الوصف الوظيفي:
Chemonics International seeks an experienced Grants Specialist, to work in USAID-funded Building Regional Economic Bridges (BREB) activity.

We are looking for a dynamic individual with a passion for making a difference in the lives of people around the world.

The Grants Specialist will be responsible for coordination with project technical staff to ensure that funds spent on grants are managed in compliance with applicable USAID and Chemonics policies and regulations and in a responsible, effective, and efficient manner, contributing to the achievement of BREB’s project goals and objectives. The Specialist will play an integral role in the grants cycle by supporting grants administrative and selection processes, negotiations, grants awards and implementation.

Specific Functions and Responsibilities of the Grants Specialist:

Provide policy guidance and interpretation, in coordination with the BREB Compliance Team, to technical project staff and grantees on Chemonics’ grant policies outlined in the BREB Grants Manual and USAID grant regulations.
Supervise, train, and mentor grants associate(s) on grants management processes including – solicitation, selection, award, implementation and closeout.
Draft Request for Applications (RFAs) and Annual Program Statements (APSs) in accordance with BREB’s technical activity requirements as defined by the technical team leaders and the Grants and Organizational Capacity Building Team Leader Support and/or manage the evaluation selection committee process for potential grantees.
In partnership with grants team members, develop budgets and analyze cost estimates for allowability, allocability, reasonableness and consistency; ensure memorandum of negotiation for each grant are thoroughly documented.
In partnership with grants team members, assess grantee financial management, administrative, and technical capacity to implement the award; identify areas where additional capacity will be needed for successful implementation and viability of the grant.
Ensure grant documents collected during development and implementation are consistent and compliant with all applicable requirements, procedures and best practices; at the development stage, this documentation may include, but is not limited to memorandum of negotiation, branding and marking plans, required certifications and assurances, vetting and reference checks, environmental assessments, monitoring and evaluation, and others.
Support and/or Prepares grant award package and any modifications, including negotiation memorandum, budget, and all relevant attachments under the supervision of the Grants and Organizational Capacity Team Leader
Actively participate in the problem solving and troubleshooting throughout the grant cycle to assure implementation remains within the spirit of the original design concept.
Coordinates with Grants and Organizational Capacity Building Team Leader and technical teams to review milestones/technical reports and conduct periodic site visits to ensure the grants program is operating effectively and per Chemonics and USAID regulations.
Coordinates with finance team to review grantee financial reports and grants payment requests, independently verify receipts and invoices (may include occasional visits or phone calls to vendors, asking training participants to independently verify they were at an event, site visits to the grantee’s office, etc.),
In collaboration with Grants and Organizational Capacity Building Team Leader, prepare monthly projections for grant activities for submission to the finance manager, and actively track the clearance rates and disbursement rates of the activities
Follow up with grantees on monthly VAT reports and review to ensure proper submission from the grantees to submit to finance team.
Coordinate as needed with procurement staff to ensure receipt and timely delivery of items procured on behalf of grantees.
Ensures grant files are documented appropriately, develop an electronic system to track each application and update the tracker at every step of evaluation, award, funding and monitoring process.
Track activity completion dates to ensure any extensions are submitted in advance for approval.

Basic Qualifications:

Bachelor’s degree in international development, economics, NGO management, finance or related field or equivalent work experience required
Minimum of 6 years of experience in grant oversight experience and financial management, preferably on USAID or other donor-funded projects in a similar position in terms of the job tasks and responsibilities outlined above
Ability to coordinate with external partners and monitor subcontractors and grantees
Demonstrated experience working effectively with various industry stakeholders including the private and public sectors, NGOs, donors, and others
Strong attention to detail, high degree of accuracy, and thoroughness
Excellent interpersonal, diplomacy, and communications skills
Ability to communicate well in English and Arabic
