
Develop the state of needs and the Treasury requests with activity managers / officers  
Capitalization:  

Compose capitalization documents respecting SI tools  
Prepare contracting reports before the end of his/her employment contract, and make them available to those interested in the mission and at headquarters  
Guarantee the dissemination of technical documentation  
HRM  

Participate in validating recruitment for the WASH national technical staff.  
Define, in conjunction with the administrative service, the requirements for WASH posts open for application, adapting Job Descriptions to professional guidelines if necessary  
Welcome and brief new employees or volunteers working underneath him/her  
Implement training related to WASH operational requirements and the identified training needs  
Manage/support the team working for him/her  
Conduct workshops and regular or ad hoc meetings  
Evaluate and assess the performances of his/her team members 
Identify potential changes in members of his/her team(s) and provide feedback to the Program Coordinator / HR Desk Reference 
Ensure his/her team’s compliance with safety regulations  
Reporting / communications / representation: 

Make known all information on the security situation or any event with a possible consequence on SI activities or team security  
Write reports or appendixes relating to his/her reporting and or funding amendment activities  
Ensure compliance with reporting deadlines and formats  
Maintain a local operational communications network and good relationships with local and governmental authorities, donor representatives, UN agencies, and other international agencies  
Assure Solidarités International’s representation in the meetings or forums concerning the wash program in his/her place of employment. 
Represent SI on request and/or delegation  
Respond to the requirements of Headquarters concerning specific needs  
Prepare administrative paperwork to sign (MOU, hand over, etc) in conjunction with governmental authorities, communities, or partners  
POSITION OF THE POST IN THE ORGANIZATIONAL CHART (hierarchical and functional relationships) 

Under the hierarchical authority of: Field coordinator, Base Manager  
Hierarchical authority over: Direct assistants, Activity manager, officers 
Under the functional authority of: Sectoral/Multi-Sectoral coordinator

متطلبات الوظيفة:
Studies: Bachelor’s or master’s degree in civil engineering, WASH, humanitarian project management or any related field 

Experience: relevant working experience in WASH program management with INGOs/NGOs, of which 5 years should be in supervisory role.

High level of external representation with authorities, donors and coordination bodies. 
IT: good to professional level in Excel, word, power BI Kobo/ODK, etc is an asset 
Languages: English professional working, fluent in Arabic
