About the Project Office
UNOPS supports both humanitarian response and early recovery in Gaza. Currently, UNOPS support in Gaza focuses on key humanitarian enablers, including on access, via the Security Council-mandated UN 2720 Mechanism and the Access Support Unit (ASU), humanitarian fuel and energy, and mine action. Operations are envisaged to continue in the coming period with a focus in line with the UNOPS mandate: (i) infrastructure construction and rehabilitation, (ii) procurement and (iii) project management.

General Background of Project / Assignment

Jerusalem Office
Since the opening of the Jerusalem Office in 2006, UNOPS has significantly strengthened its operations in the Occupied Palestinian Territory. Our expert knowledge, skills and management systems contribute to the sustainable development of public infrastructure in Gaza and the West Bank, including Area C and East Jerusalem. Under the direct supervision of the ASU Coordinator, the Local Access and Liaison Officer Assistant – Rotations and reporting, provides support to the Humanitarian Rotations Team with the ASU People and performs other duties as needed.
Role Purpose
Purpose and Scope of Assignment
Reporting directly to the ASU Coordinator, the Local Access and Liaison Assistant – Rotations and Reporting, will be responsible for, but not limited to, the following functions and responsibilities:
Functions / Key Results Expected
Assist the ASU Team in compiling lists of personnel rotating in and out of Gaza.
Facilitating the rotation on the day it takes place.
Driving from Jerusalem to Allenby/Kerem Shalom and back.
Meeting the incoming/outgoing teams and checking them off against the list.
liaising with the relevant Israeli, Jordanian and Palestinian authorities to ensure the smooth running of the convoy.
Escorting the convoy/bus between Allenby and Kerem Shalom (KS).
Reporting on the progress of the movement at regular intervals by phone.
Work with Knowledge Management Officer to develop reports on ASU activities as well as working with Information Management and Access Officer on data and analysis.
Providing a short-written summary after each rotation with the final list of those that rotated, challenges, successes.
Travel to Amman to spend the night there to welcome the incoming Teams and facilitate their movement to and through Allenby the following morning.

Required
Secondary school (or equivalent) with 5 years of relevant experience OR
Desired:
A first-level university degree is desirable and can substitute some years of experience, preferably in Political or Social Science, International Relations, or other relevant discipline
Experience Requirements
Required
5 years experience (or less, depending on academic credentials) of proven experience working in complex security and emergency situation, ideally working with the movement and transportation of people, of humanitarians, and of diplomats across international border crossings and engagements with crossing authorities and actors, as well as, exposure to humanitarian
access and reporting requirements
Valid Driving License essential and able to drive anywhere in Israel and the oPt is required.
Computer skills including Microsoft Office, Google Docs, and the Internet are required
Desired
Previous experience working for the United Nations or International Organization is desirable.
Relevant work experience gained while serving in the development and humanitarian fields is a distinct advantage
Demonstrated willingness and competence to travel to the field on a daily basis.
Knowledge of security management and/or crisis management are desirable skills.
Data maintenance and reporting skills.
The position requires fluency in English, native-level proficiency in Arabic, and intermediate proficiency in Hebrew is considered desirable.
