We are currently seeking a dedicated and experienced Safety & Security Manager (SM) ensures safe access to all areas of intervention across the West Bank & Gaza portfolio.  The SM will be the main security focal point for Global Communities (GC) staff implementing operations in West Bank & Gaza. The primary responsibilities for this position will be to assess duty of care and safety & security risks, develop and oversee the implementation of security management plans, protocols, and procedures, oversee reporting, information collection, and training. The position reports to the Operations Director and will support all program activities across West Bank & Gaza and ensure compliance with relevant donor regulations and Global Communities' policies.

Key Responsibilities:

Daily Situation Assessment: Actively assess the situation in the field on a daily basis to evaluate travel safety and ensure safe movement for staff across checkpoints during field visits in West Bank, Jerusalem and Gaza. Continuously monitor for threats and vulnerabilities that may increase risk to project staff.
Develop and implement a comprehensive security orientation and welcome package for all staff to familiarize them with local security protocols and contacts. Ensure the development of training modules and implement them with drivers, guards, and operational teams. Ensure compliance with the country office’s training curriculum and maintain completion records.
Act as subject matter expert on all emergency preparedness planning and incident response; develop secure working arrangements prior to crises and support program management during transitions to alternate working modalities. In the event of an emergency, coordinate with security focal points to manage and mitigate risks.
Continuously collect and disseminate updated security information from reliable sources such as INSO, AIDA, UN, WFP, and ICRC; represent Global Communities at UNDSS, AIDA, ACU, and any other coordination fora; maintain relationships with counterparts in peer agencies.
Collect, update, analyze and communicate information regarding the security situation or incidents that affect Global Communities or partner operations to the Team Lead, project personnel and Office of Global Security, as required. Review and contribute to safety and security-relevant sections of interdepartmental situation reports.
Report and recommend appropriate actions in case of security incidents. Debrief those impacted and formally report safety and security incidents via the central channel.
Provide advice and support to partner organizations either directly or through program teams to increase partner capacity in the area of safety and security.
Maintain a database of contacts who are national country security authorities.
Advise on in-country travel of Global Communities personnel, including provision of situational travel security information and safety measures to be taken by staff while traveling; coordinate with staff during international travel into and out of the West Bank and/or Gaza.
Work with key stakeholders to develop and maintain core safety and security documents (risk assessments, SSMP, SOPs, contingency plans, communications tree and incident management plan); ensure that these documents are filed appropriately and securely.
Conduct site assessments for new venues, offices, annexes and residences, evaluating physical, geographical, social and structural features which may support or detract from the overall safety and security of a site; subsequently, provide recommendations for implementation of risk mitigating practices and features for each location.
Develop strategies to continuously improve and refine security management systems for effectiveness and efficiency, considering evolving project needs, team dynamics, and project mission.
Equipment and Supplies Maintenance: Ensure that all office equipment and supplies related to security are properly maintained.
General Security Duties: Handle any other related security issues as they arise, demonstrating flexibility and proactive problem-solving.

Proven ability to work in a fast paced, demanding environment, often working under pressure in insecure environments.

Strong cross cultural communication skills.
Excellent oral and written communication skills, coordination skills, analytic skills, interpersonal skills, team management skills.
Knowledge of humanitarian response coordination architecture, mechanisms and standards.
Demonstrated understanding of and adherence to humanitarian principles.
Demonstrated ability to work effectively, both independently and in a team environment, in an atmosphere of multiple projects, shifting priorities, and deadline pressures.

Qualifications

Bachelor’s degree in social sciences, public relations/administration, or any related field.
Minimum 5 years of relevant working experience in Safety & Risk Management
Experience supporting international donor-funded projects is required, USAID experience preferred.
Experience in issuing access arrangements.
Demonstrated understanding of complex emergencies, related security concerns, and appropriate responses to such emergencies
Good knowledge of Jerusalem and West Bank, roads and routes
Strong analytical skills with the ability to assess complex situations and provide clear, actionable guidance.
Excellent communication skills, both written and verbal in Arabic, English, Hebrew is preferable with the ability to provide regular updates and briefings to various stakeholders.
Demonstrated ability to develop and implement security plans, conduct risk assessments, and manage emergency situations effectively.
Proficiency in maintaining calendars and scheduling tools, with strong organizational skills.
A team player with the ability to work independently and collaboratively in a fast-paced environment.
Familiarity with the security landscape in the West Bank and Jerusalem is a must.
Willingness to stay updated on the latest security protocols and best practices.
