About the Program

Positive Youth Engagement (PYE) is a seven-year multi-sectoral Youth Activity designed to address the core issues of Palestinian youth development. The PYE activity will reach vulnerable and marginalized youth aged 10-24 at risk of social marginalization in deprived areas and private universities where they live by improving education, health, employment, community involvement (reintegration), and other needs as identified through drivers' assessments. The activity’s goal is to transform vulnerable youth into productive, contributing citizens who are connected to their communities by increasing opportunities for Palestinian youth to realize their potential and to effectively contribute to social and economic development. The following are the main themes of the PYE:

Core programming that supports, protects, prepares, and engages youth in safe spaces found within a strong network of more than 80 CBOs throughout the West Bank.
Tailored packages of activities, resources, and referrals that will set youth on individually selected pathways building on the core curriculum to increase opportunities for youth to effectively contribute to social and economic development.
Opportunities for sustained community engagement and leadership through youth-led pathways and councils, community and social media campaigns, and mentorship of subsequent cohorts as part of sustainable community youth networks.
Improve opportunities for learning and individual empowerment for youth in grades 7-12 through the network of safe spaces.
Expand safe spaces through 11 local university career centers to reach youth ages 19-24 and offer the PYE core interventions including the Profound Stress and Attunement (PSA) approach and healthy well-being for youth, parents, and adult caretakers; learning activities (including the Passport To Success (PTS) and I: SERVE), youth pathways; and youth-led small-scale initiatives in addition to technology and innovation-driven learning programs with a focus on STEAM (Science, Technology, Engineering, Art, Mathematics), green solutions, and entrepreneurship.
About the Position

The Program Specialist will be responsible to monitor and deliver program activities for targeted universities’ career centers in all programmatic areas, including Life Skills, Civic Engagement, Leadership, and Career Guidance activities. The Program Specialist, in collaboration with other PYE staff across the program consortium, will coordinate and implement project activities at the highest levels of technical quality for positive youth development and youth-responsive systems strengthening. She/ he will assist in reporting and conducting field visits to targeted career centers across 11 selected private universities. The position will work closely with PYE Technical Advisor to ensure effective and efficient implementation of related activities.

CORE JOB RESPONSIBILITIES

Support the design, development, adaptation and application of the Life Skills, Civic Engagement and Career Guidance curricula for universities.
Work closely with partners, selected partner universities, and with the other PYE program components on the design and implementation of the learning activities including ToTs, training to youth, and youth-led initiatives design and implementation.
Oversee the implementation of learning activities with the selected private universities and provide support to define a model for the implementation of learning activities with career centers throughout the life of the program.
Manage the day-to-day program partnerships, implementation of the core Learning programmatic activities, including organizational capacity assessment and planning, training and coaching on Passport to Success (Life Skills) and I-SERVE (Civic Engagement) curricula, and collecting and analyzing program data to measure progress toward program targets and objectives.
Be responsible for procurement of activities carried out through the IYF budget.
Contribute to weekly, quarterly, and annual reporting for learning interventions for universities.
Coordinate closely with other PYE staff and IYF global advisors to ensure accuracy and coherence between programmatic and financial reports.
Maintain updated program information, data and records on PYE and IYF knowledge management platforms that aggregate program performance and impact.
Complete other duties as assigned (outside of CORE Responsibilities).

REQUIRED SKILLS AND EXPERIENCE

A minimum of 8 years of experience in social sciences, education, business administration, Youth development, or related field.
Bachelor’s degree in a relevant field.
Experience working with universities or civil society actors engaged in youth development in Palestine. Previous experience working with universities is an advantage.
Experience contributing to effective curriculum planning, design, adaptation and development.
Experience in project design, project management, and training and capacity building.
Demonstrated knowledge of gender inclusion principles, human rights, and equitable approaches for positive youth engagement and development.
Strong interpersonal communication, presentation, teamwork, and analytical skills.
Excellent written and oral English and Arabic language and communication skills with a variety of audiences including universities, other NGOs, the general public and the media.
Ability to think innovatively.
Positive and professional attitude, including ability to work well in a team setting.
Strong ability to organize work, meet deadlines, maintain composure under pressure, prioritize work, coordinate multiple tasks and maintain attention to details.
Excellent skills using technology and computer software, including but not limited to, MS Word, Excel and PowerPoint.
