Position Overview
Under the functional supervision of the Financial Coordinator, the Finance Manager is responsible for ensuring the financial integrity of PUI’s base operations, overseeing budgeting, accounting, and financial reporting in compliance with PUI and donor regulations. The Finance Manager reports hierarchically to the Field Coordinator and plays a key role in administrative oversight and team leadership.
Key Responsibilities
- Financial, Budgetary & Accounting Management
- Supervise financial activities at the base, ensuring compliance with internal procedures and donor regulations.
- Prepare and submit monthly financial reports, ensuring all deadlines are met.
- Oversee cash flow management, bank reconciliations, and financial recordkeeping.
- Maintain an effective internal control system, ensuring transparency in financial transactions.
- Monitor budget utilization, identify variances, and propose necessary adjustments.
- Develop and review project budgets in coordination with the base team.
- Assist in preparing donor financial reports, ensuring accuracy and compliance.
- Verify and analyze financial reports from partners, ensuring compliance with agreements.
- Supervise financial transactions, including payments, procurement validations, and expense tracking.
Administrative & Contract Management
- Support the development and oversight of partnership agreements with local NGOs.
- Review and validate contracts, ensuring alignment with PUI’s financial policies.
- Oversee administrative aspects of rental agreements, claims, and insurance contracts.
- Coordination, Reporting & Information Flow
- Actively participate in internal coordination meetings, ensuring financial information is effectively communicated.
- Serve as the primary finance representative for the base, liaising with banks and financial institutions.
- Ensure proper documentation and archiving of financial records for audits and internal reviews.
- Team Leadership & Capacity Building
- Supervise and support the finance team, ensuring clear work distribution.
- Identify training needs and conduct capacity-building sessions for staff.
- Assist in the recruitment and onboarding of finance personnel.
- Conduct performance evaluations and provide regular feedback to team members.
Required Qualifications & Skills
Education & Training
- Required:
Bachelor’s degree in finance, accounting, or related field.
Strong background in financial management.
- Desirable:
Training in project management.
Professional Experience
- Required:
Minimum 5 years of experience in a finance-related role.
Experience in the humanitarian sector.
Strong communication and interpersonal skills.
Technical Skills
-Required:
Expertise in financial management, budgeting, and accounting.
Proficiency in team leadership and administrative management.
Ability to work with financial software and reporting tools.
- Desirable:
Familiarity with institutional donor procedures (OCHA, SIDA, ECHO, etc.).
Language Proficiency
Required:
Fluency in Arabic and English (spoken and written).
Software Skills
Proficiency in Microsoft Office (Excel, Word, PowerPoint) and financial software.
