Established in 2002 in Palestine, the Small Enterprise Center (SEC) Association is a renowned non-profit organization committed to advancing the growth, competitiveness, and sustainability of regional MSMEs and social enterprises. Through strategic partnerships with leading international organizations, SEC actively strengthens the MENA region’s entrepreneurial ecosystem, positioning MSMEs and social enterprises as engines of economic development, poverty alleviation, and gender equality. Its policy advocacy efforts aim to establish an enabling environment that support their long-term success.
SEC delivers innovative market access initiatives, product development programs, sustainability strategies, regional market research, and tailored capacity-building interventions, equipping MSMEs with the tools to compete globally, expand export, and access international trade opportunities. Furthermore, SEC champions green business practices, fostering responsible entrepreneurship that promotes environmental sustainability. By empowering youth and women-led enterprises, SEC drives inclusive growth, shaping a resilient, equitable and prosperous economic future.
Through a strategic partnership with the Swedish government, Global Communities (GC) is implementing the Supporting MSMEs Competitiveness and Growth in Palestine (SMCGP) program. The 44-month program aims to improve the conditions necessary for increased competitiveness and growth of MSMEs, contributing to inclusive sustainable economic development, including better income generation and productive employment with decent working conditions, particularly for women and youth. The SMCGP adopts the Market Systems Development (MSD) approach by employing facilitative approaches with learning at its core. SMCGP will target the creative industries sector which comprises three sectors including Furniture, Footwear and Leather, and Handicrafts.
Within the sub-agreement between Global Communities and the Small Enterprise Center (SEC) under the Supporting MSMEs Competitiveness and Growth in Palestine Programme (funded by the Swedish government), SEC and Technopark are planning to develop a comprehensive design platform to support creative industries, connect designers and MSMEs, and facilitate market linkages.
2.0 Role Purpose:
SEC is seeking a dynamic and result-driven Business Development Specialist to lead the implementation, activation, and growth of a creative hub virtual Platform. This position plays a critical role in shaping a thriving ecosystem of the targeted Furniture industry, to help establish business linkages among the industry’s value chain actors including furniture manufacturers, Joineries workshops, mechanical and electrical and lighting workshops, vendors and suppliers, engineering offices, furniture and product designers, innovators, and entrepreneurs.
3.0 Key Responsibilities:
The Business Development Specialist will work under the supervision of the Small Enterprise Center (SEC) and in close collaboration with the Director of Programs at Palestine Techno Park. S/he will undertake the following activities:
Stakeholder Engagement & Onboarding:
Lead outreach strategy to recruit designers, MSMEs, artisans, service providers, and supply chain actors in the furniture sector.
Facilitate onboarding workshops, provide consultation and guidance sessions, and organize focus group discussions.
Conducting field visits to analyse the actors within the industry’s value chain to identify those who demonstrate significant interest and active engagement. The identified actors will subsequently be listed on the platform.
Facilitate business linkages to create opportunities for collaboration among the most engaged and motivated participants, which will result in successful business deals and transactions.
Partnership Development:
Enhance relationships with existing and prospective partners while establishing new strategic alliances. This encompasses collaborations with academic institutions, Technical and Vocational Education and Training (TVET) centers, market support service providers, donors, sponsors, and potential international collaborators.
Facilitate the formation of a technical or steering committee for the creative hub.
Identify potential donors, explore sponsorship opportunities, and assess additional fundraising avenues.
Coordinate consistent follow-up and feedback mechanisms.
Community Engagement & Market Linkage:
Oversee platform interactions and enhance collaboration among users.
Identify and facilitate business opportunities through strategic matchmaking.
Develop and implement strategies to effectively monetize and commercialize the services offered by the creative hub. Emphasize the establishment of business-to-business partnerships, particularly focusing on collaborations between designers and manufacturers.
Support organizing design completions and product development initiatives.
Platform Promotion & Sustainability:
Implement a marketing and communications plan and collect users’ success stories.
Promote the product development of design competition by emphasizing the establishment of business-to-client partnerships. This initiative should particularly focus on fostering collaborations among designers, manufacturers, and showrooms, engaging both residential and corporate clients.
Collaborate on developing and testing a long-term sustainability strategy.
Reporting & Coordination:
Submit monthly progress reports and trach KPIs
Collaborate closely with the project team to align platform activities with broader project goals, such as hackathons and training programs.
4.0 Key Deliverables & Expected:
Identify and list at least 50 small and medium-sized enterprises (SMEs) within the furniture industry’s value chain, ensuring that a minimum of 30 are furniture manufacturers.
Identify and list at least 20 furniture/product designers
Facilitate at least 5 B2B business transactions, particularly between furniture manufacturers and designers.
Updated stakeholder’s database with measurable growth.
minimum of four outreach and networking events.
Three new partnerships/sponsorships established.
Monthly KPIs report and final impact.
5.0 Contract Type & Payment Terms:
This is a deliverable-based contract. Payment will be made against predefined deliverables and upon written acceptance by the Small Enterprise Center (SEC). The contractor will submit payment request together with the associated deliverables and any required supporting documentation. No monthly salary payments will be made in advance; payment is conditional on timely delivery and formal approval of the agreed deliverables.

Minimum of 5 years of proven experience in business development, community management, or partnership management, preferably within the creative industries, tech, or MSME support sectors.
A strong and established network within the Palestinian business ecosystem, particularly in the creative sectors (Furniture).
Demonstrated ability to recruit, manage, and engage diverse stakeholder groups.
Excellent communication, negotiation, and interpersonal skills.
Experience in organizing and facilitating workshops and networking events.
Must be prepared and able to conduct frequent field work across the West Bank; ability to travel regularly to workshops, factories, and workshops in different governorates is a must.
Self-starter with strong project management skills and the ability to work independently to meet targets.
Outstanding oral and written communication, fluent in Arabic and English.
Proficiency in common office software (Microsoft Office).
7.0 Education:
Bachelor’s or Master’s degree in Business Administration, Marketing, Economics, or a related field.
8.0 Venue and Duration of Appointment:
The position will be based at the Techno Park premises in Birzeit, Ramallah. This is a full-time, fixed-term position for a duration of Four months. The role requires on-site presence five days per week (Sunday-Thursday).
9.0 Travel:
The selected individual must be able to commute to the Techno Park office in Birzeit without logistical support.
10.0 Logistic Support:
SEC and Techno Park will provide a workspace at Techno Park (desk, internet access), access to meeting rooms, and access to all necessary project documentation and contacts.
