الوصف الوظيفي:
The EU4Business – Trade, Investment and Standards (EU4Business) project is poised to play an essential role in strengthening Palestine's economic framework through targeted interventions in trade policy, investment planning, and quality infrastructure.

Funded by the European Union and implemented by CESO Development Consultants (CESO), Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), and Business Integrated Solutions (BIS), the EU4Business aims to expand Palestinian international trade, attract high-quality investments, and improve quality infrastructure based on a flexible, coordinated and thorough intervention.

Areas of action include:

Trade Policy and Services: Strengthening trade policy environment, negotiation capabilities, and trade-related public services delivery for improved international trade relations.  
Investment Policy and Services: Enhancing investment policy environment, investment-related services delivery, coordination, and promotion to attract diverse investments and improve financial access.  
Quality Infrastructure Systems: Upgrading quality-related services, contributing to aligning with international standards, and participating in global standardisation bodies.  
Several of these areas of action are well suited to supporting business environment-related reforms, which are part of the reform matrix currently under discussion between the EU and the Palestinian Authority (PA). The project is ready to contribute to these reforms within its given mandate.

By doing so, until August 2027, the project aspires to provide a solid and sustainable impact on revenue generation, job creation, innovation and global growth and well-being.

Over a year into implementation, the project is now recruiting a Key Expert 2: Programme Assistant, Junior Economic Development Expert to support the operational and technical execution of various project initiatives and activities. 

Under direct supervision of the Team Leader, the following activities are expected to be carried out:

A1. Analytical and briefing reports and concept notes for upcoming project activities

The expert will perform desk research, draft analytical notes, concept papers, and briefing packs to inform and orient upcoming project initiatives, with a stronger emphasis in the Investment Component (C2), ensuring evidence-based decision-making and clear strategic direction.

A2. Contributions to project progress reports, monitoring of indicators and internal coordination tools and inputs for project planning and monitoring

The expert will compile indicator data, update monitoring tools, and draft narrative report sections to ensure consistent tracking, reporting, and adjustment of project performance.

A3. Draft Terms of Reference (ToRs) and methodological proposals for planned interventions

The expert will draft ToRs and methodological frameworks aligned with EU standards and project objectives, laying out clear guidance for the design and execution of interventions. This will involve supporting ministerial consultations through the preparation of minutes of meetings, collection of both quantitative and qualitative data (e.g., through questionnaires), and ensuring end-to-end follow-up of the intervention process from initial planning to final implementation.

A4. Stakeholder engagement materials (presentations, meeting notes, briefs) and support for technical missions and workshops

The expert will prepare presentations and stakeholder briefs, document mission and workshop proceedings, and provide on-site support to facilitate effective engagement and collaboration.

A5. Draft communication and visibility materials

The expert will draft fact sheets, project updates, and visibility materials in line with EU branding to support awareness-raising, dissemination, and stakeholder outreach.

A6. Operational coordination of field activities

The expert will function as the operational coordinator on the ground, managing both financial and logistical aspects to guarantee service quality and optimal allocation of project resources. This includes overseeing budgets and expenses, coordinating procurement and logistics for capacity-building activities, workshops, stakeholder events, and all interventions requiring service provisions, ensuring alignment with project objectives and EU operational standards.

Qualifications and skills
Master's Degree in Economics, Business Administration, Finance, Development Studies or other directly relevant discipline is required. Bachelor’s Degree in the same fields can be accepted provided that additional relevant work experience equivalent to + 1 year is proven.

Proficiency in spoken and written English is required. Knowledge of Arabic will be considered an asset. 

General professional experience
At least 3 years of professional experience in the field of economic development. Given the components of the contract and prioritisation, Key expert 2 shall possess a strong background in the investment sector.

Proven professional track-record in Investment, Banking, Financial Services, Financial Sector Regulation and Development Finance would be preferred.

Specific professional experience
Professional experience in the following areas is preferred. I. Banks and lending institutions; II. Investment and equity funds; III. Public institutions active in investment and financial sectors, including regulatory authorities; IV. Development Finance Institutions, including banks, national and multilateral financial institutions; V. International Donors active in investment and financial sectors, including donor institutions and donor-funded programmes.

Proven track-record of strong analytical capacity for delivery of reports, notes and studies in the investment and financial sector is essential.

Professional experience working on interventions supported by international donors, notably in context of the EU and European Financial Institutions, knowledge of EU’s external investment policies, mobilisation of finance for investment and EU’s external financial instruments will be considered as a very strong asset.

Previous experience in assisting management staff in managing complex programmes, coordinating work processes and staff will be considered as a strong asset.
