Contract Duration: Initial contract of five (5) months, with the possibility of renewal based on satisfactory performance, achievement of agreed Key Performance Indicators (KPIs), organizational needs, and availability of funding.

One of TechnoPark's flagship initiatives is the Palestine Diaspora Network for Technology and Innovation, a global platform that connects Palestinian professionals, entrepreneurs, executives, investors, academics, and technology leaders around the world with opportunities to contribute to Palestine's economic and technological development.
Position Summary
The Diaspora Network & Business Development Manager will be responsible for leading and expanding the Palestine Diaspora Network while actively attracting international companies, investors, multinational corporations, and strategic partners to engage with Palestine's technology ecosystem.
The successful candidate will manage diaspora engagement activities, organize international networking events, facilitate business establishment and employment opportunities through the Diaspora One-Stop Shop, coordinate flagship programs such as Brain Gain and Tech Circles, manage strategic communications including the Connect Newsletter, and maintain the Palestine Technology Investment Guide.
The position is designed to generate measurable impact by creating jobs, facilitating investment, strengthening partnerships, increasing diaspora engagement, and promoting Palestine as an attractive destination for technology investment and innovation.
Key responsibilities include:
1. Diaspora Network Management
Lead the day-to-day management of the Palestine Diaspora Network.
Develop and implement strategies to expand the network globally.
Recruit and onboard new members from the Palestinian technology, entrepreneurship, business, academic, and investment communities.
Maintain an accurate CRM/database of members, expertise, and engagement history.
Develop and execute member engagement plans.
Build strong relationships with diaspora leaders and strategic influencers.
Encourage members to participate as mentors, speakers, investors, advisors, and ambassadors.
Coordinate regular communication with members.
2. Business Development & Investment Attraction
Serve as the primary contact for international companies, investors, and diaspora organizations interested in Palestine.
Identifying new investment and business opportunities.
Following up on all leads generated through events and outreach.
Promoting Palestine as a destination for technology investment and outsourcing.
Supporting multinational companies interested in establishing operations in Palestine.
Promoting employment opportunities for Palestinian professionals.
Facilitating partnerships between international companies and local technology firms.
Coordinating meetings and business visits.
Preparing investment presentations and promotional materials.
Maintaining a pipeline of prospective companies and investors.
3. One-Stop Shop Management
Manage the Palestine TechnoPark Diaspora One-Stop Shop, providing a seamless support service for companies interested in establishing or expanding operations in Palestine.
Acting as the primary liaison for interested companies and investors.
Guiding companies through business registration and licensing procedures.
Assisting companies in establishing branch offices or development centers.
Supporting companies in recruiting and hiring Palestinian talent.
Connecting companies with legal, accounting, HR, banking, and recruitment service providers.
Coordinating with relevant ministries and public institutions to facilitate business establishment.
Assisting companies in accessing office space and TechnoPark services.
Developing service manuals, checklists, and standard operating procedures.
Maintaining a CRM to track inquiries, leads, and company progress from initial contact to successful establishment.
4. Program Management
Coordinate and manage all programs operating under the Palestine Diaspora Network, including: Brain Gain Program, Tech Circles Mentorship Program, Diaspora Webinars, Networking Sessions, Startup Support Activities, University Collaboration Programs, Delegation Visits, Investment Forums, Innovation Challenges, International Roadshows, and other strategic initiatives launched by Palestine TechnoPark.
Annual planning.
Program coordination.
Speaker and mentor recruitment.
Participant engagement.
Logistics management.
Monitoring implementation.
Measuring program outcomes.
Preparing progress reports.
5. Event Management
Plan and coordinate local and international events to promote investment, innovation, entrepreneurship, and diaspora engagement.
Organizing networking events.
Coordinating conferences and workshops.
Managing webinars and virtual events.
Planning startup pitch sessions.
Supporting investment forums and roadshows.
Coordinating delegation visits.
Managing invitations, logistics, sponsorships, and follow-up.
Preparing post-event reports and recommendations.
6. Communications & Marketing
Lead communication activities for the Diaspora Network.
Publishing the quarterly Connect Newsletter.
Preparing success stories and member spotlights.
Coordinating regular email communications.
Managing website content related to the Diaspora Network.
Supporting social media campaigns.
Preparing brochures, presentations, and promotional materials.
Documenting impact stories and achievements.
7. Palestine Technology Investment Guide
Manage and continuously update the Palestine Technology Investment Guide.
Ensure the guide contains current information on: Business registration procedures, investment regulations, legal and tax frameworks, employment regulations, outsourcing opportunities, technology ecosystem, startup support programs, office spaces and infrastructure, government incentives, funding opportunities, universities and research institutions, business support organizations, and professional service providers.
Coordinate with public and private sector stakeholders to ensure accuracy and relevance.
Promote the guide through international events, meetings, and digital channels.
8. Partnership Development
Develop strategic partnerships with multinational technology companies, venture capital firms, angel investors, accelerators and incubators, universities, research institutions, international development organizations, technology associations, government agencies, chambers of commerce, and Palestinian diaspora organizations.
Identify collaborative initiatives that increase investment, innovation, entrepreneurship, and employment opportunities.
9. Monitoring, Evaluation & Reporting
Track all investment, employment, and partnership opportunities.
Maintain dashboards and CRM records.
Monitor progress against KPIs.
Prepare monthly, quarterly, and annual reports.
Document success stories and lessons learned.
Recommend improvements to programs and services.

Education
Bachelor's degree in Business Administration, Computer Science, Engineering, Economics, International Relations, Communications, Marketing, or a related discipline.A Master's degree is considered an advantage.
Experience
Minimum of 5 years of relevant professional experience.
Experience in business development, investment promotion, entrepreneurship support, or ecosystem development.
Experience organizing conferences, international events, or networking programs.
Experience working with startups, technology companies, or innovation programs.
Experience with donor-funded projects or international organizations is an asset.
