The project “Employment Opportunities, Work and Economic Resilience (EMPOWER)” supports the Palestinian Ministry of Labour and other actors from the public sector, private sector and civil society in strengthening labour market governance and stabilising employment opportunities in the Palestinian Territories. The project places particular emphasis on improving labour market participation and economic opportunities for women and persons with disabilities.

The project “Supporting Universities for Skills, Transition, and Innovation (SUSTAIN)” strengthens practice-oriented and labour market-oriented higher education by supporting policy and quality assurance reforms, enhancing university–private sector cooperation, promoting applied research and innovative teaching approaches, and improving students’ employability and resilience.

Position Overview: The MHPSS Advisor is responsible for leading the design, implementation, and continuous improvement of project interventions that establish and strengthen mental health and psychosocial support (MHPSS) services for students and graduates, and that support employees and enterprises in creating safe, healthy working environments, in the Palestinian context, including Gaza.

The Advisor provides technical expertise to higher education institutions, the Ministry of Labour (MoL), Ministry of Education and Higher Education (MoEHE), employers, business support organisations, chambers of commerce and other labour market actors to design and strengthen MHPSS services that improve the employability and job-seeking capacity of students and graduates, and to support safe working conditions that improve education‑to‑employment transitions and inclusive income opportunities.

The MHPSS Advisor contributes primarily to Output 3 of EMPOWER: Support services designed to safe-guard employment and income opportunities have been expanded, particularly technical and specialist advice to relevant labour market stakeholders on the development and provision of business-related services, such as improving working conditions, including mental health and psychosocial support (MHPSS) and occupational health and safety (OSH).

The MHPSS Advisor contributes primarily to Output 3 of SUSTAIN: Mental health and psychosocial support (MHPSS) services for students and graduates are created and strengthened at higher education institutions, particularly capacity building for university staff in delivering MHPSS services and the development of structured, gender-responsive MHPSS support services that improve students’ and graduates’ employability and job-seeking capacity, including the development of sustainability concepts on MHPSS under Module Objective Indicator 4.

The Advisor provides technical expertise to higher education institutions, the MoL, MoEHE, employers, business support organisations and chambers of commerce to develop and institutionalise MHPSS services, occupational health and safety (OSH) standards and safe working environments that improve employees’ ability to retain employment and enterprises’ ability to provide safe workplaces.

To support the implementation of the projects, GIZ is seeking a full-time (100%), Band 4 position shared equally between the “Employment Opportunities, Work and Economic Resilience (EMPOWER)” project (50%) and the “Supporting Universities for Skills, Transition, and Innovation (SUSTAIN)” project (50%).

Tasks and responsibilities include but are not limited to:

Responsibilities

Leading the design, implementation and continuous improvement of interventions that establish and strengthen mental health and psychosocial support (MHPSS) services for students and graduates, and for employees and enterprises, improving employability and capacity to seek and retain employment.
Providing strategic and technical advice to the Ministry of Labour (MoL), the Ministry of Education and Higher Education (MoEHE) and other labour market stakeholders on the development and provision of business-related services that improve working conditions, including MHPSS and occupational health and safety (OSH).
Strengthening the capacities of higher education institutions and labour market actors to create, deliver and sustain MHPSS and safe workplace services, including through training and the development of products such as manuals and guidance tools.
Supporting employers, business support organisations, chambers of commerce and enterprises to establish safe, healthy and enabling working environments that support employees in retaining employment, with a strong focus on inclusive and conflict-sensitive approaches for women, youth, persons with disabilities and other vulnerable groups.
Coordinating and quality-assuring implementation of MHPSS-related activities, including management of consultants, service providers and implementing partners, monitoring results and supporting adaptive management.
Leading knowledge development and evidence-based recommendations on MHPSS, occupational health and safety, and employability, contributing to project planning, reporting, institutional sustainability and achievement of project outputs.
Designing and establishing MHPSS services and structures at higher education institutions, including counselling, psychosocial support and referral mechanisms for students and graduates.
Developing training programmes and materials, such as manuals and guidance tools, on MHPSS and occupational health and safety (OSH) for universities, employers and labour market stakeholders.
Leading GIZ implementation processes, including developing ToRs, technical specifications and procurement documents; managing consultancies and service contracts; designing and managing competitive grant schemes where relevant; and ensuring compliance with GIZ procurement and grant management procedures.
Facilitating partnerships between higher education institutions, the MoL, MoEHE, employers, business support organisations and chambers of commerce to develop and institutionalise MHPSS and safe working environment mechanisms.
Coordinating and quality-assuring implementation partners and service providers, including national and international consultants, while ensuring timely delivery, knowledge transfer and integration of gender equality, disability inclusion, conflict sensitivity, environmental sustainability and the do-no-harm principle.

Required qualifications, competences, and experiences are considered an asset:

University degree in Psychology, Counselling Psychology, Social Work, Mental Health, Psychotherapy, or a closely related field. A postgraduate qualification in Counselling, Mental Health, Psychosocial Support, Career Guidance/Counselling or a related discipline is an advantage.
At least 7 years of progressively responsible professional experience in mental health and psychosocial support (MHPSS), occupational health and safety, or related employment or psychosocial services.
A recognised certification or professional qualification in MHPSS, psychology, counselling, social work or a related field is required.
Demonstrated experience designing and implementing MHPSS services or programmes, ideally within higher education institutions, employment services or workplace settings.
Experience with MHPSS and occupational health and safety (OSH) standards, training and the development of related guidance materials, such as manuals and toolkits.
Experience facilitating partnerships between higher education institutions, employers and labour market stakeholders to strengthen safe and healthy working environments.
Demonstrated experience designing inclusive, gender-responsive MHPSS and workplace support services for women, youth, graduates, persons with disabilities and other vulnerable groups.
Experience advising government institutions or employers on MHPSS, occupational health and safety or related employment policy.
Experience working in fragile or conflict-affected contexts, preferably including Gaza, is considered an asset.
Experience monitoring MHPSS or employment-related programmes using results-based management approaches and evaluating employability outcomes.
Experience in managing or technically supervising consultants, service providers or external assignments.
Strong analytical, conceptual, communication and organisational skills and ability to work effectively in a multicultural and interdisciplinary team.
Excellent command of Arabic and English; knowledge of German is an asset.
