Activity name and description: SDLG Palestine programme: Own Source Revenue (OSR) in the Occupied Palestinian Territories

Background of the SDLG Palestine programme: Palestinian municipalities suffer from the lack of reliable property information and data management capacities, which hinders the improvement of municipal service provision. The lack of sustainable funding (cost recovery) and incomplete data are symptoms of an incomplete tax data base on the municipal level. To address this, the main objective of the SDLG programme – Own Source Revenue is that Palestinian local governments are able to improve their services in a financially sustainable way.

Aim of this assignment: The key objective of this assignment is to deliver a variety of supported technical, administrative and facilitation services to the MoLG / project technical advisory committee / support the interested municipalities in naming and addressing project, in addition to providing technical support to MoLG in order to support the idea of activating and empowering the naming & addressing department in the near future.
متطلبات الوظيفة:
In realization of the objective of the assignment, the Technical Support Officer shall perform the following tasks:

Support the MoLG in maintaining the developed systems' source codes and keeping them aligned with GeoMoLG (especially GIS-based systems).
Facilitate coordination with different stakeholders through virtual/face-to-face meetings and workshops.
Provide technical support to the project's technical committee.
Provide technical support to interested municipalities in naming and addressing activities through training and technical follow-up.
Assist in tracking progress on project implementation with MoLG and pilot municipalities.
Assist in preparing necessary presentation materials for meetings and provide administrative and logistics support when needed.
Carry out any other related project’s tasks assigned by MoLG team.
Actively represent VNG International’s values, ethical Code of Conduct and approaches of good governance, capacity building and service delivery.
Conflict-sensitivity, gender equality and the safeguarding of the environment is to be ensured in the development and implementation of all activities.

In addition to the aforementioned activities, the Technical Support Officer shall submit a monthly timesheet, he/she will closely coordinate with the MoLG focal point and report to the Resident Programme Officer at the VNG International Palestine office.

آلية التقديم:
At least a Bachelor’s degree from an accredited university in geospatial sciences, engineering, or another relevant field to the project.
Minimum of 3 years of experience in a relevant field.
Good Knowledge of GIS software including Q-GIS, ArcGIS.
Good knowledge of current municipal processes and workflow in the field of property data administration is a plus.
Excellent writing and reporting skills (Arabic and English)
Strong organizational and communication skills
Strong computer skills (use of MS word, Excel, Outlook and other relevant software).
