The Program / Department / Team
Operations Department provides key support to the entire country program in procurement, asset management, warehouse management, fleet management and facilities & office management for successful program implementation.

The Position (General Position Summary)
The Procurement Officer is responsible for overseeing procurement aspects of Mercy Corps’ logistic operation and working closely with Program, Administration, Finance and Logistics. The procurement Officer is instrumental in supporting program activities through their services.

Essential Responsibilities
SAFEGUARDING RESPONSIBILITIES:

Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
TECHNICAL RESPONSIBILITIES

Reviews PR for completeness and coherence
Coordinate with Senior procurement officer and program for procurement needs based on project procurement plan
Procurement officer identifies sourcing mechanism
Responsible for supporting procurement assistant to review Procurement request (PR) for direct awards
Review for accuracy and quality content of all work conducted by procurement assistant
Responsible for issuing procurement RFQ/RFP (Direct Award and small purchases)
Responsible for surrogating bids/proposal received
Procurement officer chairs grading invitations for procurement up to $24999.00
Prepares small procurement summary for thresholds from $5000 to $24999
Responsible of meaning procurement process, including a strict adherence to threshold to the schedule of Approval Authority
Conducts targeted pro source training for program team
Responsible for adherence to the procurement timeline established and aligned with local practices in Field Manual
Supervises vendor database managed by procurement assistant
Drafts contract/POs for procurement up to $24999
Other duties as assigned

Minimum Qualification & Transferable Skills
2-3 years of experience in large scale procurement.
Strong organizational skills.
Ability to interact effectively with international and national personnel.
Excellent oral and written English skills.
High computer skills in MS Office programs, especially in MS Excel.

A demonstrated ability to multi-task and process information into action as to not delay program activities.
A clear understanding of procurement ethics and donor compliance is essential.
Success Factors
The successful Procurement Officer will coordinate procurement tasks to deliver successful programs while demonstrating excellent stewardship of donor funds and compliance with Mercy Corps and donor regulations. They will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel both in a managerial and training capacity while demonstrating the ability to multi-task, meet deadlines and process information in support of changing program activities. The most successful Mercy Corps staff members have a solid commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.

Living Conditions / Environmental Conditions
The position is based in (Ramallah, Palestine), and it requires physical presence in the office to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
