ABOUT PROSPER PROJECT

PROSPER is a five-year project (2025–2030) funded by the Government of Canada and implemented by Cowater International in partnership with relevant local stakeholders. The project aims to enhance economic resilience and prosperity for vulnerable groups, particularly women and female youth, in the agribusiness and renewable energy/energy efficiency (RE/EE) sectors in the West Bank. PROSPER strengthens inclusive economic participation by equipping women and youth with essential employability skills, access to resources, and market opportunities, enabling them to engage effectively in sustainable and climate-resilient economic activities.

POSITION SUMMARY

Cowater International is seeking a locally engaged Media and Communications Officer, based in Ramallah, to join PROSPER’s Team. Reporting to the MEL Manager, the Officer will translate MEL data, results, and learning into clear, compelling, and donor-ready communications and visibility products. The Officer will work closely with the MEL Manager, MEL Officer, and HQ Communications Lead to ensure that project results, success stories, and evidence of change are captured, packaged, and disseminated in line with Global Affairs Canada (GAC) visibility and branding requirements, while supporting the  project’s team on broader outreach and campaign efforts.

KEY RESPONSIBILITIES

COORDINATION RESPONSIBILITIES

Work under the direct supervision of the MEL Manager, ensuring all communications and visibility products are grounded in verified MEL data and aligned with the Performance Measurement Framework (PMF).
Coordinate closely with the MEL Officer to source quantitative and qualitative results for use in reports, dashboards, and outreach materials.
Liaise with the Technical Manager, sector specialists, and Business Development Officers to identify success stories, case studies, and visibility opportunities arising from field activities.
Collaborate with the gender officer to ensure consistency of messaging, branding, and gender-sensitive framing across all communications products.
Support the MEL Manager in preparing materials for Project Steering Committee meetings, GAC visibility requirements, and donor visits.
Coordinate media coverage and branding presence at project-led and partner-led events (launches, trainings, exhibitions, signing ceremonies), ensuring donor and partner visibility requirements are planned for and met ahead of each event.
Establish and maintain relationships with local media outlets, journalists, influencers, and communication focal points.
TECHNICAL RESPONSIBILITIES

Develop and maintain a content calendar and visibility plan for PROSPER, in line with the project’s Communications and Visibility Plan and GAC branding guidelines.
Produce written, photographic, and multimedia content; including event reports, fact sheets, success stories, case studies, photo essays, short videos, infographics, and social media assets that document and disseminate PROSPER’s results.
Manage PROSPER’s communication channels (social media, website content) to ensure consistent, accurate, and timely messaging.
Prepare event-specific branding materials (banners, backdrops, name tags, agendas, press kits) and oversee on-site media coverage for project and partner events (e.g.; activities launching, workshops, training, study missions, awareness campaigns etc.), ensuring correct and appropriate branding and acknowledgments of GAC, Cowater and other key partners.
Support the design and layout of MEL reporting deliverables, including the Annual Results Report, Semi-Annual Operations Reports, and Pause and Reflect Learning Briefs, ensuring they meet GAC quality and visibility standards.
Conduct field visits to collect beneficiary stories, testimonials, photographs, and video footage, ensuring informed consent and ethical documentation standards are upheld.
Ensure visibility of the donor (Global Affairs Canada) is the primary consideration in all communications and branded materials, in full compliance with GAC and Cowater branding requirements, while also ensuring appropriate visibility and co-branding for implementing partners, institutional stakeholders, and event hosts as relevant.
Maintain an organized media archive (photos, videos, success stories, and graphics) for use in reporting, advocacy, and project close-out documentation.
Develop key messages highlighting women’s economic empowerment, green growth, climate resilience, renewable energy, and agribusiness development.
Develop and/or coordinate social media campaigns aligned with PROSPER’s objectives.
MONITORING, EVALUATION AND LEARNING (MEL) RESPONSIBILITIES

Support the MEL and project’s team in translating PMF indicator data and results into accessible visual formats, including dashboards, charts, and infographics.
Contribute to the documentation of all major project activities, Stories of Change, outcome harvesting narratives, and lessons learned, ensuring these are evidence-based and properly sourced from MEL data.
Support quarterly and annual reflection sessions by documenting key findings, recommendations, and Story of Change candidates for inclusion in results reporting.
Assist in maintaining version control and quality assurance of all externally shared MEL and communications products prior to MEL Manager and Team Leader sign-off.
Monitor media coverage, social media reach and compile media monitoring reports.
Other Duties

Perform additional tasks as assigned by the MEL Manager and/or Team Leader to support the achievement of the project’s objectives.

Bachelor’s degree in Communications, Journalism, Media Studies, International Development, or a related field.
At least three years of progressive experience in communication, media production, or visibility/outreach roles within international development or donor-funded projects.
Demonstrated experience producing written and multimedia content creation, storytelling, social media management, and event coverage (photography, videography, graphic design).
Working knowledge of MEL concepts and donor reporting requirements is an asset; experience collaborating with MEL teams is highly desirable.
Familiarity with donors’ visibility and branding requirements, or equivalent donor communications standards, is highly desirable.
Strong written and verbal communication skills in Arabic and English.
Proficiency with content creation and design tools (e.g., Adobe Creative Suite, Canva, video editing software) and familiarity with data visualization tools (e.g., Power BI) is an asset.
Strong organizational skills, attention to detail, and ability to manage multiple deliverables under tight timelines.
Familiarity with gender equality and social inclusion principles.
Knowledge of digital communications and social media analytics.
A valid driver’s license is required.
