We also strengthen civil society, support initiatives that foster social cohesion, resilience, and peace.  

All GIZ interventions in Palestine align with the National Development Pact for the Future of Palestine and United Nations Sustainable Development Goals, which guide our efforts toward inclusive and sustainable development.  

On behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), GIZ supports civil society organisations through its programme: “Strengthening Civil Society Organisations in the Palestinian Territories (CSP)”. CSP is a GIZ programme that works closely with civil society partner organisations in the West Bank, including East Jerusalem and the Gaza Strip. The goal is to strengthen Palestinian civil society organisations to become strong governance actors, to be able to promote the rights and participation of Palestinian citizens,

especially marginalised groups including women, girls, youth and persons with disabilities.           

In line with the principle of “Leave No One Behind,” GIZ aims to strengthen the role of civil society organisations (CSOs) in promoting the rights of persons with disabilities and to enhance its own institutional capacity to become a more disability-inclusive organisation.

The Civil Society Programme is seeking a full-time position (100%):

“Topic Coordination Advisor in the Field of Disability Inclusion”

Responsibilities and tasks include but are not limited to:

Strengthening Civil Society Organisations:
Support partner CSOs in developing, implementing, and mainstreaming disability-inclusive strategies, policies, and programmes.
Conduct disability audits of CSOs, offer advice on good practices and develop tailored and realistic implementation plans based on audit outcomes.
Facilitate capacity development initiatives, including training and coaching for CSOs on inclusive project design, accessibility, advocacy, and participatory engagement with organisations of persons with disabilities (OPDs).
Support CSOs in integrating disability inclusion into their monitoring and evaluation (M&E) frameworks.
Support organisations of persons with disabilities to strengthen their capacities, programmes and service delivery.
Strengthen collaboration and coordination between CSOs, OPDs, government institutions, and other stakeholders to promote the rights of persons with disabilities.
Network with International Donors and Agencies acting in Palestine in the field of disability inclusion, building synergies and networking.
Supporting GIZ’s Disability Inclusion:
Cooperate with and support the Inclusion Working Group of GIZ Palestine and the GIZ Disability Focal Point in mainstreaming disability inclusion across its programmes, policies, and internal procedures.
Act as a disability inclusion resource for GIZ colleagues in the Governance cluster.
Conduct trainings in disability rights, inclusive communication, and accessibility standards.
Contribute to reporting, learning, and knowledge management processes on disability inclusion within GIZ Palestine.
Knowledge Management and Policy Support
Provide evidence-based advice on disability inclusion aligned with the UN Convention on the Rights of Persons with Disabilities (CRPD), the Sustainable Development Goals (SDGs), and national strategies.
Document good practices, lessons learned, and success stories related to disability inclusion in GIZ’s work in close cooperation with Cluster Communication Advisor
Participate in relevant coordination fora, networks, and working groups on disability inclusion regionally and within Palestine in cooperation with the Disability Inclusion Working Group.
Required qualifications, competences, and experience:

Education: Master’s degree (or equivalent) in social sciences, disability studies, international development, public policy, or a related field.
4-6 years of experience in disability inclusion, human rights, social inclusion work, preferably in cooperation with CSOs and international development organisations.
Proven experience working with or supporting organisations of persons with disabilities (OPDs).
Demonstrated experience in capacity development, training, and organisational strengthening.
Knowledge of accessibility standards, inclusive communication, and disability mainstreaming approaches.
Familiarity with the CRPD, SDGs, and international best practices on disability inclusion, gender, MHPSS, LNOB approaches.
Ability to design and facilitate participatory workshops and trainings.
Experience with project cycle management and M&E from a disability inclusion perspective.
Ability and willingness to follow bottom-up approaches, be sensitive to socio-political realities, contextualize matters according to the Palestinian context and priorities.
Experience working in intercultural contexts. Ability to work flexibly in a team, and to adjust work plan and priorities rapidly in response to urgent needs, crisis and external opportunities.
Good conceptual and analytical skills, strong communication skills.
Exposure to and secure handling of digital applications.
Language Skills: Excellent command of English and Arabic written and spoken. German is an asset.
Strong commitment to human rights and social inclusion principles.
Excellent communication and intercultural skills.
Strategic thinker with a practical, solution-oriented approach.
Ability to work both independently and collaboratively in diverse teams.
Sensitivity and respect for persons with disabilities and their representative organisations.
