الوصف الوظيفي:About Notre-Dame des Douleurs (HNDD)
Notre-Dame des Douleurs Home is a retirement and care home located un the Ras Al-Amud neighborhood of East Jerusalem. It is run by the Daughters of Our Lady of Sorrows, a Catholic Congregation founded in France in 1866.
The Home was built and opened by the sisters in 1957 and has since provided care for elderly, poor, and sick people. Since nomvember 2025, the facility has been undergoing major renovations to meet the requirements for licensing by the Israeli Ministry of Health. By the end of 2026, renovation works are expected to finish and thus the house will be equipped with brand new departments with a capacity of 50 beds from which a department of 36 beds will be lecensed by the ministry of health to serve for geriatric patients which will be paid for through the Israeli codes system.
The sisters play an active role in the daily care of residents and warmly welcome local and international volunteers throughout the year. Together, the sisters, and volunteers work to create a caring and supportive environment, helping residents live with dignity, comfort, and compassion.

Position Summary :
Notre-Dame des Douleurs Elderly House is seeking an experienced, mission-driven and dedicated Administrative Manager to aversee the daily operations and long-term development of the House.
The Administrative Manager is the highest administrative position in the institution after the sister superior, and is responsaible for managing operations, staff, finances, procurement, external realtions, and strategic planning. The role aims to ensure a safe, peaceful, and well-organized environment where residents receive quality care and live with dignity.
Working in close collaboration with Sister Superior, the Administrative Manager will help create and maintain a safe, peaceful, dignified, and carinng environment where elderly residents receive high-quality care while preserving the humanitarian Catholic identity and mission of the House.
The Administrative Manager is subordinate to the Sister Superior of the House.
1. Leadership and Operations
a) Provide overall adminsitrative leadership and operational oversight of the house.
b) Ensure the smooth and effective functioning of all departments and services.
c) Develop and implement policies, procedures, and operational standards.
d) Monitor organizational performance and continuously improve efficiency and quality of services.
e) Promote a culture of professionalism, accountability, teamwork, and respect.
2. Team Development and Human Resources
a) Organize work activities and distribute tasks, duties, and responsabilites effectively.
b) Build and strengthen multidisciplinary teams across administrative, nursing, therapeutic, healthcare, social, technical, and support services.
c) Recruit, supervise, evaluate, and support staff members.
d) Foster, supervise, evaluate, and support staff memebers.
e) Develop staff capacity through training, coaching, and professional development initiatives.
3. Financial Management
a) Prepare and manage the annual operating budget of the House.
b) Establish sound financial policies, procedures, and internal controls.
c) Monitor reveneues, expenditures, and cash flow.
d) Lead initiatives ailed at stabilizing the House financially.
e) Develop sustainable and viability of the institution while remaining fully aligned with its humanitarian Catholic mission and identity.
f) Identify funding opportunities and contribute to fundraising and resource mobilization efforts.
g) Arrange for annual audits to be performed dy external independent auditors.
4. Strategic Planning
a) Work closely with the Sister Superior to establish and implement a comprehensive 10-years Master Plan for the House
b) Support the development and execution of strategic projects and institutional priorities.
c) Identify opportunities for growth, expansion, partnerchips, and service enhancement.
d) DEvelop systems for monitoring progress towars strategic.
e) Present the strategic plan to the Superiors of the Congregation (when asked) and to the Board of Trustees.
5. Regumatory Compliance and Licensing
a) Work closely with all relevant regulatory authorities, including the Israeli Ministry of Health.
b) Ensure compliance with applicable laws, regulations, licensing requirements, and professional standards/
c) Lead and coordinate all processes required for the licensing and accreditationnof the House's departments and services.
d) Maintain proper documentation and reporting systems required by regulator bodies.
e) Ensure annual safety inspections of all systems as required by law, and applying for licenses and permits from the relevant authorities including The National Fire and Rescue Authority.
6. Partnerships and External Relations
a) Establish and maintain agreements, contracts, and partnerships with external organizations and support the House's operations and mission.
b) Build productive relationships with healthcare providers, insurance entities, governmental institutions, NGO's, faith-based organizations, and community stakeholders.
c) Work effectively with Israeli health insurance funds (Kupot Holim) and other relevant institutions when needed.
d) Represent the House professionally before public authorities, partners, and external stakeholders.
e) Establish relationships and partnerships with external volunteering associations to recruit trained volunteers for the house.
7. Donors Relations
a) Maintain and strengthen relationships with donors, benefactors, and supporters.
b) Assist in identifying new opportunities for institutional support and devevelopment.
c) Manage and establish communication and reporting to all donors for all funds oofered to the house.
d) Complete all reporting required as per the House's policies and the request of each donor.
8. Mission and Governance
a) Serve as a guardian of the mission, values, and Catholic identity of the House together with the Sister Superior.
b) Ensure that all administrative and operational decisions remain consistent with the humanitarian and Catholic mission of the institution.
c) Work with the Sister Superior to establish a Board of Trustees composed of experienced, respected, and well-connected individuals who can serve as an advisory body for major institutional decisions.
d) Prepare and present annual budgets, strategic projects, and major development initiatives to the Board of Trustees.

1. Education:
Master's degree in management, Finance, Business Administration, Project Management, Healthcare Administration, or another relevant field.
OR
Bachelor's degreee in administration, Management, Business, Finance, or a related field, combiend with additional professional certifications, licenses, or advanced training
2. Experience :
Minimun of two (2) years of senior management experience within : healthcare facilities, Hospitals, Elderly care institutions, Nonprofit or faith-based organizations or NGOs.
Strongly preferred :
a) Experience working with Israeli regulatory bodies, particularly the Ministry of Health.
b) Experience workin with Israeli Health insurance funds (Kupot Holim)
c) Experience in financial recivery, budget stabilization, or organizational restructuring.
d) Experience in project management and implementation.
e) Experience managing multidisciplinary teams.
f) Experience in partnership development and stakeholder engagement.
3. Languages :
Candidates must demonstrate a high professional level of proficiency in : Hebrew, English and arabic (Reading, speaking and writing).
Additional languages are considered an asset, particularly French.
