Technical Supervision: WASH Manager, Global WASH Specialist, and Partnerships Manager
Contract Duration: 6 months - Open for renewal.
Salary Range: 6000 - 8280 ILS Depending on experience.

Since 2020, WeWorld has rapidly expanded its operations in the West Bank and Gaza Strip, leading to a need for additional personnel to assist its current emergency operations, and to lead the future expansion in the development area.
Purpose of the Role:
Under the general direction of the Development Programme Manager, the Water Governance and Policy Advisor will be responsible for the overall technical coordination, preparation, and documentation of project activities related to the governance and policy development of non-conventional water resources (NCW).
The Water Governance and Policy Advisor will play a central role in coordinating the preparation, organization, facilitation support, and documentation of six multi-stakeholder policy dialogues addressing priority topics related to non-conventional water resources, including treated wastewater reuse, rainwater harvesting, greywater management, industrial wastewater treatment, and sludge management.
The position will ensure systematic collection, consolidation, and analysis of technical inputs from experts, stakeholders, and institutions, translating these inputs into well-structured technical documentats, dialogue reports, and policy briefs for donors and policy makers, including ministries and relevant sector authorities.
The Water Governance and Policy Advisor will also coordinate data collection processes (surveys, consultations, focus group discussions, workshops) and ensure proper preparation of above-mentioned policy dialogues and that the outcomes of these processes are integrated into the policy development process and briefs.
In addition, the Water Governance and Policy Advisor will oversee the overall coordination of project activities, including the organization of workshops and events in coordination with the logistics and procurement department, preparation of dialogue materials, development of policy briefs, coordination of the academic innovation competition, and organization of the study tour for the winning team.
The role requires a high level of autonomy, strong organizational capacity, and the ability to synthesize complex information from a wide range of stakeholders, including technical experts, governmental institutions, development partners, civil society organizations, and local actors.
Main Tasks and Responsibilities:
Operations Management and Project Implementation
Under the supervision of the Development Program Manager, follow-up of all aspects of finance, administrative and logistics management related to the supervised projects, ensuring knowledge of and adherence to applicable operational systems, donor requirements and WeWorld country strategy;
Follow up comprehensive M&E plan, financial plan and work plan, procurement plan and visibility plan in coordination with relevant departments for the supervised project(s);
Represent WeWorld at relevant meetings with partners and projects stakeholders and in coordination sectoral networks/fora, reporting back to technical supervisors, as well as Development Program Manager, Head of Operations and Head of Programs
Ensure effective coordination, timely and quality implementation and monitoring of project activities to meet deliverables in accordance with standards, timeline, and budget. Mainly the preparation, implementation and follow-up of policy dialogues, development of high quality policy briefs, coordination and implementation of the academic innovation competition and study tour.
Collaborate effectively with Development Program Manager and Area Managers to ensure smooth implementation of the projects’ activities and coordination of field work.
Program Development
Assist the Program Manager with the identification and design of future projects in the field of NCWR emerging from lessons learned and project’s best practices;
Highlight and bring to the attention of Head of Operations /Program Manager/Head of Programs/WASH Manager good practices and opportunities raising from the implementation of the supervised projects;
Support, according to needs and availability, the project proposal development in coordination with the Programming team (Grant Officer, Head of Programs, WASH experts).
Support the Partnerships Manager in developing technical partnerships in the field of NCWR, including academia, research instituts, specialized NGOs, private actors and sectoral networks.
Quality Management
In collaboration with Development Program Manager and MEAL Department, implement constant monitoring systems to improve follow up, transparency and to ensure the best use of WeWorld assets and resources.
Make sure project activities and reports are delivered in time and with the best quality.
Support preparation of documents and agenda during field visits and at other relevant projects’ milestones.
Ensure accurate and timely preparation of annual reports as well as interim reports as required by donors.
Support the WASH Manager and MEAL team in documenting lessons learned and contributing to WeWorlds visibility in NCW and WASH on national and regional level (presentations, conferences, networking, etc.)
Perform any other duty as requested by the line manager and Country Representative

Deliver high quality results in line with WeWorld strategy, maintaining the good reputation of the organization in all applicable contexts;

The duties and responsibilities set forth above are not exhaustive and the role-holder may be required to perform additional duties requested by the Line Manager.
Additional Responsibilities – MONALISA Project Case Study – Project Coordinator
Support the coordination and implementation of the case study activities of the MONALISA Project, focusing on sustainable water management and the use of treated wastewater in agriculture;
Follow up on the overall implementation of the MONALISA case study activities, including coordination of relevant work packages, deliverables, and activities related to the Palestinian pilot sites;
Ensure regular coordination and communication with the (scientific) co-lead of the case study
Ensure regular coordination and communication with all consortium partners, supporting alignment between local activities and the broader project framework;
Participate in regular project coordination meetings with consortium partners and stakeholders, both online and in-person, including travel when required;
Support the preparation and follow-up of project reporting, documentation, and deliverables related to the case study activities;
Coordinate local implementation aspects of the project, including collaboration with governmental bodies, municipalities, water authorities, farmers, and local stakeholders
Lead and facilitate stakeholder and community engagement processes, ensuring effective participation of local actors in the project activities;
Support activities related to treated wastewater reuse in agriculture, including engagement with farmers, agricultural cooperatives, and water user associations;
Collect and consolidate technical information and lessons learned from the pilot sites to contribute to project learning, reporting, and knowledge dissemination within the consortium.

Advanced university degree (Master’s degree or equivalent) in Water Resources Management, Environmental Engineering, Civil Engineering, Environmental Sciences, Natural Resource Management, Agronomy, Public Policy, or a related field.
A Bachelor’s degree combined with substantial relevant professional experience in water governance, environmental management, or development programs may be considered in lieu of a Master’s degree.
Professional Experience:
Minimum 3–5 years of relevant professional experience in project coordination, technical program management, or policy-related work in the water, environmental management, or development cooperation sector.
Proven experience working with multi-stakeholder processes, including coordination with governmental institutions, international donors, civil society organizations, and research institutions.
Demonstrated experience in organizing and coordinating workshops, conferences, policy dialogues, or stakeholder consultations.
Experience in technical documentation, report writing, and preparation of policy-oriented publications such as policy briefs, technical reports, or research summaries.
Experience working with international development organizations, donor-funded projects, or NGOs is strongly preferred.
Experience in the water sector, particularly non-conventional water resources (e.g., wastewater reuse, rainwater harvesting, greywater management) is an asset.
Experience in the agriculture sector, particularly in irrigation management, sustainable agriculture, or water use in agriculture, is an asset.
Previous experience collaborating with ministries, water authorities, municipalities, or agricultural institutions is highly desirable.
Technical Knowledge:
Strong understanding of water governance and integrated water resources management, particularly in contexts of water scarcity and in the Palestinian context.
Knowledge of non-conventional water resources, including treated wastewater reuse, sludge management, rainwater harvesting, greywater reuse, or brackish water management is highly desirable.
Knowledge of data collection and qualitative research methods, including stakeholder consultations, focus group discussions, and surveys.
Understanding of project cycle management (PCM) in development projects, including planning, monitoring, reporting, and stakeholder coordination.
Familiarity with donor procedures and reporting requirements (especially EU, GIZ, or similar donors) is an advantage.
Skills and Competencies:
Strong analytical and synthesis skills, with the ability to collect, filter, and structure complex information from multiple sources.
Excellent writing and documentation skills, including the ability to produce structured reports and policy briefs.
Strong organizational and planning skills, with the ability to coordinate multiple project activities simultaneously.

Ability to work independently and in a structured and self-reliant manner.
Strong coordination and interpersonal skills, including the ability to build constructive relationships with technical experts, donors, government institutions, and community stakeholders.

High attention to detail and quality control in documentation and reporting.
Languages:
Excellent command of English (written and spoken) is required.
Fluency in Arabic (written and spoken) is required.
Additional Assets:
Experience in policy research, academic collaboration, or innovation initiatives.
Experience coordinating study tours, academic partnerships, or innovation competitions.
Familiarity with gender-responsive and participatory approaches.
Ability to travel abroad to participate in international level workshops when needed
