Grants and Reporting Officer
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.
Start Date: As soon as possible
Position Location: Ramallah, Palestine.
Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.
CARE is seeking a Grants and Reporting Officer to play a key role in the financial management of donor-funded projects throughout the entire grant lifecycle. The position supports proposal development by preparing compliant budgets and financial documentation, manages grant financial implementation, monitors expenditures and budget performance, prepares donor financial reports, coordinates financial aspects of sub-partner management, and ensures compliance with donor and CARE requirements.

Responsibilities:
1) Grants/Contracts Management 40%
Coordinate the financial management of grants throughout the full grant lifecycle from proposal- development to close-out.
- Maintain accurate grant financial records and grant trackers.
- Support donor agreement review focusing on financial clauses.
- Prepare checklist for grants/contracts and in coordination with the G&C Manager.
- Review grants /contracts agreements as per the checklist before it is singed by the management.
- Prepares and send fund code and project ID request to SSC with the required documentation and notify all concerned upon assignment of new fund codes.
- Keep separate documentation files for Grants/Contract agreements and ensure that all necessary documents /correspondences relating to contract are properly file
2) Financial Reporting and Budget Monitoring 40%
- Develop and prepare high quality and timely reports for donors and partners on project progress while ensuring all requirements are met.
- Create and circulate monthly reporting schedules and ensure teams adherence to the reporting schedules
- Prepare and distribute monthly Budget Vs Actual(BvA) reports to project budget holders, ensuring clarity and timeliness.
- Monitor on going level of expenditure on individual grants/fund codes as against the budget and provide timely advice of likely over and under spending.
- Ensure that expenditures are in accordance with the financial policies and guidelines of CARE and that of donors.
- Prepares and Share Program Cost allocation table and submit to Finance Director for review and action.
- Upload financial reports, budget revisions, and supporting financial documentation to donor portals.
- Maintain financial information within donor management systems.
- Ensure portal submissions are complete and submitted within deadlines.
- Conduct financial analyses to identify trends, risks, and opportunities that inform management decisions and strategic planning.
3) Proposal Development 10%
- Assists the Program Department staff and actively participates in the preparation of budget and proposals ensuring that the program and finance checklists for proposal budget preparation are adhered to, and consistence with the donor budgeting.
- Assists program staff in periodic budget review, and preparation of budget amendments when necessary.
- Support all Program staff on how to use budget guidelines for developing annual budget.
- Participate and coordinate in the preparation of annual SPC budget and subsequent quarterly revisions.
4) Budget Revisions 10%
- Prepare donor budget modifications and realignments.
- Coordinate internal approvals.
- Update approved budget revisions within ERP, grant trackers, donor portals and reporting templates
- Coordinate with Programme teams to ensure budgets reflect implementation plans.
- Conduct monthly budget reviews with Programme Managers.
- Identify spending trends, forecast expenditure and recommend corrective actions.

Requirment:
-Bachelor's degree in Finance, Accounting, Business Administration, Economics, or a related field (or equivalent combination of education and relevant work experience).
- Minimum of 3–5 years of experience in grants management, partnership management, or sub-grant administration within an INGO or donor-funded organization.
- Demonstrated experience preparing donor financial reports and managing grant financial reporting requirements.
- Experience supporting proposal development, including preparing proposal budgets and budget narratives.
- Experience monitoring project budgets, preparing Budget vs. Actual (BVA) reports, and financial forecasts.
- Experience working with institutional donors (e.g., EU, ECHO, FCDO, UN Agencies, GFFO, SDC, USAID, GAC, KfW, ENABEL, WFP, UNICEF, etc.).
Desired:
-Training in Grant Management, Donor Compliance, or Project Financial Management.
