The Palestinian Liberation Organization, for the benefit of the Palestinian Authority, has received financing from the Trust Fund for Gaza and West Bank (TFGWB), with co-financing from the Palestinian Partnership for Infrastructure Development Multi-Donor Trust Fund (PID-MDTF), towards the cost of the Second Real Estate Registration Project (RERP II).
The project development objective (PDO) is to enhance security of tenure and improve real estate registration and transaction services in the West Bank. These objectives will be achieved through:
Contributing to the registration of the remaining 25 percent of properties in Areas A and B of the West Bank, estimated at around 507,000 dunums.
Modernizing the information systems of the Palestinian Land Authority (PLA) and the General Directorate of Property Tax (GDPT).
Improving digital service delivery to property owners.
The project has four components:
Component 1: Systematic land and property registration
Component 2: Modernization of PLA and GDPT systems
Component 3: Project Management, Monitoring, and Evaluation
Component 4: Contingent Emergency Response Component
The project’s effectiveness date is September 30, 2025, and it will close on September 30, 2030. The Ministry of Finance and Planning (MOFP), through the Project Implementation Unit (PIU), has the primary responsibility for overseeing the overall implementation of RERP II and ensuring compliance with the Bank’s procedures and guidelines including fiduciary and environmental and social (ES) requirements.
RERP II will continue to implement systematic land registration using Performance-Based Conditions (PBCs) and will require strong project management supported by enhanced monitoring and evaluation systems. The project will build on the Project Management Information System (PMIS) developed under RERP II require careful attention of registering private land parcels in designated as protected and key biodiversity areas, forests, high value agriculture, valleys, cultural heritage, the project will require close supervision and support for project implementation, including verification of Disbursement-Linked Indicator (DLI) results through an independent verification agent (IVA).
An individual consultant shall be selected in accordance with the World Bank’s procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers dated February 2025, based on the qualifications, experience, and competencies specified in this Terms of Reference.
Assignment Objective
The Ministry of Finance and Planning (MOFP) is considering the appointment of a qualified Part-Time Environmental Specialist to ensure that all RERP II activities comply with environmental requirements according to the RERP II Environmental and Social Management Framework (ESMF), the World Bank Environmental and Social Framework (ESF), and applicable Palestinian legislation. The Environmental Specialist will work under the overall oversight of the Project Manager and provide technical support to the Project Implementation Unit (PIU) and the Land Authority Land registration team.
Main Duties and Responsibilities
Ensure implementation of the environmental components of the RERP II under the ESMF with PLA and GDPT, ensuring compliance with relevant World Bank Environmental and Social Standards (ESS1, ESS3, ESS6, ESS8).
• Verify environmental risk identification and screening processes, including review of screening forms, baseline studies, and supporting GIS data, particularly in environmentally sensitive areas.
• Conduct field-based verification of environmental conditions and mitigation measures in settlement areas, as required.
• Monitor implementation of environmental mitigation measures, including resource efficiency, pollution prevention, and general and electronic waste management.
• Ensure secure handling, storage, and disposal of E-waste, including proper data wiping and maintenance of environmental compliance records.
• Support biodiversity conservation and management of protected areas, wadis, forests, and other sensitive habitats.
• Support protection of cultural heritage and application of chance-find procedures, coordinating with the Ministry of Tourism and Antiquities as required.
• Support the application of institutional coordination arrangements defined in the ESMF for environmentally sensitive areas, including follow-up with relevant authorities as needed.
• Maintain environmental documentation, monitoring notes, and compliance records.
• Implement the environmental capacity-building plan, including organizing and conducting trainings.
متطلبات الوظيفة:Essential Required Qualifications, Skills, Knowledge, and Competencies
University degree in Natural Resources Management, Environmental Science or Engineering, Environment planning or a related field.
Minimum 5–7 years of relevant professional experience.
Proven experience working on World Bank-financed or similar donor-funded projects.
Familiarity with the World Bank Environmental and Social Framework (ESF) and relevant ESSs.
Experience in environmental screening, monitoring, and reporting, particularly for non-construction projects.
Strong coordination, reporting, and capacity-building skills.
Strong Arabic and English language skills, both written and oral, with the ability to effectively communicate technical information and convey environmental safeguarding principles to PLA officers and stakeholders in Arabic, and prepare clear reports and communication in English.
