Project Overview 
BuildPalestine is inviting proposals from suppliers to develop a local crowdfunding platform called Resilience Pathways for Palestinian Civil Society Organizations (CSOs). This platform aims to assist Palestinian organizations in creating online fundraising campaigns, known as crowdfunding campaigns, and collecting donations from the local community, who can contribute using e-wallets.

The platform's goal is to facilitate access for local organizations to internal donations within Palestine, thereby enhancing their impact. Its significance is particularly crucial at a time when institutional support is decreasing, and the political funding is hindering the independence and freedom of Palestinian organizations. Additionally, Palestinian organizations' access to global crowdfunding platforms like GoFundMe and Launchgood is being restricted gradually. Resilience Pathways seeks to promote reliance on local resources, creating a more resilient civil society in Palestine.

The project is a collaboration between:

BuildPalestine: a Palestinian social enterprise established in September 2016 with the aim of empowering grassroots problem-solving. Our mission is to mobilize supporters around the world and connect them with trusted grassroots projects in Palestine.
BuildPalestine has over 7 years of experience in crowdfunding using global platforms.


Local Communities: an independent, non-profit Palestinian civil organization, established in 2020 that focuses on local development and local government with national, regional, and international dimensions. "Local Communities" seek and aspire to provide local communities a voice in order to empower and develop themes as well as to promote and protect their right to development based on active and meaningful citizens’ participation and an equitable distribution of benefits and resulting gains.

Platform Requirements 
User Roles and Permissions:

Admin: Full access to manage users, projects, payments, and content moderation.
Project Creator: Ability to create, manage projects, and access project analytics, and communication tools.
Backer: Ability to browse, support projects, access payment features, and project updates.


Core Features:

User Registration and Authentication: Secure registration/login process with social media login options.
Project Creation: User-friendly wizard for project creation with multimedia support.
Project Discovery: Browse, search, and filter functionality for project discovery.
Funding Mechanism: Integration with MaalChat for a secure payment gateway, the ability to set funding goals, and deadlines.
Communication Tools: Comment section, project updates, and notification system.
Reporting and Analytics: Dashboard with key metrics, reporting tools, and content moderation.
Additional Features: Social sharing, stretch goals, project spotlight, mobile responsiveness.

 Technical Requirements:

Scalable architecture, security measures, regular backups, compliance with regulations, cross-browser compatibility, and performance optimization.
Testing and Quality Assurance: Comprehensive testing, user acceptance testing (UAT), bug tracking, and resolution process.
Deployment and Maintenance: Smooth deployment process, ongoing maintenance, security audits, and updates.
Legal and Compliance: Terms of Service, Privacy Policy, compliance with financial regulations, guidelines for user-generated content.
Localization: Support for multiple languages, internationalization of data formats, and currencies.


Feedback and Iteration: Mechanism for collecting user feedback, Agile development methodology for iterative improvements.

Examples of Crowdfunding Platforms: Launchgood, Kickstarter, Indiegogo, GoFundMe.

Submission Guidelines:

Suppliers should provide a detailed proposal addressing all aspects mentioned in this ToR.
Include relevant experience, proposed timeline, and pricing details.
Include three previous digital platforms created by the supplier 
Prices should be quoted in USD and excluding VAT.
The supplier must submit a valid deduction of source. 
Deadline for submissions: April 8t, 2024

Contractual Agreement: The selected supplier will enter into a contractual agreement with BuildPalestine for the development of the Resilience Pathways crowdfunding platform.
