الوصف الوظيفي:Position Summary:
The Procurement and Contracts Manager is responsible for managing operational procurement activities and supporting the implementation of procurement strategies. The Manager ensures full compliance with procurement policies and coordinates closely with project teams and finance to meet organizational procurement needs. The position reports to the Director of Procurement and Contracts.
Key Responsibilities:
Procurement Planning and Execution
Develop and maintain procurement plans in coordination with program, finance, and logistics teams.
Manage the procurement process from request to contract preparation, ensuring timelines and compliance are met
Ensure procurement actions are timely, compliant, and well-documented.
All procurement plans and activities are to be submitted for review and final approval by the Procurement and Contracts Director.
Vendor and Tender Process Management
Identify and recommend qualified suppliers based on project needs,
Coordinate the tender process, including bid announcements, evaluations, and preparing award recommendations for the Director’s review and decision.
Lead initial discussions and pricing negotiations with vendors; final terms and decisions must be reviewed and approved by the Procurement Director.
Contract Management and Compliance
Draft and review contracts and purchase orders for accuracy and compliance; all contracts must be approved by the Procurement Director before execution.
Monitor contract performance and propose amendments or extensions
Assist the Director in preparing procurement summaries and reports for strategic decision-making.
Internal Coordination and Support
Guide project teams on procurement procedures and ensure their understanding of documentation requirements.
Oversee proper archiving of procurement files to ensure full compliance and audit readiness, as per the standards set by the Procurement Director.
متطلبات الوظيفة:Bachelor’s degree in procurement, supply chain management, or a related field.
Minimum of 3 years of relevant procurement experience.
Demonstrated experience managing tenders, vendor relations, and contract processes.
Excellent organization, problem-solving, and negotiation skills.
Proficiency in English and Arabic.
Strong computer skills, especially in Excel and procurement tracking tools.
