PROSPER is a five-year project (2025–2030) funded by the Government of Canada and implemented by Cowater International in partnership with relevant local stakeholders. The project aims to enhance economic resilience and prosperity for vulnerable groups, particularly women and female youth, in the agribusiness and renewable energy/energy efficiency (RE/EE) sectors in the West Bank. PROSPER strengthens inclusive economic participation by equipping women and youth with essential employability skills, access to resources, and market opportunities, enabling them to engage effectively in sustainable and climate-resilient economic activities.
POSITION SUMMARY
Cowater International is seeking a locally engaged Finance and Admin Officer, based in Ramallah, to join PROSPER’s Team. Reporting to the Senior Finance Manager, the Officer will be responsible for supporting day-to-day finance and administrative functions of the project office and will work closely with the Senior Finance Manager to ensure that the project adheres to required financial, operational and administrative processes and controls.
Key areas of responsibility include, but are not limited to processing day-to-day financial transactions, supporting financial record keeping and reporting, procurement support, due diligence processes, office logistics and facilities management, staff attendance and timekeeping, and petty cash management. The Finance and Admin Officer will contribute to the smooth running of the office and to the efficient delivery of project activities in line with internal policies and donor requirements.
KEY RESPONSIBILITIES
The Finance and Admin Officer will carry out, but not be limited to, the following duties:
Financial administration and reporting
Support the processing and recording of financial transactions in the project's financial systems, ensuring completeness and accuracy of supporting documentation.
Prepare payment requests and ensure that all required supporting documents and approvals are in place prior to processing.
Assist in maintaining organized financial files and records in accordance with internal policies and audit requirements.
Support monthly financial reconciliations, including petty cash, advances, and selected balance sheet accounts, as assigned by the Senior Finance Manager.
Assist in preparing periodic financial reports, expenditure tracking tools, and budget monitoring information as requested.
Support internal and external audit processes by compiling and organizing financial documentation and responding to information requests.
Procurement and solicitation processes
Assist the Senior Finance Manager in implementing the project’s procurement processes, in line with internal and donor procedures.
Support the preparation and issuance of requests for quotations/offers (RFQs), including contacting vendors, collecting quotations, and arranging bid opening sessions.
Assist in conducting basic price and offer analysis under the guidance of the Senior Finance Manager.
Draft procurement selection memoranda, bid evaluation forms, and other related documentation for review and approval.
Due diligence and compliance
Support the implementation of the project’s due diligence processes for suppliers, service providers, consultants, and other stakeholders, in accordance with project policies.
Collect and organize required due diligence documentation, maintain updated records, and ensure appropriate filing and accessibility for audit and compliance purposes.
Office management and logistics
In coordination with the Senior Finance Manager, support the overall management of the office premises to ensure a clean, safe, and functional working environment.
Coordinate basic maintenance and repair needs and follow up with landlords, vendors, and service providers to ensure that office equipment (e.g., internet, printers, photocopiers, phones, air conditioners) is functioning properly.
Ensure that all necessary office supplies, equipment, and services (utilities, cleaning, etc.) are available and properly tracked.
Logistical support to project activities
Provide logistical support for project events and activities, including workshops, seminars, trainings, meetings, and field visits.
Arrange venues, catering, equipment, and materials required for events, in coordination with the Senior Finance Manager and relevant technical staff.
Support participant logistics, such as invitations, confirmations, attendance sheets, and basic reimbursements where applicable.
Staff attendance and timekeeping
Monitor and record daily staff attendance and leave (annual, sick, and other types of leave).
Maintain and regularly update the staff attendance tracker.
Support staff and supervisors to ensure timesheets are completed accurately, submitted on time, and are consistent with the attendance records.
Petty cash and office supplies
Serve as custodian of petty cash in line with project financial and internal control procedures.
Process petty cash transactions, maintain supporting documentation, and prepare petty cash reconciliations and reports.
Coordinate and control office supplies and consumables (stationery, kitchen supplies, etc.), ensuring availability, cost-effectiveness, and proper record keeping.
Travel and accommodation arrangements
Assist in organizing local and international travel for project staff and visitors, including transport, accommodation, and per diem arrangements in line with project policies.
Coordinate with travel agencies, hotels, and transport providers as needed and maintain appropriate records of travel bookings and related documentation.
Other duties
Provide administrative and operational support to the Senior Finance Manager and the Team Leader as required.
Perform any other related tasks in the areas of operations, administration, and logistics that may be assigned to support the effective implementation of the project.

At least 3 years of relevant experience in finance, administration, operations, logistics, or office management, preferably within donor-funded or development projects.
Strong organizational skills with proven experience in finance, procurement and projects operations.
Excellent verbal and written communication skills in Arabic and English.
Proficiency in MS Office, particularly MS Excel and MS Word; familiarity with other digital tools is an asset.
High attention to detail, accuracy, and strong problem-solving skills.
Ability to produce timely and accurate administrative and basic financial reports and deliverables.
Excellent interpersonal skills, including diplomacy, patience, and the ability to work respectfully and collaboratively with colleagues, partners, and service providers.
Ability to work effectively in a fast-paced environment, manage multiple priorities, and meet tight deadlines.
Flexibility and willingness to perform a broad range of operational and administrative tasks and to work irregular hours when required to support key project activities.
