MdM is a medical humanitarian NGO. Since 1980, MdM has worked independently around the world to guarantee universal and sustainable access to healthcare.
In Palestine, the objectives of the programs are to limit the medical impact of the restrictions in accessing medical care on the Palestinian population, to improve mental health and psychosocial care and to bear witness to the violations of the right to health.
Under the supervision of West Bank Projects Coordinator (Head of Program), the functional supervision of the Deputy Medical Coordinator.
 
The Medical Manager ensures the effective design, planning, implementation, monitoring and reporting of medical projects, in alignment with MdM’s strategy, donor requirements and national health protocols. This includes full responsibility for project cycle management (PCM) across emergency response, Primary Health Care Centers (PHCC) support, Sexual and Reproductive Health and Rights (SRHR), Community First Responders (CFRs) capacity building, contingency planning and community health preparedness.
The position plays a central role in strengthening the resilience and protection of Palestinian individuals and communities affected by occupation-related violence and barriers to accessing healthcare. The Medical Manager ensures that all medical interventions are delivered with high technical quality and strong coordination.
 
Tasks and Responsibilities
Main responsibilities and activities of MdM Medical Manager can imply modification according to the context, the organization of the work and to the composition of the team.
1. Program Management & Technical Leadership
1.1 Program Planning & Implementation
Ensure quality implementation of all medical components across MdM projects, including emergency response, PHCC support, SRH, CFR training and public health preparedness.
Lead annual and quarterly medical planning, including needs assessment, situation report workplans and activity tracking tools.
Ensure consistency of medical protocols with MdM standards, MoH guidelines and donor requirements.
Conduct regular field supervision visits to MdM medical activities,, partners and communities.
Provide timely evidence based technical support and corrective measures to medical teams. Ensure that challenges are addressed within agreed timelines.
Contribute to the development and revision of medical strategies based on field realities and evolving needs.
1.2 Capacity Building & Supervision
Supervise, mentor and provide continuous professional development to all medical staff.
Ensure the medical team adherent to medical protocols, MdM standards, MoH and international guidelines.
Promote a culture of learning, accountability  and continuous improvement within the medical team
Identify training needs and develop high-quality training curricula on emergency care, CFR, Infection Prevention and Control (IPC), SRH, triage, MdM guidelines, MoH protocols and quality improvement.
Ensure partners and MdM teams receive structured coaching, on-the-job mentoring and follow-up.
2. Effective & high-quality management of medical projects across their full project cycle
Ensure the full project cycle management (PCM) of all MdM medical projects in the West Bank—including design, planning, implementation, monitoring, financial follow-up, and reporting—while guaranteeing that all activities are aligned with MdM strategy, donor requirements, MoH protocols, and quality standards.
Develop and maintain detailed project workplans and activity timelines, updated monthly.
Ensure 100% of medical project activities are implemented on time and within scope.
Ensure tracking of project indicators in coordination with MEAL, with corrective actions  when gaps are identified.
Provide accurate and timely donor reports, ensuring zero delays in narrative and quantitative submissions.
Ensure budget follow-up is conducted monthly with Admin/Finance, with variance explanations and mitigation plans.
Ensure that medical procurement plans are developed annually, updated monthly and fully aligned with project needs and stock realities.
Conduct field supervision visits  to the project area and produce follow-up action plans.
Coordination & Communication
Maintain effective communication and coordination with Field Coordintor, Projects Coordinator. Deputy Medical Coordinator, MEAL Coordinator, Logistics and Admin/Finance teams.
Participate in cross-departmental operational meetings and planning sessions.
Coordinate with MdM chapters, partners MoH, NGOs and UN agencies on medical response.
Represent MdM at technical meetings, health cluster and its technical working groups when delegated.
Contribute to proposal development including identifying needs, drafting medical components and supporting budgets
Community Approach & Preparedness
Support development and implementation of Community Contingency Plans (CPs).
Oversee emergency simulations and drills at PHCC and community levels, ensuring learning and improvements.
Strengthen referral systems and emergency pathways in targeted areas.
Support community-level awareness sessions (health preparedness, first aid, early warning signs, SRH, PSEA, CBCM).
Emergency Preparedness and Response
Lead the medical component of MdM’s emergency response in the West Bank.
Assess emergency health needs and develop response recommendations.
Coordinate the provision of emergency drugs, disposables, equipment, and CFR kits.
Monitor drug shortages and report urgent needs to Coordination.
Ensure readiness and prepositioning of key emergency supplies.
Monitoring, Data Collection & Reporting
Ensure accurate, timely medical data collection and reporting for all activities.
Validate quantitative and qualitative medical data with the MEAL team.
Produce monthly medical dashboards, supervision reports and updates.
Contribute to donor reporting and proposal writing.
Document best practices, lessons learned and contribute to advocacy materials.
Immediately report emergency needs, disease outbreaks or public health alerts.
Immediately report HR misconduct to the Field Coordinator, Medical Coordinator and Admin Manager.
HR, Team Management & Staff Development
Ensure proper HR supervision of medical staff: schedules, leave, workload, task distribution.
Conduct performance appraisals and set Individual Development Plans.
Support team well-being and conflict mitigation when needed.
Promote respectful, collaborative and accountable team culture.
Delegation of tasks among the team
Logistics, Finance & Administrative Follow-up
• Manage project-level medical budget planning, monitoring, revisions, and expenditures in line with MdM and donor requirements.
• Contribute to the development, forecasting and revision of the annual project budgets.
• Develop and regularly update medical procurement plans and monthly financial and logistical forecasts.
Review and validate MRs ( Mission Requests) submitted by teams, timely submission, and alignment with project activities and requirements.
• Ensure proper management and follow-up of pharmacy
stock, medical supplies, and medical equipment across project sites.
Coordinate closely with the Logistics Department regarding procurement requests, order follow-up, reception, storage and distribution of medical items.
Plan and monitor the medical team’s field movement schedules and ensure safe, organized and timely field deployment.
Security
Respect and comply with MdM security rules and procedures.
Immediately inform security focal point of any security incident.
Provide guidance to medical teams to ensure safe delivery of services and field activities.

Safeguarding, PSEA & Accountability
MdM-France maintains a strict Zero Tolerance policy toward all forms of Sexual Exploitation, Abuse (SEA), sexual harassment, child abuse and any violation of safeguarding principles.
 
The Medical Manager is responsible for ensuring full compliance with MdM’s Code of Conduct, Safeguarding Policy, PSEA standards and ethical medical practices. This includes:
Ensuring all staff, partners and volunteers understand and comply with safeguarding and PSEA policies.
Promoting a safe and respectful environment for beneficiaries, especially women, children and vulnerable groups.
Identifying, reporting and escalating any safeguarding or PSEA concerns immediately to the Field Coordinator and HR Coordinator.
Ensuring safe programming principles are integrated in all medical activities, trainings and interactions with communities.
Leading by example to foster a culture of respect, dignity, and accountability.
Others
Perform any additional duties requested by the Field Coordinator, Projects Coordinator or Medical Coordinator to support operational needs.
The JD may be modified anytime with mutual agreement to fit programmatic requirements.
Adapt to changing programmatic priorities, ensuring that tasks contribute effectively to project goals and MDM objectives.

Education
Mandatory: Medical degree (MD, RN, Midwife or relevant clinical background), Medical Doctor degree is an asset, with an active license.
Desirable: Postgraduate training in public health, emergency care, family medicine or similar (or equivalent experience).
Desirable: Master’s in Public Health (MPH), health management, or related field.
Desirable: Certificates such as BLS, ACLS, ATLS, PTC.
Experience
Mandatory: Minimum 2 years of experience managing medical or public health projects (project cycle management, budgeting, reporting).
Mandatory: Previous experience with INGO/NGO.
Mandatory: Strong understanding of the Palestinian PHC system, referral pathways and MoH procedures.
Mandatory: At least 2 years of proven experience in managing, supervising, leading medical or multidisciplinary teams and leading health interventions
Desirable: Experience in emergency preparedness and disaster management.
Languages:
Strong command of Arabic and English, written and spoken.

Technical Skills
Proficiency in MS Office (Word, Excel, PowerPoint).
Strong data analysis skills; ability to validate and interpret medical indicators.
Ability to design and deliver medical training.
Experience with digital data collection and reporting tools, such as Kobo or similar platforms
Ability to facilitate training and lead capacity building
 Soft Skills:
Strong leadership and team-management abilities.
Excellent interpersonal and communication skills.
Strong organizational skills and ability to prioritize.
