الوصف الوظيفي:Overall Purpose of Role:
The Deputy Safety Advisor (DSA) supports the Safety Advisor (SA) in delivering INSO’s core services across the West Bank. The position focuses on field operations, information management, and partner coordination, ensuring timely situational awareness and operational support to NGOs. The DSA acts as the primary link between field-level reporting structures and INSO’s analytical and coordination outputs.
Main Duties and Responsibilities:
Information Collection and Field Operations
Maintain a strong field presence through regular travel across North, Central, and South West Bank.
• Build and sustain a reliable network of NGO partners, community focal points, and local authorities.
• Collect, verify, and analyse safety-related information on incidents, access constraints, and operational challenges.
• Support real-time incident follow-up, ensuring rapid information flow to the SA.
• Coordinate with Assistant Safety Advisors (ASAs) and Field Monitors to ensure consistent and timely reporting.
Analysis and Reporting
Contribute to INSO’s analytical outputs, including Situation Reports, Alerts, and Special Reports.
• Draft area-specific updates, operational assessments, and partner advisories.
• Identify and interpret security trends affecting NGO movement, humanitarian access, and programme continuity.
• Support the Safety Advisor in developing risk analysis.
Operational Coordination
Support the maintenance of the Warden System and partner emergency communication channels.
• Assist in the organisation and facilitation of Security Roundtables, coordination meetings, and partner briefings.
• Track and report on checkpoint closures, movement disruptions, and field-level access constraints.
• Maintain liaison with other security and coordination actors, including UNDSS, OCHA, and local counterparts.
Capacity Building and Partner Support
Deliver operational guidance and security briefings to NGO partners on access, movement, and situational awareness.
• Provide field-level support during incidents, evacuations, or movement disruptions.
• Contribute to security training and awareness sessions under the guidance of the Safety Advisor.
Internal Coordination and Support
Supervise and mentor Field Monitors in accordance with INSO standards.
• Ensure accurate and timely data entry.
• Contribute to GIS mapping, data validation, and area-specific risk assessments.
• Support the development of INSO analytical products through verified field-level inputs.
متطلبات الوظيفة:Qualifications and Experience
Essential:
• Bachelor’s degree in Political Science, Security Management, or related field.
• Minimum of 3 years’ experience in safety, security, or humanitarian operations within the oPt.
• Strong understanding of West Bank operational dynamics, including access procedures and coordination mechanisms.
• Proven analytical, writing, and communication skills.
• Fluency in Arabic and English (spoken and written).
• Demonstrated ability to manage multiple priorities and operate under pressure.
Desirable:
•Experience working directly with NGO coordination platforms or security networks.
• Practical understanding of GIS, data management, and mapping tools.
• Prior engagement with UNDSS, OCHA, or INGO coordination structures.
The candidate must hold either a West Bank ID or a Jerusalem ID, with a preference for those based in the West Bank.
Knowledge of Hebrew is preferred.
