ABOUT PROSPER PROJECT

PROSPER is a five-year project (2025–2030) funded by the Government of Canada and implemented by Cowater International in partnership with relevant local stakeholders. The project aims to enhance economic resilience and prosperity for vulnerable groups, particularly women and female youth, in the agribusiness and renewable energy/energy efficiency (RE/EE) sectors in the West Bank. PROSPER strengthens inclusive economic participation by equipping women and youth with essential employability skills, access to resources, and market opportunities, enabling them to engage effectively in sustainable and climate-resilient economic activities.

POSITION SUMMARY
Cowater International is seeking a locally engaged Gender Equality Officer, based in Ramallah, to support the operationalization of PROSPER’s gender equality and women’s empowerment commitments. Reporting to the MEL Manager, the Gender Equality Officer will provide day-to-day technical and coordination support for gender mainstreaming across project components, working closely with technical leads, implementing partners, and the MEL Team to ensure that gender-responsive approaches are embedded in activities, data collection, and reporting. The Gender Equality Officer plays a hands-on, field-facing role, translating PROSPER’s gender equality strategy into practical activities, tools, and evidence on the ground.

KEY RESPONSIBILITIES

COORDINATION RESPONSIBILITIES

Support the project’s team in operationalizing PROSPER’s Gender Equality Strategy across all technical components, ensuring consistency with GAC’s Feminist International Assistance Policy.
Coordinate with technical leads (Renewable Energy, Agribusiness, MSME/BDOs) to ensure gender considerations are reflected in workplans, training agendas, and beneficiary selection criteria.
Liaise with the MEL Manager and MEL Officer to ensure gender-disaggregated data is consistently collected, recorded, and quality-checked across project activities.
Support coordination with implementing partners and service providers e.g., PENRA, PalTrade, Engineers Association – Jerusalem Center (EAJC), the Agriculture Engineers Association (AEA), LGUs and key stakeholders on gender integration in their respective workplans and outputs.
Maintain working relationships with women’s networks, beneficiaries, and community stakeholders to ensure their perspectives inform project implementation.
TECHNICAL RESPONSIBILITIES

Support the design and delivery of gender mainstreaming and sensitization training for institutional partners, beneficiaries, and project staff.
Assist in conducting gender assessments with partner institutions and help draft related findings and recommendations.
Support the planning and delivery of the Green Energy and CSA Ambassadors Programs, with a focus on female youth participation and leadership.
Monitor the rollout of gender-responsive financial tools and green business services for women-led MSMEs, flagging gaps or barriers to access.
Conduct field visits to monitor the inclusiveness and safety of project activities for women and female youth, and document findings for the GEDSI and Communications Specialist.
Provide gender-sensitive input into the selection and documentation of model farms, start-ups, and beneficiary case studies, working with the Media and Communications Officer where stories are intended for external use.
Support the organization of gender equality orientation sessions, sensitization workshops and coaching for targeted groups, partners and stakeholders.
MONITORING, EVALUATION AND LEARNING (MEL) SUPPORT

Work with the MEL Team to define and track gender-specific indicators within the Performance Measurement Framework (PMF), ensuring sex- and age-disaggregated data is properly captured.
Support outcome harvesting and the documentation of Stories of Change related to shifts in women’s and female youth’s agency, leadership, and economic participation.
Contribute gender-related inputs and data summaries to Semi-Annual Operations Reports, Annual Results Reports, and Pause and Reflect Learning Briefs.
Support qualitative data collection (interviews, focus group discussions) that captures the lived experience of women and marginalized groups engaged with PROSPER.
Other Duties

Support in additional tasks assigned by MEL Manager and/or Team Leader to support other work streams to ensure achievement of the project’s objectives.

Bachelor’s degree in Gender Studies, Development Studies, Feminism, Sociology, Social Work, or a related field.
At least three years of progressive experience in gender equality, women’s empowerment, or social inclusion programming within international development projects.
Demonstrated experience supporting gender mainstreaming activities, training delivery, or community-level engagement with women and youth.
Working knowledge of gender-responsive MEL practices, including sex-disaggregated data collection, is an asset.
Familiarity with GAC’s Feminist International Assistance Policy is highly desirable.
Experience working across sectors (agriculture, energy, economic development) and with a range of stakeholders (government, private sector, civil society) is an asset.
Strong written and verbal communication skills in Arabic and English.
Strong facilitation, interpersonal, and field coordination skills.
A valid driver’s license is required.
