This is a full-time position and working hours are from Sunday to Thursday, 08:00 – 16:00.
PREMIERE-URGENCE INTERNATIONAL (PUI) is an international, apolitical, non-religious, and non-profit French organization intervening in 23 countries worldwide. PUI aims to provide a global response to the fundamental needs to people affected by humanitarian crises, from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by extreme adversity.
PUI's humanitarian and development aid strategy in oPt focuses on providing support to populations affected by the coercive environment and subsequent IHL/HR violations in both the West Bank (WB) and the Gaza Strip (GS). PUI's programming incorporates interventions in several sectors, aiming at the prevention of livelihoods' loss and displacement as a consequence of protection threats, lack of services (health, education, WASH), and lack of access to agricultural lands or job opportunities.
Overall Objective:
Under the technical supervision of the Health Coordinator and the direct management of the West Bank Field Coordinator, the Health Programme Manager is responsible for the implementation and supervision of all Health activities in the West Bank, and manages PUI’s financial and human resources dedicated to Health activities, implementing PUI policies, protocols and procedures, and guaranteeing the quality of healthcare in order to improve health conditions of the target population. In addition, the Health Programme Manager is a member of PUI team: in that capacity he/she is familiar with the philosophy, polices, goals and objectives of PUI and works collaboratively to achieve them.
Task and Responsibilities:
Programs planning, implementation and monitoring: S/he ensures the qualitative implementation and monitoring of Health programs falling under her/his responsibility, while respecting PUI’s Health policy and intervention framework, other PUI's policies, intervention frameworks and guidelines, PUI’s codes of conduct and applying the key principles of protection mainstreaming.
Team management and capacity building: S/he manages and supervises any Health program teams members under her/his responsibility. S/he provides technical support, capacity building and training to the Health program team and other PUI team members as appropriate, based on identified needs. S/he suggests modifications regarding the Health team organizational chart.
Logistic and Finance: S/he coordinates with the Logistic and Finance teams to mobilize effectively the resources allocated to the Health activities under her/his responsibility. S/he ensures compliance of Health activities falling under her/his responsibility with logistical and administrative procedures. S/he is responsible for the activity budget lines of her/his Health project and for following-up on the expenditures while providing monthly budget forecast.
Representation and Coordination: Externally, s/he represents PUI and coordinates in the area with partners, local authorities, donors and local stakeholders involved in the implementation of Health activities. Internally, s/he ensures efficient coordination with the other departments of the base. S/he actively contributes to information sharing and reporting on Health issues and activities.
Strategy and Development: S/he contributes to Health needs assessments, to the design of the Health strategy in the area and to the development of new Health interventions based on identified needs.
Safety and Security: S/he contributes to the compliance with security rules within the mission, especially by the program teams under her/his management, and s/he communicates any security/safety-related information to the base Security Focal Point.

Required:
Humanitarian experience: at minimum 2 years previous
Past experience of working with an NGO
Technical proven experience managing Health related projects
Desirable:
Previous work in a similar role
Experience in training and capacity building, trainer qualifications in relevant subjects are considered an asset
Knowledge and skills

Good writing skills
Knowledge of Project Management

Knowledge of procedures: institutional donors (BHA, ECHO, SIDA, CDCS, UN agencies…)

Excellent command of written and spoken English
